ROAD TOWN, Tortola, VI - Premier and Minister of Finance, Hon Andrew A. Fahie (R1) has indicated that for now, money transfer services will not be allowed to operate as part of phase one of the Virgin Islands (VI) economic reboot following a territory-wide lockdown due to the COVID-19 pandemic.

"The economy has been shut down for almost a month now. In this first phase of the reopening of our economy, only businesses that will directly contribute to national flow of income to the internal economy has been allowed to reopen first," Hon Fahie told Virgin Islands News Online (VINO) in an invited comment.

Internal economy rebooting first 

Yesterday, April 28, 2020, the 'Imposition of a Curfew (No. 14) Order, 2020' was gazetted to take effect from today, April 29, 2020, as part of the current 1:00pm-6:00am daily curfew for the purpose of suppressing and preventing the spread of COVID-19 in the Territory.

However, while the order did specify that Insurance and Financial Services that cannot be carried out remotely would be allowed to operate at specific times, notably missing was money transfer services.

Now, according to the Premier, money transfer services will have to remain closed until the internal economy reboots. "The progress of the rebooting of our economy, internally first, will allow for complete and constant monitoring while trying to balance keeping our people safe," he said. 

Some residents have already taken to social media to voice their disapproval of the move to not reopen the sector, a move that came without warning or explanation.

When questioned, Premier Fahie also could not say when the sector will be allowed to operate; however, he said the progress of the local economy will be measured and monitored.

"As the progress is measured it will make way for more and more businesses to reopen while adhering to ALL social distancing measures," he said. 

The current 'Imposition of a Curfew (No. 14) Order, 2020' will remain in place until Sunday, May 10, 2020.

Government recently introduced a 7% levy on money transfer services which, according to the Premier, will see seven cents taken from every dollar leaving the Territory.

              Apples and oranges if you ask me.

              USVI can call a state of emergency and get federal financial aid the next day. Who the BVI can call on in case of disasters? USVI is a US territory and will always be attractive to immigrants not just for the dollar but the opportunity of starting your own business or going to school etc. In the BVI you have to wait 20 years and even then you lucky if you get through. Some may just use the USVI as a gateway as they would rather not stay in an overpopulated USVI where opportunities are fewer and crime is high.

              The USVI being a US territory would have stringent protections for workers rights while in the BVI we have the labor department that cannot even implement a labor tribunal to hear disputes. Enough said.

              The USA was built on the back of immigrants some came on their own free volition while others came by force. There are few modern day successful countries that did not have to rely on immigrants for development. We in the BVI are right now on the brink of collapse due to the COVID-19 pandemic so we need to be humble as we may well be soon looking work in another man's country.

            I think a lot of "locals" lying about their situation. Many times when I want to order stuff from the US I simply send the money to any friends in the USA through Paypal quick and easy with just an email address. Sending through Paypal way easier and cheaper than standing in a line to send money. So the so called locals probably lying or old as hell.

        I am also a local with a daughter away in Boston going to college. Every College student have a debit card. Just transfer money from your account to your daughter account. I do that every week and by the way, since college in the US had to close early because of the virus, they give back half of the money to the students.

    Phase 1 rolled out one set of businesses and before Phase 1 could really get a chance to work(like a week) next day was Phase 2 because other business owners pressured him.

    Financial services that cannot be operated remotely sounds like Western Union and money Gram to me.

    Well the longer they stay to open the more likely that people will find other ways to send their income. Also with the imposition of the 7% does that now not make money services part of the internal economy? I thought that was for funding, farming, fishing, education, and land banks? SMH.

    I always defends this place that I call home..
    But by just reading the comments.. shows the mentality of how some of you think.. you all did not learn from Irma.. and another hurricane season right round the corner... Just remember God don't sleep.. he always hear the cry of the poor..

          She can use a computer. Her deceased husband, my father left her financially self reliant.She has many alternatiives.She has children who are all" comfortable"

It is not just about "black and white". The only known truth about COVID 19 is that it does not discriminate. Suppose the "Islandmen/women" were the only ones catching the disease?     Though I understand the goal and intent to start rebooting the internal economy first, the restricting of money transfer services is puzzling. Both local and expat residents wire money out of the territory, ie, families with children attending colleges and universities overseas need to wire them money to meet their living needs. For example, if a child overseas has an emergency and needs money urgently, how is the parent supposed to get money to him/her ? Wire services is a convenient mode of getting money to overseas recipients. Further, there are approx a 120 plus nationalities residing and working in the BVI. Scores of families in their home countries depend on remittances for housing, food, clothing......etc.

    Recruiting and permitting people to work in VI and their keeping in touch with and taking care of family is a national cost of doing business. I don’t have a dog in this fight but we must show some compassion. No one should endure undue hardships and suffer unnecessarily due to unnecessary territorial bureaucracy. What are the overriding health and safety concerns? To me, it seems like the wire services can easily maintain physical distancing and other protective measures in delivering services.

    The government need to control a standard price per day in construction $130 150 175 per day they want How can a local young man build a house again. Thats what they have over us. When they take 200k to build a house back home we take 400k an stuck in the bank. I kno when $80 per day bill many houses here for locals. Thats why our youth have to do drugs.     U know I read all of these comments and most of them are so negative against our Caribbean sisters and brothers.. I am not by any means excusing some of their bad behaviors or the crimes they commit or the way some of them call us “down”, but at the end of the day our own people commit crimes, have bad behaviors, and we show our own type of racism towards each other..where is God in all of this hatred towards our Caribbean sisters and brothers.. when Irma cane wasn’t it these same people that had to come and help restore our electricity and help to rebuild our homes etc. there is good and bad apples in every country even our own BVI.. let us stop with all the hatred etc for none of us know tomorrow and who is to say we may not need them again..     I'm hurt and disaapointed in the comments of my fellow BVIslanders the same island people help you guys get your current on after Irma and all of the so called island people the live in these apartment and most the land lords will feel because BVIslanders dont like to pay rent they like to have them own house so most of the apartment have a set of island people living in them and another thing is when people get paid they pay goverment back for example NHI SSB Income Tax( Light bill Water bill electricity ) phone bill Foods and Rent are places that are locally based so country is get back money when they stated the income has been down since pandemic Started but what has me puzzled is when they chose to shut down county they should thought of all that before they made this desion all over the world has pandemic and people have to help their family out who need help at this time and you cant fly out so all you can do is send money to help family members in need and people kids away and need money I'm sorry but this is a harsh desion

    And I can’t fathom my family back home starving or suffering for food rent whatever it may be necessity wise.

    As for the food wasn’t it for ppl who don’t have or was unable to get groceries ?
    We tried placing orders online and couldn’t my husband applied for food for we never received it till date.

    These ppl put into soo much on this little island yet whet it is to talk bout food.

    I think The gov should make u all happy and send everyone back to their homes anyhow the world is collapsing soon enough the usd is going to collapse n they’ll be gone like Lightning.

    And like myself who never watch money or here for it.

    It seems that no lessons were learnt from the tragic passing of Irma/Maria..but lest we forget June 1 will quickly be upon us. We do not know what lies ahead of us economically, but compassion and empathy for our fellow man is never frowned upon by the most high..The BVI is playing a dangerous game and I can only see one winner...be mindful, do unto others as you will have them do unto you!       On another note - I agree with the Premier's move. If the money goes out, it is not circulating in the territory. (Instead we will be holding up another country's economy while ours plummet.)

      Additionally, it will not bode well for those who are in our territory solely for economical reasons. If the money is not circulating here, then companies would fold ... and no work for you! I will not spell out the ripple effects because I credit the reader with understanding.

    Notwithstanding the desire to build the internal economy first, this is utter nonesense and blatantly discriminatory. It appears that these money services businesses fail to contribute to the BVI economy. No SS, Nhi, taxes, jobs, payments made for rent, utilities, supplies etc...
    Who own these businesses? Non BVIslanders?

    Come on . Really don't see the need to be vindictive when some businesses were opened but others not. Additionally a lot of funds are transmitted to the BVI through these establishment to pay for rent, utilities, government fees etc.

    As per the 7% its definitely a spear in the expats behind. However a lot of BVIslanders will feel the pinch when they have to remit funds to their parents, children or other family members outside the territory.

    I am most certain that by now a few hundred thousands would already have been collected for the government had these establishments been opened.
