So why we the concerned citizens cannot know who is this cruel male and female to child, but they publish everyone else name who were charged?

Because the victim is a child. The two adults may be their parents or guardians therefore if their names are published, the child's identity may be revealed. This is to protect the child, not the adults.

now if the law already discovered that the child was ill treated , the child can be protected putting the child in the care of family or foster care ,/ hiding the loving parents name is protecting them from people who has to deal with them according to the kind of work they do ( I personally won't have any respect for them it they are guilty ) no offence
