EAST END, Tortola, VI- Police were called this morning, February 9, 2026, after a mentally ill man, who was in an altercation with a security guard at Fine Foods in the eastern end of Tortola recently, refused to exit the ATM facility at One Mart in East End.

The man, known to our News Centre as ‘Champy’, appeared to have spent the night in the ATM facility but refused to exit when asked to do so by staff of One Mart and the security guard on location.

According to reports, Champy’s presence in the ATM room was preventing customers from using the ATM and ultimately the store.

Videos shared with our News Centre showed ‘Champy’ verbally abusing the people asking him to leave the area.

Police called in

Police were subsequently called to the area, but it took some time before ‘Champy’ decided to leave. The mentally ill man first wanted to know the full name of an officer there and “which country he from”.

At one point, ‘Champy’ showed the police officers “the middle finger” and hurled expletives towards them, including a female police officer.

“That’s a Tortola &^%#@ shirt? No, that’s not a Tortola shirt, none of them is a Tortola shirt,” ‘Champy’ said in referring to the police officers.

Some members of the community have labelled ‘Champy’ a nuisance and have called on the government to get him off the streets.

“You mean to tell me that since the last incident at Fine Foods, mental health authorities have not reached out to Champy. He remains in an unsanitary, deteriorating condition,” one person who was on the scene told our News Centre.

      Champy was one of the main reasons I stopped going to Fine Foods. Now I see him at OneMart. He was walking in the middle of the road 2 fays ago. When I honkef my horn for him to move over so I could pass, he cursed me out. One man had to guide him by his arm to get him to move over so i could pass. Now he is at the other store. He needs help!

      You shouldn’t even come in this forum to speak . You spraying air freshener in someone’s face mentally ill or not was your own choice and you should have known better and not put your job on the line.         Yes that security was beyond wrong. Why did you spray the air refresher in the man's face? It was obvious you were not doing your job. You were not at the door where you were supposed to be. You were trained to handle issues like those. It pissed me off seeing you spraying the man's face. You are a guest in Champy's country , for heaven's sake. Whoever taped you only set you up.       The BVI needs a mental institution, its the only country in the Caribbean that does not have a special facility to accomodate mentally ill persons, its a shame. I dont mean the hospital.
      Build an institution , hire trained doctors and nurses to help these mentally ill patients.
      Homeless shelters is not the answer to these mentally ill persons on the street.

        Definitely so. More and more young people roaming around obviously suffering from mental disorders. Maybe as result of substance abuse but needs to be addressed. Travel less and use some funds to help them.

    Mental health officials are being paid a daily salary to get these bums off the streets, treated and care for. They're not doing their jobs. Look so many bums around the Road Town are by Bobby's, Road Town Pussers and Rite Way Pasea they all being a nuisance to we the ppl. If Mental health authorities not going do their jobs then should be FIRED.

    Champy is NOT homeless. The government already built him a house in long look. It has since been ran right down to the ground by him. Nastiness, garbage, broken windows etc. They were to never waste our money building that. There are people who are in need who would appreciate and care for a home built for them. Champy was never in a mental state to care for a newly built accommodation.

      The government has got to quit fooling around with tax dollars and actually use them for social issues like this. Prioritizing a mental health facility for the mentally challenged is way more important than partying.

      No land in the VI is British 'Crown' Island. Crown land is Virgin Islands Government owned not the UK ownership.

    They should have tase his behind and I bet he would now fear police. Champy moves at his own pace because he fears no one including said police so therefore adhere to no rules and respects no one. Homelessness in bvi is by choice combined with mental issues - but how do you help those who don’t want help.

    The Riteway security guard acted incorrectly due to a lack of proper training to deal with situations of this kind. He should not be fired; he should be trained. It is not easy to protect a premises that does not belong to you without the appropriate preparation. Very few people in the BVI are equipped to handle individuals in such conditions properly.
