NDP Gov’t got over $50M in loans to fix roads in VI– Hon Kye M. Rymer

-Minster says properly done roads would have last for at-least 25 years

ROAD TOWN, Tortola, VI – Addressing the Opposition's criticisms of the road infrastructure in the Virgin Islands (VI), Minister for Communications and Works, Hon Kye M. Rymer (R5) said the now Opposition Members, who were once in Government, collected some $50M in loans for road infrastructure works that have not stand the test of time.

Hon Rymer was at the time addressing the House at the July 4, 2024, continuation of the Thirteenth Sitting of the First Session of the Fifth House of Assembly (HoA).

“Them being in there, they get loans…. Madam Speaker, over nearly $50 million in loans and look at the road infrastructure today, but we [are] getting the blame...” Hon Rymer said adding that roads when done properly, would last at-least 25 years.

He said the comments come even as the VI talks about expanding the local airport where conversations on the road works would surface, however, according to the Minister both have to be done concurrently.

“I thank my wife for rubbing my head when I go home because sometimes the pressure of what we’re going through… but God is good and I am confident that these things will be addressed,” he added.

Hon Rymer said people no longer want to hear excuses about the hurricanes, COVID-19 pandemic, or the CoI reforms, even as the VI continues to grapple with implementing reforms.

The works minister said he is awaiting the monies to get the projects done and assured that once funding is available, the road infrastructure will be fixed.

Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has said he is looking for $100M in loans for infrastructural works.

      Just a point of note, although Kye has formerly been the the minister five years, he didnt have any authority as ALL the government's decisions were made by the former Premier. Only since Fahie's arrest 2 years ago, Kye and Natalio had to step up as politicians. Hence why they are struggling in their positions.

    Did we elect children in the HOuse of Assembly. Both parties ran on being able to fix the problems in the Territory and neither of them have delivered if we are being honest.     “ Hon Rymer said adding that roads when done properly, would last at-least 25 years.” This is true and is a best case scenario. To approach attained this best base will require proper design, construction, periodic and as needed maintenance, proper drainage, etc. Let’s take a peek at a 20-year flexible pavement (asphalt) road. At approx the 7 year mark, a seal coat is applied. At the approx 15 year mark, the top surface is milled and an overlay applied. At the 30-year mark, the road is reconstructed. From year through the 20th year, crack sealing, other maintenance and repair are done as needed. Poor drainage, poor slope and crowning are contributors to premature road failures. The true, real, proper fix for a failed road is reconstruction. Just overlaying a failed road is only a temporary fix and throwing good money at bad. One way of ascertaining if a road has failed is conducting a Pavement Condition Index(PCI) analysis.The range of PCI numbers starts 0 the worst and 100 the best.

    Moreover, concrete ( fix pavement) cost more to construct but less to maintain. Asphalt cost less to construct but more to maintain. Typically, it comes down to economics.

If it were simple as you stating, government should be doing roads better, should it not? In any event, the things you are saying about maintenance, drainage, slope,,etc are spot on. Successive governments have wasted tens of millions on roads and we are no better off. Each government blames the previous one and the blame game goes on, while motorists operating cost goes , up and up from the bad roads.. Vi motorist are sick and tired of being sick and tired of the bad roads, the blame game, the excuses.,When out of power politicians have the fix for every problem but in power nothing gets done, they are a flop. Fix the damn roads.

    Ultimately regaining the type of harmonious friendly Island and community that our parents grew up in, where we were once considered a place of friendly people with petty, little or no crime

    This is something our government should really sit down and think about when it comes to our local resident rehabilitation process for persons with addictions to qualify for free alchol and drug addiction recovery programs, with entraprenueral self employment opportunities and funding options from our Cayman Islands Development Bank, Free required Regular Drug Testing and Free Clinical Family, Personal and Professional Counciling and Coaching from the Health Service Authority in order to qualify for Free Government Resources assistance available, to help them own and operated there own small business of selling things like Arts & Crafts to Visitors from there own small business established with the assistance of the Small Business Development Center; owning there own lower costing or more affordable home in a multi-store apartment or condo complex situated on multiple floors for persons earning less than $2,000 or $3,000 a month to be able to afford

    An equilbrium or a balance need to be discussed, reached and achived to provide comfortably housing accomodatioms and transpertation for the following classes in our community:

    • The Lower Class

    • The Middle Class

    • The Wealthy

    We cannot expect to pay a Mimnimum Wage to our people just because businesses are strugling financially and not expect to provide proper and affordable basic necesseties like housing, transpertation, food, utilities and child care
