SEA COWS BAY, Tortola, VI- Incumbent Third District Representative and Chairman of Progressives United (PU) Hon Julian Fraser RA has blasted the National Democratic Party (NDP) for failing to correct the water woes experienced by residents in the Third District.

During his official campaign launch at Finc Building at Sea Cows Bay on April 1, 2023, Hon Fraser outlined all of his past achievements, noting that some people have selective memories.

“And I don’t mind reminding them because I’ve become their conscience,” he said.

One such achievement he pointed out was the Sea Cows Bay Water Plant which he noted was commissioned in 2003 following his intervention, after he had made a promise to change and improve the water quantity and quality in the community.

“It ran for 10 years since that date, producing over 350,000 gallons of water a day, more than enough for the people of the Third District. The plant was closed by the NDP government in 2013 without a replacement.

“And all this time my opponent, who has now switched Parties was right there with the NDP, because he ran on their ticket in 2011…and now he’s got the gumption to come talk about water shortage in Sea Cows Bay. The people who you associate yourself with are responsible for it. I’m not taking blame for that,” Hon Fraser said.

'Water line connected to nothing'

The veteran legislator related that in 2018 the NDP installed a water line from Meyers to Chalwell after claiming that the water line was too small.

“That water line is still there, connected to nothing, nothing on the Meyers end, nothing on the Chalwell end. It’s a… water line, over a mile long. You talking about money, you talking about nonsense. Let him talk that,” Hon Fraser said.

He added: “Talking about what they’re gonna do if they get elected. The word ‘if’ is important, remember that- ‘if’ they get elected. But you know it ain’t ‘gon happen.”

Hon Fraser then went on to boast that over his 24 years as a Representative, he has been around the earth and has championed the cause locally, regionally and internationally.

Hon Fraser blasted for 'costly' BiWater

The challenges with water were also highlighted by Virgin Islands Party (VIP) Third District Candidate Mr Kevin C. Smith aka ‘OJ’ during his official campaign launch in Sea Cows Bay on March 29, 2023.

Mr Smith had also slammed the controversial Biwater project spearheaded by Hon Fraser in 2010 as a “costly mistake”, noting that it still hasn’t fixed the water woes being experienced by the territory.

In fact, Mr Smith said this only made the situation worse by creating an economic leakage of cash to a foreign company which o longer circulates in the economy.

Back in December 2021, however, Hon Fraser claimed he was not solely responsible for the controversial water-purchase agreement during his time as Minister for Communications and Works.

Basic water distribution is a simple process which entails a) generation, b) transmission and c) distribution. Other systems may include storag, etc. I assume that Hon Fraser unconnected line was a transmission line. This evokes a few Questions, 1) an operational oversight by NDP, 2) installing the unchecked line was just make believe and performative. 3) NDP ran out time to connect lines, 4) NDP had two terms to connect lines, so what happen, 5) was delay deliberate, 6) Why didn’t VI connect lines in the last 4 years, 7) when will the lines get connected. With the 5 interrogative process this series can on and on. The people in D-4 just need a reliable, quality water supply. That is all. They need more than talk, talk…

All of you need to stop playing with people’s minds in your quest to represent them in the District, the Territory , the region and by extension the world. What political points are you trying to score? Your A$$ sat for years and said nothing. A desal plant was on your family property. Talk that $hit now.

Fraser is ignorant. Fraser from Myron to Ronnie they all dragged you through the mud. That’s why OJ is the answer. He will rob you of the baton. Come 24th.

"That water line is still there, connected to nothing". Fraser just admitted to doing nothing to fix something he considered to be a problem, in the last four years. Please tell me again why he his asking for four more years. Anyone who is a friend of the corrupt former, needs to go and sit down and repent so OJ is bad news without a question.

The Meyers end of the water line was eventually connected to my company's water distribution business in Pleasant Valley. I've been selling plastic bottles of water for $1 to $2 gallon for the last 5 years and making lots of money. Thanks for the free NDP water Fraser.
