ROAD TOWN, Tortola, VI – One of the local artists who performed for Festival 2015 and is awaiting payment has alleged that he received a cheque from the National Democratic Party (NDP) Government and when he attempted to encash it at the bank it was dishonoured.

Speaking out in a video captioned 'Fed up is a huge understatement right now...' posted on his Facebook page today March 24, 2016, Dirk Walters alleged that he spent almost one hour in the bank waiting to encash the cheque only to be told that he could not get the money.

“I woke up happy this morning...happy. And now I just stood up in the bank for nearly an hour on my injured leg, just to not get through with these people that owe people for so long now,” said the clearly frustrated man.

He said that he has been making calls to inquire about his payment but to no avail. “If y'all don't get back to me today with my money, trust me, I going to expose y'all. I'm going to take a picture of the cheque...and post on Facebook because y'all must stop being disrespectful to local musicians. This ends now!” he said in the video.

When Virgin Islands News Online called Walters, he said he preferred not to comment as he was awaiting word from the authorities on his payment. He said only that there was a 'discrepancy' with the cheque.

Attempts to reach Minister Walwyn regarding the allegations by Dirk Walters proved futile up to post time.

A slew of local musical performers that this news site spoke with all said that even though they had been paid in some instances for East End and Carrot Bay Festivals, they were owed for Road Town and were receiving no assurances about when they will finally be paid.

    See government don't respect local bands because well you not HOT you just local. No diss but follow me....I am and will always be a JamBand fan infact barely any other band exist in my world but JamBand. How much bands out here you can play their 15 year old PARTY MIX track and turn up the whole jam...not much....well beside Tomba and Exctasy with that "FAT MAN JAM" Rythm...actually park up Jam Band a year but that is another story. The point is FRIDAY made his LYRICS such fire that he became a movement on his own GUARANTEED TO BRING IN THE MONEY. IN DEMAND ask yourselves local bands are you any ot these things. If you were your contracts would be like Friday & most other HOT bands Half or All up front regardless of attendance. Friday use to get his money UP FRONT alot of the times because well heck PROFIT WAS A SURE THING LIKE DEATH & TAXES. I ask myself this are any of you bands like this. Until that is achieved knock about will be the norm, non payment for years will be the norm. Taking a quote from Jay Z FRIDAY cook up the Calypso Band scene already....so tell me WHY YOU ALL CAN'T GET HOT ALREADY.

      @ SB; I feel the same way about JamBand, but guess what? A contract is a contract. It is irrelevant that the local bands can't match up but they performed anyway. So based on the fact that they were hired and kept their end of the contract, they had every right to be paid. A pity they didn't sue for breach of contract. I totally disagree with you that until the local bands pull in profits like JamBand did, they will get knock about. That's a lot of crap! In my opinion, even if they get paid when the budget is passed, they should refuse to participate if they are asked again in the future. Then, let the darn chips fall where they may.

      Well, what the hell you really TRYING to say ?! I won't even get into who hot and who not; because it does not matter! "If you play, demand your pay" - It's as simple as that. If you don't get your direct deposit come next week, I bet you'll make the most noise! And I bet you ain't do sh*t besides show up to work to earn it.

      Tell me something SB. Have you ever been in a band? Can you even play an instrument well? Do you know what it takes to be on a stage show? If your answer is yes to these questions I could back off a bit. Otherwise I am sick of people who are not qualified to judge local bands or any thing musical making ridiculous comments.
      You are correct in saying that jam band was popular so they would expect a certain amount of clout. Let's say for example that jam band could come up here and hold down $10000.....well a local band might take 2 or three thousand dollars. My point is a local band may not be as popular of pull as many people as your beloved jam band but prices have in fixed as a result of these differences. So.. In your head does this mean they should not be payed or have to wait ridiculous lengths of time to be compensated? I find your comment to be very insulting. What I hear is that any band lesser than jam band ( and this just your opinion), should not get paid or should have to wait for payment for upwards of half a year while yo beloved stt bands have already taken BVI money back home and spent it.
      Another thing.................. I doubt that you are the best at whatever you do. What do you do really? While we're at it............ I'm a local musician. I can admit that I am one of the best in the areas of music that I deal with ......... I can't be the best in all areas. But would you suggest that the many people that ask me to play for them every week not pay me cause I ain't jam band. THEY ASKED ME TO PLAY.
      Same thing for Dirky dem, SOMEBODY TOLD THEM TO SHOW UP AND PLAY!
      So back to whatever you do. I hope that you are the ultimate best at what you do because..................... According to your own comments you deserve not pay or a very delayed pay if your not the best in someone else's eyes or if you're not jam band quality.

    I have a musician contract and I am willing to share with the public. Do not perform without a contract 2016. 1/2 down-payment before the performance and the remaining 1/2 immediately after the function in US cash. Perks could include drinks, food, limo, girls/boys and give aways. Entertainment is a business not a fully fully thing. Join the force, no contract no play.

    Agreed with Arcenio. Don't fuss about it too much. The funds will come, but from here on out, musicians need to take themselves seriously and ensure that they have a contract in place before they perform. Half on agreement, half before we strike a note. Make sure you include if obligations are not met before our stage performance, it is at our desgression to perform or not, and if we do perform, interest per month in whatever percentage will be added to the total figure.

    Treat yourself with respect and whomever will have to oblige.

And also what does this have to do with what and how the bands play? at the end of the day if SOMEONE works then pay them. How would you like to go to work everyday and your employer doesn't pay you for almost a full year?

        @ riddim up. You ever run rhythm before....or u does just watch. The computer with the rhythm program is the same effect of what we call a rhythm box. It's the same thing. Nobody out of any loop. In fact, the rhythm box as we know it was computerized before moving to actual computers and lab tops.

    Government hires an entity to source entertainment. But government is paying the bill. That alone is confusion. So who's really going to sign the contract? None of the above. Bands and groups of bands have been trying to get contracts signed even before the payment tardiness got this bad. The time taken to get paid is sufficient to set precedence going forward. Though I believe that precedence will be one in which bands simply do not offer their services come August- as opposed to beating the dead horse of requesting a contract.

    it is freaking wrong and crazy that outside bands receive full payment and locals don't but listen it's the same thing every year. You guys know the process and if that's the case stop trying to be all up in the line up....

    It's evident that you guys know but you still opt to play every year them fuss every year. Next!!!!

    Have any of these bands heard the saying fool me once shame on you fool me twice shame on me? Listen I no longer feel for the bands because they want to be in that situation, they mussa love the attention. At what f***** point will they say you know what we want the money up front on we don't play. Ain't none of them boys hand to mouth, if government don't give you your money upfront tell them scatter them @$$. As a matter of fact if I was the bands one year I would not play in village and every night village have something I would throw my own shin-dig to compete with them and show them what time it is.....

    Vybz is the only band in Tortola...The rest are groups. Don't get it twisted. A band is a group of loyal players that stick together as one to produce and performed music. A group is a pick up of available musicians who come together to pull a gig off. ...Only in the BVI I see one musician performing with two, three and four bands...no loyalty. Just greed. No musical progress.

      That's not true, but it's your perspective. Several bands have members that don't even talk to each other they just show up and jam. And they are platinum selling historic bands.

    there's a big famous bank with branches in the BVI who won't honor a perfectly good cashiers check from a big
    famous US bank. Hanging on to it, while the US bank it is drawn off of, confirmed it was good weeks before.
    Telling the local depositor/customer they had to get the check cleared first. And that's with a GOOD check!
    Guess which bank?
