ROAD TOWN, Tortola, VI - The former Minister for Education and Culture and elected representative for the First District Honourable Andrew A. Fahie came out swinging ahead of the 2014 Budget Address to be delivered on January 13, 2014 by Premier and Minister of Finance Dr. the Honourable D. Orlando Smith.

Speaking to Virgin Islands News Online while saying he has no faith in what will be delivered by Premier Smith at the Forth Sitting of the Third Session of the Second House of Assembly, Hon. Fahie said just looking at the Medium Term Fiscal Plan 2014-2016 submitted by the National Democratic Party (NDP) Administration it, “lack depth, it lack foresight in many areas and it raises many red flags”.

He said he will be listening to see if things in the Medium Term Fiscal Plan 2014-2016 will be addressed in Monday’s Budget Address.  Hon. Fahie told this news site that, “the government cannot be trusted with the truth as once you hear the nice marketing language and you look at the figures there will be nothing there”.

NDP lied about country broke - $50 million in Treasury a week later

One of the lies that the First District Representative alleged is that the NDP claims the Virgin Island Party Government of which he was a part, left the country broke.

The former Minister said that when the NDP took office in November of 2011, a week after they were in office, $50 Million came in to the Treasury, with no doing of the Smith Administration but rather came from the Financial Services Commission.

Hon. Fahie noted that the issue was in terms of public debt and the monies had to come out of the Consolidation Fund to pay for the reckless contract signed for the Hospital by the NDP in 2006/2007 for $64 million when in fact the hospital costs well over $100 Million resulting in the Consolidation Fund carrying the weight of the project until a loan was secured.

“The Public Debt has come about by the policies of the NDP Government,” Fahie alleged.

He lashed out at the ruling NDP Administration for not telling the people the truth on the finances of the country and reminded the public of the reckless spending of the NDP within the past two years in office that he claims will “truly leave us broke”.

The popular Member of Parliament named projects started recently by the NDP, for example, the Georgie Hill Road started at $300,000 now way over a million dollars, the Craft Alive Project with the last price tag of over a million dollars and the Park to be built in Road Town which should reach over a million dollars.

According to a Government source, the sad part about these projects is that they are not revenue generating projects [maybe outside of Craft Alive].

Hon. Fahie warned that the National Democratic Party, “will be remembered for the things they did not tell us”.

Conflict of Interest

He named the alleged conflict of interest with the BVI Investment Club, however, he did not name which Minister or Ministers of Government was guilty of these activities.

He said the public purse got hit once the BVI Investment Club won the second round against the government over the case with Ocean Conversion, however, the NDP Administration failed to ask the Attorney General to take the matter to the Privy Council to protect the public purse but instead paid out $11 million to the company.

The government won the first case over the cost of water and monies owed to the water company, Ocean Conversion (OC) with majority shares by the BVI Investment Club.

On appeal to the OECS Court of Appeal, OC then won and was paid under the NDP Administration.  The case could have been taken to the Virgin Islands’ highest court, which is the Judicial Committee of the Privy Council in England.

However,  the former Minister made it clear that he has nothing against the BVI Investment Club and his record shows he has been an advocate for local investments, but “the conflict of interest is what concerns me and many others,” he stated and that the “duty of the Cabinet is to secure the public purse”.

Efforts to solicit a comment from Premier Smith up to post time were unsuccessful.

It is only fair that if government won the first part of a court case & the other side win the appeal then the only fitting thing to do is settle it at the privy council level. This is what any reasonable & accountable person would do.

You probably just hate the messenger but what he saying sticking with me & many others especially on this issue. From this action to secure their shares by not carrying the case to the privy council then I hope for all cases where government looses in the appeal court then they do not carry it to the privy council because what is good for the goose must be good for the gander.

Does some Cabinet Ministers have shares in the Investment club/Ocean Conversion...YES. Then will they benefit from the money awarded by the appeal courts...YES. Should they have at least show that they are acting in the public's interest by instructing the Attorney General to take the case to the privy council.....YES. YES. YES!

For over a year I've been hearing that NDP Government has breached the protocols so if this is the case why haven't the UK taken action against them? How are they still getting approvals and about to make a budget address, which can only be done with the UK nod? I smell a rat, come clean or don't come at all. Andrew is digging a hole for himself, he needs to watch what he's saying and try making sense. People are not stupid. Ok ok, let's say NDP are the worst for the country, fine, let's say we want them out, fine. Has Andrew or Fraser demonstrated why we should put THEM in power instead? NO!!!!!!!!!!!!!!!!!!!!!!!!!! That's the part that has me laughing. YOu can make a case for NDP to be voted out, but where is the case for us to re-elect you guys and give you another chance? lololol Whoever is running your campaigns need a crash course in simple common sense.

Do you think they will take anything with BVI Investment Club or Ocean Conversion to the Privy Council when many of their family and friends have interest in the BVI Investment club? You better go and think again that is why the NDP must go they are for self interest not ours….

Trying to brand Fahie negatively will not work. He is upsetting the status quo that is truly corrupt & that's why some of you guys want to try to destroy him but the majority of us will keep praying for him & his family & fire will burn people like you.
