NDP endorses Perline R. Scatliffe- Leonard in D7

LONG LOOK, Tortola, VI- With a week to go before Polling Day, Independent Seventh District Candidate and former Water and Sewage Department (W&SD) boss Perline R. Scatliffe-Leonard has been endorsed by the National Democratic Party (NDP).

The NDP under Hon Marlon A. Penn (R8) was unable to get a full slate of candidates for the general elections and has been trying to win over independent candidates.

Speaking at a rally in the Seventh District last evening, April 17, 2023, NDP At Large Candidate David Allen O’Neal encouraged supporters to throw their support behind Scatliffe-Leonard, noting that the team’s mission is to vote out the Virgin Islands Party (VIP) and its current District Representative, Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley.

Mr O'Neal has labeled Dr Wheatley as an 'accidental premier' on the campaign trail, a move that was criticised by many as childish.

“I want to encourage you that when you go to the poll that you vote out the ‘accidental Premier’ and you install Perline Scatliffe- Leonard as your District Representative…If we don’t vote NDP all the way and with Perline Scatliffe- Leonard and it’s the only way that you’re gonna effect a perfect change and a direction of where the BVI is going to go in the future. It’s endemic on us,” he said, adding that the NDP is not promising ‘pie in the sky’ but realisable solutions to move the BVI forward.

Mr O’Neal also encouraged supporters to vote for the rest of the NDP At Large team who are contesting in the District, including Renard V. Estridge, Lorna G. Smith, Dr Kedrick D. Pickering and himself.

Anti-VIP Government talk-show co-host Damian Percival, who chaired the rally, also threw his support behind Scatliffe- Leonard, who is often criticised for underperformance at W&SD.

“I support Perline. I have spent many years going Water and Sewer, people used to think I work there. I know what Perline went through…She was under a Ministry that took all her powers. They sent her home and then when they realised they couldn’t handle it they tried bringing her back. But they took all the resources from her. All the projects were done in the Ministry…Why she ain’t telling the people them the truth?” he said.

Meanwhile, Estridge who slammed the VIP in his speech also encouraged supporters to throw their support behind Scatliffe-Leonard and the rest of the contesting team.

“We also need you to vote in this District, for Miss Perline Scatliffe- Leonard. We cannot afford for our Seventh District to be represented by the VIP. We simply must get the VIP out of the Seventh District, vote for Perline. When you have Perline who is from this District, Perline who is from this District and Dr Pickering who is from this District, District Seven will never ever be underrepresented. You will have the best representation that this territory could have,” he noted.

It is unclear if Scatliffe-Leonard attended the rally.

    So, she refuses to join NDP or the PVIM. They refuse to have her be a member of NDP or PVIM. So, given that none of them want to join each other, the PVIM and now NDP agree to endorse her and support her and she accept to support them but still none wants to join the other. You mean nobody sees nothing wrong with this? These people have the voters of the BVI for a set od a$@e$.

    The dr&&k&rd from VG on the NDP ticket calling Natalio an Accidental Premier but yet his own NDP leader signed and agreed to have Natalio as his Premier and as his political leader. Some people do not think before they speak.

    Oh dear, oh dear, oh dear. She will be even more unpleasant, rude and ineffective than when she ran Water & Sewage. It was by far and away the worst run Government department - and there was a lot of competition to be the worst.
    I am not sure I will vote for any NDP candidates following this news.

    Marlon could not get a full NDP slate to follow him as leader in this election. The election did not catch anyone by surprise so he should have been ready. This clearly shows he is not a leader. What is worse is he nor Kedrick could not get a candidate from District 7 to run on the NDP ticket. This is something to watch as this definitely shows that people do not want him to lead this country and neither do I.

      You are spot on. Lorna & her committee calling people asking to vote for her and they do not mention the rest of the NDP At-Large or any other NDP member. This says a lot about her loyalty overall as she did launch independent as she did not have confidence in Marlon. She is with NDP in name & when on the podium but nothing else as she is looking out for herself. I can't blame her as asking for a vote for the other three At-Large candidates especially O'Neal takes a lot of courage.

    People tell that accidental At-Large NDP candidate O'Neal to bring back the taxpayers' money the NDP paid him for years through a questionable contract that has entangled Government to present time where he has been paid to manage an EMPTY Prospect Reef.     Is this performance theatre. Was she at rally to accept the endorsement? Or this is just a desperate attempt to create the impression that they can at least fill in an hereto hard to fill spot. A strong candidate should be able to fly solo and win a seat instead of depending on a party boost., should one note? Should not prior performance matter? Water and sewage is one of the most critical services in the territory. What state is it in? Enquiring minds wants to know. Is not service delivery important? Is water and sewage being touted as a model entity? Someone needs to explain why water and sewage is not even in Second World ranking much less First World. We have just a few days left . It cannot be swept under the rug.

      Pearline Scatliffe Leonard, candidate for D-7, was the Director of Water and Sewage. If my memory serve me right NDP I think sent her home for a while and then surprisingly she brought back. We still does not know if any pressure or influence was expended to bring her back. Mark the Action Man can shed some light on this. Nevertheless, though Water and Sewage should be led by an , preferably a water resources engineer, she was the Director. Was the delivery of water and sewage services improved? Did the unaccountable water sources stop? Did billing and collection improve? Did water reliability, quality, etc improved? Is the department operating at a profit? How responsive was the department customer complaints? What are the results of customer survey, if any, ? Is miss Scatliffe-Leonard touting her success at Water and Sewage. She can respond to the questions to depend herself but will she? She should jump at the opportunity like white on rice. Are we going to have a D-7’debate?

        The fact that she was able to stay at Water & Sewrage for that long shows how all the Governments past and present feel and about the wellness of the people in this country. The employees and customers alike has been terrorized by this women and all of them knew this, yet she prevailed. Its a culture in this place of forcing square pegs in round wholes because of who you blow. let the people suffer they don't care. Look how she left Water & Sewerage in a mess. Let me see if they planning to now force her into a government . Lets see if the people of Long Look fast asleep.

    One thing I am sure of is that after the elections the BVI will be the most beautiful place in the Caribbean since almost all the candidates pledge to beautify their district. Very shallow, no one is coming up with concrete plans to develop this country. I live in the first district where lack of water is a daily plague. Yet none of the three candidates have come up with a plan to overhaul and expand the water treatment plant in Carrot Bay so we can full the three big empty reservoirs we have in the district to supply us with water on a daily basis. none.

      Indeed, all the candidates are yapping in generalities, not specifics. It is if they fraid to promise specific projects, failing to deliver they may be held accountable. Politics 101 demands politicians to make reasonable promises. It is a dereliction of duty not to and disrespect and affront to voters.It is either that they are devoid of ideas or they are politically non-committal and not serious and hope to get a free ride to the gravy train. They want the status, influence and prestige but don’t want to do or incapable of doing the heavy lifting. Cleaning up the community(s) is low hanging fruit. Any serious candidates should be proposing practical and reasonable projects with cost, revenue stream(s) and completion timelines.

He can't even manage his family Ocean View Hotel property; with parts of it rented..Just 10 votes wasted on place-holder Allen O'Neal would make me mad. as hell. Its iactually more like 30 years since he ran and lost against RT O'Neal, then disappeared. Now he is here disrespecting premier Natalio and dreaming about representing the 9th.
        My advice to 9th District voters Don't waste your Vote on this place holder want to be politician. instead spend your X on Zoe, who says that you can call her, or on Sheep who just a few weeks ago donated his entire stage,, lights and Sound, system to the very successful VG Got Talent show.held at the basket ball court.
