ROAD TOWN, Tortola, VI - In a move that many in the Territory have described as sad, sexist, and a step backwards in our development, UK-appointed Governor Daniel Pruce has demoted the current Acting Commissioner of Police, Jacqueline E. Vanterpool. He has given no official reasons.

Ms Vanterpool, a local and very qualified for the post, has acted for over a year and has received great reviews from the public, civil society, the media, fellow police officers and even, at one point, the same Governor.

The Police Service Commission (PoSC) has already rejected the demotion and has, in fact, recommended Ms Vanterpool to be the Commissioner of Police (CoP).

With no regard for law and order or the process, Mr Pruce has not accepted the recommendation and has used section 97 (2) of the Constitution that gives him discretion. The recent Commission of Inquiry (CoI) sought to strip discretion from the local democratically elected Government, but left it with the unelected Governor. This is another area that has undermined the legitimacy of the CoI report.

Another controversial appointment

Now, Mr Pruce has announced the assigning of a controversial retired police officer in the name of Richard Ullger, to be the Acting Commissioner. While those who have reached 65 in the Virgin Islands are forced to retire, a retired UK National is being made Interim CoP.  Mr Ullger is to start his new assignment on November 18, 2025.

Mr Ullger has a controversial past after being under investigation, according to media reports in Gibraltar, by the National Crime Agency for allegedly sharing sensitive information with the wife of a defendant.

The former Police Commissioner Mark Collis, another UK National, got away with some 55 charges brought against him by his own police officers. He was believed to be a part of a witch-hunt going after local residents to be arrested and charged, with little or no evidence coming out of the CoI hypocrisy.  

Many critics have claimed that Mr Pruce should be investigated or recalled for his interference in the PoSC process and his lack of commitment to good governance, transparency and the rule of law.

    Allowing a criminal to head such an important post is a weakness of our premier, government and people who won't stand up an be heard. This is atrocious British Virgin Islanders. If we don't stand for something, we will fall for anything and everything. The governor should be ashamed of himself! I have no hope in the system.

    prison head lose to potential killas and he ain step down. Why Jackie gah step down? At least give the people a reason for this move. Or it will feel like you being racists and sexists dude. It making it seem like you don't care and will fling your power around whenever you feel fit or emotional. That don't look good at all. I don't like we local politicians but when you behave like this you opening yourself up for mud slinging and siding with we corrupt leaders.

    In reference to the topic issue, disgruntled CoP, Jakie Vanterpool has done her best, I believe, but her best was not good enough to stem the tide of rising violent crimes happening in the B.V.I over the recent years ongoing.
    We the people of the B.V.I need to accept the facts of life, not to be bent by our emotional wish and egotistic pride.
    It is simple to understand to all that forceful method, and highly skillful modern technologies are needed to help combat the voilent criminal activities ongoing in the BVI. Political and local sympathy fall well short of this goal.

    Don't judge the newly appointed CoP without evidence because some people choice did not get what was their heart''s desire. Accept our political defense leader,Governor, Daniel Pruce choice, support the RVIPF, but only when they are right, and let's fight together as one against all crimes, especially deadly crimes of murder of our citizens, and others that are living among us.

    we talk to much there are certain things we can change but those things we can not change simply live with it

    after all the chatter via podcast, facebook, pocketbook and desktop talk shows the Milkman is in our house

    there is not one thing our people can do about it and when his 2 year up another European will sit in that office

    Start asking the UK for more help and see how quick she turn you loose(ask them to help with the lack of public water, more responsibility to patrol the territory sea water and fix the public highways

    Daniel Pruce is a Persona Non Grata and should exit our country. Any person who cannot accept the processes of Governing should not be allowed in our country. Put him on the same plane that brings Ullger.
