Yeah Mr Hunte they always talking Propaganda about Cyril being the mastermind of offshore in the territory when it was Willard who started it with Double Taxation and Lavity commission you as AG about a 8mths before the 1983 elections to draft the IBC act .

Cyril took it forward after a couple of mths after the election and made it law when Ralph Oneal who was on the Opposition with Lavity, got up in the house before anybody and second the motion because the Stoutt government was the actual Mastermind of creating the Act after been advised by a gentleman from America.

Your hard work along with Mike Regiels and the Manager of Citco who had an input created it. A lot of them who claimed its success had actually thought it was a waste of time and would fail.
