No UK takeover! VI Gov’t should get ‘grace period’ to fix issues- Rev Hugh B. Thomas

EAST END, Tortola, VI- Another clergyman in the Virgin Islands (VI) has rejected the notion of direct rule by the United Kingdom (UK) as recommended by the Commission of Inquiry (CoI) Report.

According to reports, the objection to direct rule is a position shared by many in the Virgin Islands as they believe the VI has worked without much UK help to develop its economy and democracy for the UK to now return and setback the territory by decades with the suspension of the 70-year-old VI constitution.

‘A period of grace should be given’- Pastor Thomas

According to Pastor Hugh B. Thomas of the God’s House of Prayer in East End, Tortola, the UK should work with the democratically elected government to fix the issues identified in the CoI Report, rather than just impose direct rule.

“A period of grace should be given, a period in which now that we [UK] have shown you your shortcomings we give you a period of time to fix it, and if you don’t then we will intervene and fix it,” Pastor Thomas told Virgin Islands News Online.

‘Urgent & drastic steps’ must be taken- CoI Report

According to the CoI Report, serious dishonesty may have taken place in Government and by Members of the House of Assembly (HoA) over recent years.

It further stated that unless the most urgent and drastic steps are taken, the current situation with elected officials deliberately ignoring the tenets of good governance will go on indefinitely.

It noted that the people of the BVI deserve better and that the UK Government owes them an obligation to protect them from such abuses and assist them to achieve their aspirations for self-government as a modern democratic state.

The CoI Report also suggested that the continuation of the current situation will adversely affect those aspirations and that the only way in which the relevant issues can be addressed is for there to be a temporary partial suspension of the constitution.

The CoI Commissioner Gary R. Hickinbottom, a UK national who was handpicked by the controversial former governor Augustus J.U. Jaspert to head the CoI, recommended dissolution of the House of Assembly and the cessation of Ministerial Government for an initial period of two years.

It was also recommended that a Governor-led administration, with such assistance as the Governor considers appropriate, be put in place.

According to Pastor Thomas, it would be “wrong to just suspend the constitution.”

‘Direct rule is not necessary’- Bishop Cline

Similar sentiments have been shared by clergyman Bishop John I. Cline, who has always said there must be other options on the way forward. 

‘My position stands, we do not believe that direct rule is necessary, we don’t believe its advantageous to the country as a whole, we believe that it contradicts the UN Charter and Convection for Decolonisation, we believe that it takes us back to 1949 where we had to march and fight for our own autonomy,” Bishop Cline said on April 28, 2022.

According to him, there are ways to achieve the recommendations in the ‘document’ (CoI report), which do not result in the suspension of the local constitution.

“It is our firm belief, mine and others that we can work hand-in-hand with the United Kingdom to achieve the best possible outcomes for the BVI.”

The Virgin Islands Acting Premier Dr the Hon Natalio D. Wheatley (R7), along with political leaders in the Opposition, is scheduled to discuss the CoI recommendations with Minister of Overseas Territories Hon Amanda A. Milling on Monday, May 2, 2022.

Dr Wheatley also holds the view that direct rule should not be imposed, as the VI Government is willing to work with the UK to address the issues outlined in the CoI Report.

    They had their chance to fix the issues and they failed us as a People. Why should they be granted due process? They failed us and the Country. We don’t want to be bothered or want to deal with VIP. Every time you see them, RIGHT AWAY CORRUPTION, ILLEGAL GUN AND DRUG RUNNING IN THE BVI. I ask the Universe to forgive me if I am wrong but there is no way ones in the cabinet was not aware of what the Premier was doing and turn a blind eye. Come on now, Tortola is a very small place. If we the people saw and knew about what was going on, the cabinet knew. AT THE END DAY NO MATTER HOW YOU TRY TO SUGARCOAT ANYTHING, we bought this on ourselves.     For many years, at least two decades, the government
    of the BVI have mostly done things contrary to what is viewed as balanced political management, especially in the economic area and even more so the VIP Administration against the UK's good judgement after certain recommendations the devastated hurricanes of September 2017.
    Many good suggestion brought forth by Governor Jasperts were vigorously fought against by the current cabinet under the now criminally charged BVI Premier Andrew A Fahie, that, if accepted would have hell us in our effort for better governance to the citizen of this Oversea Territory of the UK. This is facts.
    Now to hear, and read many of these "Johnny-come- late Clergy talking trash about grace period time, when in fact they were silent, in my opinion due to money handouts is hypocritical deceitfulness in the lowest order.
    Since when the boss is subordinate to his employees, and graceless politicians, pastors, and some, thank to God not all, and suchlike become advisors of how our Governor should or not how to do his job accordingly.
    Is it only when they now coming to the realization that wickedness must be punished just justice, and must pay the price of criminal violations?
    To make this posting short, Governor John J. Rankin, don't allow yourself to be lured into submitting to any judgment that will not be in the UK, the Natives, Residents, Visitors of the British Virgin Islands, the Commissary of Inquiry, you, and your personal family best interest, so the good governance would will rise above selfishness in the British Virgin Islands going forward.

    Let me be clear, I don't want a suspension of the constitution, but given the results of the COI it would simply be ignorant to have the government found to be corrupt try to fix its own corruption. Its the same reason you do not let corrupt cops investigate themselves. Nothing will happen.
    Trust me if someone impartial doesn't clean house, Andrew Fahie will be made a scapegoat and then government will pretend everything is fine while the corruption continues

    Everyone is pointing the finger and saying they (Governments) but the truth and realty is that we the people is part of the "they". We repeatedly and consistently put them in office despite seeing no collective favorable results from them but only looking forward to personal gratification from them. We need to stop pointing fingers and accept our portion of the blame. Even now many of us would prefer that the UK take over rather than fix our broken system. Despite what we think the UK is not the answer.

    Half the civil servants will be sent home.
    The UK citizens will be given the right to vote and run for office. They will be able to apply for jobs like us.
    They will be in charge do they will hire their own and leave us out.
    So please think seriously on how this will affect us and our children.

      I do not think a UK administration will open the gates for UK citizens to show up and set up here for one. It is also highly unlikely that they’ll be wanting to come here to run for public office or take up permanent employment with the govt . However, it is likely that UK administrators will take over management of government functions, and quite possibly there will be lay-offs, either because of general incompetence (people not doing their work or doing it badly) or because there are too many staff on the payroll. The latter was identified prob about years ago when the NDP commissioned an efficiency study. The report, of course was never released, but the executive summary as I recall indicated there was something like 35% extra staff to complete the state tasks. While this may not be good for some, we should be glad to improve the efficiency with which our resources are spent. It’s just not sustainable to have a large proportion of people working unproductively in the public sector indefinitely.
