New beneficial-ownership policy framework set for June rollout


Addressing the citizenry during his second Territorial Address, at Maria’s By the Sea Hotel on May 20, 2025, Premier Wheatley disclosed that, “stakeholder engagement is scheduled for June 2025 to support smooth and effective implementation.”

The roll out follows the conclusion of a public consultation process in March 2025, during which the Government, he said, received “substantial feedback from a broad range of stakeholders”.
Outlining the timeline and rationale behind the initiative, he recalled that, “in late 2024, my Government developed a draft Policy on Rights of Access to the Register of Beneficial Ownership, setting out a proposed framework to enhance transparency in line with evolving international standards and best practices.”
The draft policy, according to the Premier, is part of the Territory’s efforts to strengthen its beneficial ownership regime in a way that both meets international expectations and upholds the Territory’s legal and constitutional standards.
Proportionate & Consistent
To this end, he related that, “The final version will preserve privacy safeguards, clarify who may access information, the conditions under which access may be granted, and establish mechanisms to protect individuals at risk of serious harm such as fraud, harassment, or kidnapping.”
According to Dr Wheatley, “Once enacted, this framework – representing a major policy milestone – will enhance the Territory’s beneficial ownership regime in a manner that is responsible, proportionate, and consistent with our constitutional principles and international obligations.”

Just look at our leaders, who continue to look up to Criminal in Chief Andrew Fahie and take several attempts to get simple legislation right. Let's not talk about also not being able to count and lost sight of $20,000,000 of our money this year and top of all the other missing money and still no audited reports for 8 years!
