WEST END, Tortola, VI – Governor John S. Duncan has weighed in on the issue of the replacement of the Commissioner of Police, saying that while it is a disappointment that English appointee to the position Robin Smith has ditched the position, there is still hope for a successor to David Morris.

The Governor was speaking on Friday October 30, 2015 at the ceremony to mark the reopening of the West End Police Station, which had been closed due to unsafe conditions in May 2014.

“All of you would have heard the disappointing news that Assistant Chief Constable [Robin] Smith of Sussex Constabulary has withdrawn from his appointment. But I am pleased to say that we have had over 20 expressions of interest (EoI) from across the world and I am confident that a good successor will be found shortly,” he said.

Smith’s withdrawal came as a surprise

It was announced about two weeks ago that United Kingdom national Robin Smith reportedly withdrew from the post of Commissioner of Police in the RVIPF. According to a press release on October 14, 2015 from Policy Officer in the Governor’s Office, Ms Sue Cotton, Mr Smith will no longer head the RVIPF.

The announcement came as a surprise as Mr Smith had seemed set on joining the RVIPF, even stating that it would have been the highlight of his career as a law enforcement officer.

This news site was first to report on August 12, 2015 that the man to replace Mr David Morris was likely to be Mr Smith who has served as the Assistant Chief Constable of Sussex Police Department in the United Kingdom.

Mr Smith's appointment was subsequently announced to the media on September 4, 2015 via a press release from the Governor's Office. He was expected to take up office in November. However, with the restarted recruitment process, the new Commissioner of Police will take up the post in January 2016.

Application process still open

A visit to the Government of the Virgin Islands website showed that the application deadline for the position is November 6, 2015. The advertisement said that following a ‘paper-sift’, successful applicants to be called for interview will be notified by Friday November 20, 2015 with interviews taking place in person or by videoconference during the week commencing Monday November 30, 2015. It said that the successful applicant will take up the post on or after Monday January 4, 2016.

It also said the appointment will be offered on an initial three-year contract extendable by His Excellency the Governor by mutual agreement. The annual salary will be in the range of US$68,764 - 100,744 subject to skills and experience, plus fixed allowances. An inducement allowance may be payable to suitably qualified candidate, stated the advertisement.

It is unclear yet whether any local persons have applied for the position.

    This waste of time governor here talking again as if he is a no nonsense man when everyone knows by now that he just like to give public impression that he is tough when we know better. He has given the NDP especially the Ports project with ALL the past & ongoing corruption a clean slate. He ignores all NDP corruption. So in many persons view he is a failure and will continue to be one.

    You must 1st understand that the UK contributes $0.00 to BVI. So Governor not concerned about NDP stealing because it's BVI money. UK going sit back let everything self destruct then when the bottom has fallen out because of NDP corruption. Then they going take charge.

      STOP THAT . Antigua REJECTED THE MAN BECAUSE HE WAS NOT PERFORMING . WE NEED A CHANGE IF WE EXPECT CHANGE , SOMEONE FROM OUTSIDE IS NEEDED TO CLEAN UP THE CORRUPTED FORCE THOSE THAT ARE THERE CANT BE TRUSTED ,OR THEY WOULD HAVE BEEN GIVEN THE POSITION. INTERITY MEANS ALOT ,POWER IS ONE THING BUT ITS HOW YOU USE IT, AND MOST OF THEM THERE JUST FOR A PAY AND POWER FROM THE UNIFORM ,

    Lord guide us in the right direction of choosing a COP for our lovely BVI. Whether it may be a local or a foreigner and may that individual carry out his or her duty to the best of their ability with your divine guidance and divine proctection in Jesus precious name. Amen. As much as I have prayed I do believe it is time for a local ore regional COP and may that person work with integrity and goodwill.

    The problem in the force sterms from curruption in division. Corruption is not as widespread as people think but force needs to be united. Oh! I forgot a third element. A large number of the junior officers have no respect for seniority. In other words, the force is its greatest enemy, not the criminals.
