NDP names Aaron F. Parillon & Perline R. Scatliffe-Leonard as 2027 election candidates

ROAD TOWN, Tortola, VI- Aaron F. Parillon and Perline R. Scatliffe-Leonard have been ratified by the National Democratic Party (NDP) as candidates to contest the next general election due in 2027 for the Third and Seventh Districts, respectively.

In a press released issed on July 16, 2026, the party confirmed the ratifications took place at an NDP National Executive Meeting on July 9, 2026. 

Strengthening the party’s readiness- Marlon A. Penn 

Parillon and Scatliffe-Leonard, the NDP said, strengthen the party’s growing slate of candidates as it continues preparations for the next general election. 

NDP Chairman, Hon Marlon A. Penn (R8), said, “Every candidate we ratify strengthens our readiness to serve as the next Government of the Virgin Islands. Aaron Parillon and Perline Scatliffe-Leonard are respected leaders who now join an outstanding team of National Democratic Party candidates, bringing integrity, experience and a genuine commitment to serving our people.”

The party, he added, is continuing to build a unified team that is focused on strengthening the economy, improving public services and delivering results for Virgin Islanders.

D3 is home to hardworking people- Parillon

Following his ratification, Parillon committed to the well-being of the people of District Three. 

“District Three is home to hardworking people who deserve strong, responsive leadership and real progress. I am committed to listening to our people, advocating on their behalf and delivering practical solutions that strengthen our communities, expand opportunities for our young people, support local businesses and improve the quality of life for every resident.”

Referencing the late Chief Minister H. Lavity Stoutt’s vision, Parillon said he remains inspired by Stoutt's belief in preparing Virgin Islanders through education to assume leadership roles within the Territory.

Parillon had previously run for the Third District on an NDP ticket twice, losing both times to Deputy Premier and current District Three Representative Hon Julian Fraser, RA. 

D7 deserves experienced leadership- Scatliffe-Leonard

Meanwhile, Scatliffe-Leonard said she is prepared to represent the people of the Seventh Electoral District with integrity, accountability and compassion, drawing on more than four decades of advocacy and community service.

"District Seven deserves leadership grounded in experience, accountability, compassion and a determination to deliver results.”

Scatliffe-Leonard was an independent candidate in the 2023 general election, losing to Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7). 

The NDP is planning a series of upcoming community engagements and events where residents of the Third and Seventh Districts will have an opportunity to meet Parillon and Scatliffe-Leonard. More NDP candidates are expected to be announced in the coming weeks and months.

      As far as my knowledge reflects , the guy with the poster by Slaney was the one in the district saying he will win when Fraser Endorses him. All of them besides Aaron relying on Fraser’s support which is weak. They have nothing good to stand on by themselves.

      Aaron is a cool and calm spirit this community needs. He works and works hard. All these narratives are lame.

    This election is a very serious one for these Virgin Islands. We all should sit and seriously ponder where we should cast our votes. A parties' wholesale strength is a consideration, but maybe we should look at everyone individually while trying to change our present situation. A party that seems cohesive but who are not delivering what we need for a properly functioning and flourishing Virgin Islands, even down to our asthethics, which is easy is not voting smart. So VIP, NDP, PLM and whichever party, examine the individuals and decide, for if we are going to decide which party should not win it should be the sitting set in my humble opinion, but I am someone who do not ask or seek individualized attention. We all need a properly functioning Government who sees our roads are deteriorating and will fix them. Who understands that homes cannot survive without water and will supply it. Who knows that finishing the Admin Complex, after 9 years, is paramount to save millions of dollars in rent. Who knows that NHI and the Hospital needs attention and have NHI cap certain things for savings. Who understands that Labour's only function is not to just stamp unending labour permit applications and then 20 years later we have persons applying for Belongership telling you they helped you to build your country. We are in the business of exporting money. Most send home more than they spend here. Another example, if I am just not feeling well and visits the doctor and the doctor simply performs diabetic and blood pressure tests and discovers my sugar level is through the roof or my pressure is high. All they will do is prescribe medication and I am gone. So why should that be $500? Certain things can be done to save money both for NHI and persons. A Unit can be set up in our hospital where you can come in and have your blood pressure and sugar tested for a minimal fee and free for seniors as nurses perform those and that will save NHI because the private hospitals are making money and the hospital is not. Just some examples of what we should be looking at. The sitting Government flies business class weekly to seminars and each one has a Government provided vehicle, yet we are in the duldrums when you drive around in the Virgin Islands. We are visiting garages regularly to fix our vehicles. We deserve better, I think. Don't you all? Oh, well, that is what we have to decide this election cycle. Di we wabt nore of the same or a change where we won't know what we will get, but it may very well be better and a passing grade.

    The force is weak with these 2. The lady was a disaster at WSD. She got rid of the engineers and had one man up and down running the sh!t€ show! Assets dwindled and stocks ran out. Does th is sound like someone who could not run a department much less a Ministry?!?! GTFOH

    Jedi - personable dude; but don’t see manager or minister qualities in him yet. Maybe in another 10 years when he’s seasoned some then he can prove he’s got the chops to make hard decisions and not be a rubber stamp.

    So as a D3 voter I’m going to have to stick with the incumbent for now.
