ROAD TOWN, Tortola, VI – Chairman of the National Democratic Party (NDP) Hon Marlon A. Penn (R8) has indicated that now Deputy Premier, Hon Lorna G. Smith, OBE will be removed from the NDP as a member, after she defected to form the Government with the Virgin Islands Party (VIP).

Hon Penn was at the time speaking during an Opposition press conference today, April 27, 2023, alongside leaders and elected members of the Progressive Virgin Islands Movement (PVIM) and Progressives United (PU).

On April 25, 2023, Hon Smith released a statement that she had teamed up with the Virgin Islands Party to give it a 7-seat majority to form a new government; however, will still remain a member of the NDP.

During the 2023 elections, the VIP won six seats in the House but needed a seventh seat in order to form the government. The NDP and the PVIM had 3 seats each and were planning to form the Government with Progressives United's (PU), 1 seat, in the person of Hon Julian Fraser RA (R3).

In indicating that Hon Smith had blindsided the Opposition and the NDP, Hon Penn said Hon Smith’s alliance with the VIP, under the name of the NDP, is not a policy of the party and that moving forward steps will be taken to remove her from the organisation.

“Her alliance in the name of the party is not representative of the party. The party brass met last evening and we made a decision that we are going to move forward to have her removed as a member of the party.

“So she does not represent a coalition with the National Democratic Party and the Virgin Islands Party and I want to make that clear to the public,” he said. 

Meanwhile, Hon Penn said he too had the opportunity to defect to form a Government under Dr the Hon Natalio D. Wheatley, having received calls from some 7-members of the VIP, but he stood on principles to stay in his organisation based on what they campaigned on.

        Listen to all these people trying to make it look like Marlon is the problem. This woman came to the NDP house, fed from their plate and then threw them under the bus, in the worst form of betrayal.       I agree with you 100%. Marlon and these guys are lying on Lorna to save their greedy intentions which failed. All of them negotiated with VIP rather than themselves which shows the seven of them could not work together to form the government. They mocked Natalio calling him the slow man Premier & accidental Premier but the slow man Premier turn out to be faster than they thought and now the only accident is Marlon and the rest of them with bitter minds towards Lorna rather than looking at themselves as the ONLY reason they are not the government today.

    Here we go again with my NDP dealing with the symptom rather than the cause. I once again post I am an NDP Supporter, but it is time to get real. Lorna is not NDP's problem. The ones the main artery of the party loves, is the problem which is Marlon. Let's examine Marlon (The only Accidental Leader). He is the one & only accidental leader but the party letting this slide to the death of the party. He pronounced himself leader after the 2019 elections when he was one of two NDP members who won with Alvera being the next. Here lies the problem. He held no meaningful meetings in 4yrs to allow party members to select the new leader or ratify him/her in an open and transparent manner. He avoided such party meetings. Then Alvera crossed the HOA floor under his leadership & joined the VIP Government as a result of his poor leadership. Just like now with Lorna, some of my fellow NDPers blamed Alvera and turned against her with a passion. Again, Marlon was allowed to tell his usual non-factual but emotional stories to make him look & sound good which caused the NDP Party supporters like myself at the time, to once again bury the symptom of the problem (In this case Alvera) & not he (Marlon) who is the problem. The 2023 General Elections didn't come as a surprise as it was known by ALL to happen in 4yrs after 2019. Here lies the other issue. He then jammed the party last minute, with his stories again, so we were forced to leave him as leader to go through the 2023 elections. He failed in four years to grow the NDP and worse, yet he failed to get 13 candidates. Simply put, NO ONE WANTED TO FOLLOW HIM. None of us stop to ask WHY? It is because he is a poor leader who masters how to keep power through divisiveness. This is disgraceful & unacceptable. He only managed to start the campaign with 7 NDP candidates. Two founding members had already launched as independent At-Large candidates long ago. How come they knew elections was coming & not Marlon? He managed to get others in the Party to help convince those two (Kedrick & the same Lorna Ayo my fellow NDPers now want to kill) to change from being independent candidates & run with NDP. Hesitantly they did so because they felt he was not a leader. They were correct because if they could have started campaigning on their own means he could have started campaigning from a long time ago because the election was not scheduled like you would schedule a surprise birthday party. IT WAS KNOWN TO BE COMING! Let us not forget he said he joined Natalio to save the country because the UK did not want the VIP Government. Well, we all now know that was also not true (Another one of his non-factual stories) as Tuesday 25th April, 2023, the same UK Governor sworn in a 6 member VIP Government with a one alliance in the person of Lorna who is an NDP who like Alvera crossed the floor as a result of his poor leadership. Man strupeeesss, the list of Marlon mistakes is too long so I will stop here for now and if things continue with NDP under Marlon, then so will the NDP.

    These are the exact words of Marlon Penn who joined the VIP Government a few months ago to form a Unity Government because he said he did it to save the country because the UK did not want a VIP Government in power any longer. Yet a day after the elections the same UK through their Governor on the ground sworn in a VIP Government with 6 VIP elected members and an alliance with Lorna (NDP). Marlon is challenged with the truth and needs to stop pi&$ing on us and trying to fool us it is rain. It is okay when he did it but an unforgivable sin when others around him does it. I had enough of this guy.

    While I understand the disappointment and anger towards her, I am not sure it's a good idea to remove her from the NDP membership.

    The truth is the NDP did not have the numbers to form the government on their own. They needed to work with the other 2 parties to do that. Based on media reports and words on the street, those 3 parties could not see eye to eye before the election, and probably could not agree on much after.

    Somebody had to move to the another side, and she did. While it may have been self serving on her part, I think it was a smart move. Considering her age, and the possibility of her ending up on the back benches after having gotten the 2nd largest vote, I can understand her decision despite it angers and disappoints some.

    Bottom line for me is this: Unless the NDP and the other team members had a plan that she was aware of and blew up, then I cannot fault her. Even so, if they had an agreement, and she did not agree to it, that's even worse.

    The country needed to form a government, and she decided to form the coalition with the VIP.

    To remove her from the NDP ranks indicates to me that the NDP is not willing to work with the VIP to get a government formed knowing that the governor would have had to step it and appoint someone, and to me that's unfortunate.

        I'm not in anyone corner. I call it as I see it. I understand the upset and disappointment among some, but based on the information I am aware of, I think she made the right call. Unfortunately, it has left a bad taste in people's like yours mouth, and I take no issue with your position.

        You mentioned she jumped ship while the negotiations were still in motion. Question: Did those negotiations involved her? Seems to me something is missing here about these negotiations. Who was negotiating with who?

        Who were involved in these negotiations? What was the nature of these negotiations? Was she involved in these negotiations at any point, agreed to partake in those discussions, agreed to abide by them, and then pulled the plug? Please opine.

        She said in an interview that nobody called her.... several hours after the 8:00am target for negotiations to resume on Tuesday. As far as I know, NDP did not issue a statement to dispute what she said.

        So assuming she was truthful (and I believe she was), then she had good reason to do what she did. It indicates she was not taken seriously. But I don't think she should have said she was still with the NDP after she crossed.

    What Lorna did was unethical, ungrateful and selfish, she only won her seat on the strength of NDP and NDP supporters, but as soon as she knew she won, she was on tbe phone negotiating secretly, with VIP.     This will be your final year elected years in the 8th. The 8th needs development, attention, and care. Do not worry about Lorna; focus on the 800+ voters who trusted you to make good of their community. We are getting sick of the excuses and empty promises. We had enough! Do better!!!!

      This Government is very spiteful, so the district may get anything done for real besides the sewerage contract they signed the day before the elections. They forget that people all over the country voted for them and when you spite the opposition you spite those people too. Then close to elections they remember and start painting walls and visiting the elderly. I hope Lorna's focus is not on granting status only, and she can get her team to look at the whole picture and the need of the country.

    What I want from you is to use this four years to galvanize seven persons that can take back the leadership from the VIP!

    You have TWO YEARS to form a team, to have discussions, so that in 2025, we can BEGIN TO SEE and hear of a committed group for 2027!!
