In May 2025, Minister for Communications and Works Hon Kye M. Rymer (R5) disclosed that KPMG delivered the report on April 25, 2025. He also said the Business Case will go to Cabinet before being made public
According to Premier Wheatley, the draft Business Case, while received, remains under "thorough review" and is not yet fit for public dissemination.
He was at the time responding to queries in the House of Assembly (HoA) by Opposition member, Honourable Marlon A. Penn (R8) on June 4, 2025.
“It is important to note that the draft Business Case is not a public document at this stage; It will only be made public once it has been laid on the table of this Honourable House for publishing of [an] official document,” the Premier noted.
Critical Considerations
Pressed further by Hon Penn on the Government’s position regarding the various proposed expansion options presented during public consultations, Premier Wheatley said no final decision had been made.
“The Government is still carefully reviewing proposed expansion options presented at public meetings, with no final decision made to date; The Government remains committed to transparency and public engagement, and will communicate with the public before any final decision is reached.”
Of the options under consideration, he said that the draft outline Business Case recommends a 7,000-foot runway expansion and that this recommendation is based on “the statement of requirements outlined in the proposed strategic case, as well as other critical considerations, including safety requirements and communications from airline carriers.”
Cabinet Approval
In terms of financing, Dr Wheatley acknowledged that funding and development models are still being assessed, stressing the need for a "careful" and "sustainable" approach.
He told members, “Various options for funding and development are currently being carefully explored to ensure the most effective and sustainable approach.”
Meanwhile, he also confirmed that the final determination on the runway expansion will be subject to the outcome of a detailed Environmental Impact Assessment (EIA). The Ministry, he said, is actively working alongside the BVI Airports Authority to prepare the terms of reference for the tender process.
“The final expansion option will be further refined following the outcome of a detailed environmental impact assessment study.”
Meaning, as it stands, the airport expansion remains in the review and consultation stage, such as the EIA and Cabinet approval, which are still pending.

How can it be under review? You already said airport is going ahead.
How can it be under review? The public have not seen any of the reports yet? Not the one you had a year now.
How can it be under review? Since April 25, 2025 it has not been show to the public yet. Coming up two months. If you give them to me I can post them tomorrow. Where do I get them? KPMG or are they in you pocket?

Nothing is under review here. You have decided and are hiding the reports. What is in them that you need to keep SECRET?

When you say no final decision had been made and say it is a done deal and it is going ahead and you are looking for funding and the final expansion option will be refined which is the truth. Done deal or no decision? We want the truth and we don't want lies and we don't want SECRETS.
We want to see what you are hiding in the reports. The reports that the people of the VI are not considered fit to see. Do you even have a report or are these like C. O. S-C reports. Cost lots but show nothing.
TRUTH AND TRANSPARENCY is clearly under review by this leader.
Scrub Island Resort will see its bookings drop precipitously. To stay afloat, their prices will drop and the location will become little more than a blighted motel for bargain hunting Americans.
As has been stated by so many in this forum, our roads are impassable, current and water service border on 3rd world, health care, education, and access to human services are all but non-existent. We are barely a year removed from conviction of our Premier and are still under the burden of a COI that we’ve not satisfied the terms of.
We do not need more tourists spending pocket change that is often exported to off-island business owners. We can generate the funding needed for our struggling population by increasing fees to the “offshore” entities incorporated here… by and for the very wealthiest individuals from around the globe.
God help us.
