In earlier times, one had to be propertied to stand for election. And since only the elitists owned propertied, only they could stand for election; the cooking man was shutout or disenchantized. The Election Act of 1954 changed that; universal adult suffrage was ushered. The $500.00 is a poll tax. Why can’t a candidate stand on their own recognizance without needing two people to vouch for them. This is akin to apply for a passport where the applicant needs some elitist, bourgeois, BIG shot to sign a form.
