New ESHS building completion delayed over material setbacks- Hon de Castro

ROAD TOWN, Tortola, VI – When the new 2022-2023 school terms beings, the New Elmore Stout High School buildings will not be opening as previously planned as a result of delays in the arrival of materials for building construction.

Minister for Education, Culture, Youth Affairs and Sports, Hon Sharie B. de Castro  (AL) has announced that the scheduled completion time of the school has been delayed over the unforeseeable setbacks.

Delays over arrival of doors & windows 

“More specifically, delays surrounding the arrival time of windows and doors along with other fixtures has led the Ministry to implement a hybrid system for students for the next few weeks,” she detailed.

The Minister said just last week, the Virgin Islands Recovery and Development Agency (RDA) received some of the windows and doors, and next week they hope to receive the balance.

She said authorities are hopeful that the building will be completed by October 2022, and in the meanwhile, plans will be in place to facilitate learning. 

Hon de Castro detailed that Students of Grades 7, 10, 11 and 12 will attend face-to-face sessions every day from Monday to Friday and that Students of Grades 8 and 9 will attend school in a hybrid fashion.

Hybrid learning adopted 

On alternate weeks, students from Grade 8 and 9 will attend face-to-face sessions using the following pattern: Week 1: Grade 8: Monday, Tuesday, Wednesday; Grade 9: Thursday, Friday; and Week 2: Grade 9: Monday, Tuesday, Wednesday; Grade 8: Thursday, Friday

She added that Students and parents will be provided with a calendar to indicate the days on which they should attend face-to-face sessions.

“ Students in Junior grade levels will attend in the morning session and senior students will attend the afternoon sessions. The bell schedule for each session will be shared during orientation.”

Hon de Castro added that sure that the ministry remains committed to ensuring teachers and students are taken care of as their health and safety remains a first priority.

    THAT SOMETHING WAS COMING , AS EXCUSES FOR THE COMPLETION TIME THAT WAS GIVEN ,WHICH WE KNOW COULD NOT OF HAPPENED , SO WHAT OTHER EXCUSES COMING ???? ?????

    Firstly i am highly impressed that they managed to reach to this level of completion of this project. I must say they did well for such a short time.

    Now with that said, i must say that i work in the field of construction and my personally experience told me that would of never been finish for the start of the school year.

    In fact I will go a step further and say those building will not be able to used until ending October into mid November. Here are the reason why to my conclusion from my observation of this project.

    1. Painting of all building is clearly not finish (now i not sure for the inside of the building but clearly it's not finish.
    2. Electrical and Plumbing fixtures have to be installed.
    3. Tiling or floor finish material have to be placed.
    4. All building, labs, and other safety measures/equipment have to be in places.
    5. Furnishing of all building must be done as well. This means the transfer of all furniture's, documents, etc. From the VISTS and ESHS senior campus to the new location and have those set up.
    6. the clearly and beatification of the campus etc.

    and i can find other things that need to be done.

    Now if they had commit to working from morning until 9pm nightly or at least 3 times in the week they could of complete this job on time. And i think the windows should of been order as the ground work had commence.

    However i am still excited to see the building completed and finish

    We about to loose our young mind again to St Thomas and the mainland because of ignorance decastro. Stop playing politics with our children. This is not a unity government they mentality still VIP. When is election? Change is needed, cannot trust these people.

    The effort on this project is commendable and we can see a light at the end of the tunnel. Everyone should understand that a serious effort has been made to do the impossible.

    Just take your time, no need to rush, build it properly so it won't end up like Althea scatliffe primary, they were home for 2 years.

    When something is rushed it’s usually not done properly. So we commend them for working fast but let’s hope that issues don’t reveal themselves shortly after because of working fast and trying to meet an unrealistic deadline.

    In my opinion , no occupancy until next year February. This time line needs to be established. There is a lot of finishing work to be done and this takes time.
    I am happy for the speed that they are going with and the accomplishments thus far.
