“Little is much when God is in it”- Dr. Scatliffe
“When I took office in 2007 I immediately embarked on creating and developing an extensive database on the many issues facing the district such as sewerage, water, traffic congestion, and flooding just to name a few, the man with a vision on a mission was busy doing a lot, and let me remind you that little is much when God is in it,” said Dr. Scatliffe during a Virgin Islands Party meeting in Lower Estate last evening Sunday October 31, 2011.
The district representative who said he attended all caucus meetings except when he was overseas, stated that he did not “abandon nor neglect” his parliamentary responsibilities and duties, neither did he only show up to collect a salary or mark his name in time for a parole. “I was out on the job and could be accounted for.”
He told residents gathered for his meeting that whether anyone choses to believe or not the global reality is the Virgin Islands has been impacted and affected by the global economic crisis and its challenges, particularly in the areas of financially services and tourism.
He noted that it resulted some planned project and activities re-prioritised as Government has to decide whether to lay off civil servants or re-priortise capital projects.
Warning to young people
Noting that there has been a lot of talk during the election campaign about youth, the district representative sent out a warning to the young people. “Please do not allow yourself to be abused, fooled and disenfranchised by those who prey on your innocence in an attempt to confuse and rob you of an identity, during your vulnerable, impressionable and critical phase of your development.”
He charged that the family should be looked at as a unit instead of separating youth from the family as the quality of life of the family is a measurable social indicator of the development of the nation, in contrast to concrete and steel.
Accomplishments in Lower Estate
Dr. Scatliffe noted that he had pledged to proceed with research to commence on the establishment of an investment club for the 4th district but due to uncertainties along with hostile and unfavorable financial markets, that activity had to be re-prioritize. He said he had also pledged to deal with the flooding, sewerage and garbage problem which I saw as a public health and environmental hazard and nuisance to residents and visitors of the Road Town area.
The district representative announced that a local contractor in the district has been hired to specifically collect the garbage in the Road town area. He said he is awaiting approval of loan from CDB to raise the bridge at the Fire Station so as to avoid the flooding in the Road Town area particularly in Wickhams Cay area, while the contract has been signed and work has begun to address the sewerage problem in the city.
He again reminded persons of the reason for the delay of the sewerage fixing in Road Town. “I will say it again, this sewerage problem in the Virgin Islands could have been remedied two years ago, if it weren’t for the lobbyists, conspiracies and sabotage and all the other ills of those who want to sabotage the programme. Ladies and gentlemen we could have been here two years ago and not now signing this contract. However, in my short four years, I have signed the contract and we are well on our way. That’s a fact.”
For the after school programme, Dr. Scatliffe said while he does not have a resource centre to support his programme, he will team up with the 5th district representative to have the youths of the 4th use that resource centre.
Regarding land distribution and first time homeowners, the district representative said Government has already started land distribution across the Territory while “housing models are available for inspection and contractors have been identified and talk has begun”.
In addition, he said legislation has been passed, to form what will be referred to as a Development Fund Boar to offer soft loans to first time home and landowners to build their first homes.
He spoke of the work he has done on the Lower Estate Basketball Court and plans for the second phase of the project. Dr. Scatliffe also pointed to the work he has done at the Bandstand’s playground, the basketball court that has been refurbished and the beautification around the area.
Furthermore, he said the phased development of the softball field has been embarked on and he is pleased to announce that drawings are completed and monies have been allocated for the project which will commence after election.
The representative spoke of the phased development of the Queen Elizabeth Park which has commenced where among the plans will be the establishment of a Heroes Monument on which the names of all heroes, past and present will be edged into a stone and as a historical monument.
Regarding the seniors programme for medication, he said it currently has 25 registered seniors who are offered affordable medication.The commencement of work on Manse Road which is currently underway was among his ongoing projects while he noted that the application has been considered by the Ministry of Communications and Works to make Main Street, from the burial ground to Creque’s store, a two-way traffic at peak hours.
Among his plans for 2011/2012 are also the replacement of the Band Stand roof and construction of restroom facility, restoration of the waterfall at the Sunday Morning Well and construction of a Pedestrian Mall on Wickhams Cay.
