Legislators have ‘shied away’ from idea of sex offender registry- Hon Mather

BAUGHERS BAY, Tortola, VI– Deputy Speaker and Legislator in the Virgin Islands House of Assembly (HoA) Hon Stacy M. Mather (AL) has accused legislators over the years of avoiding the idea of a sex offender registry in the Virgin Islands (VI), which he says needs to happen for the safety of children and the youth.

Hon Mather was at the time speaking on an episode of the Umoja show with host Cromwell Smith and Shaina M. Smith-Archer on ZBVI 780 AM on April 22, 2024.

Looking out for youths 

Hon Mather, who is also a youth advocate and an educator, said over the years as far back as 2012, there were a lot of conversations about child protection protocols, “How do we look out for all young people, especially not just the girls and the boys, but also young ladies and young boys developing and aging into teenage years,” he said.

“I have heard stories, I've seen the impacts that have happened to children where you know they met with an unfortunate incident and it goes throughout their life,” he said.  

The legislator said he ultimately feels that the VI is not doing enough to protect its children from sexual abuse. “There's been a lot of dialogue as to, you know, we're too small to have a sex offenders registry. It's not possible. A lot of my fellow legislators, I would say over the years when I've approached them, they've shied away from it.”

He said for example, people may send their child to a school or youth programme, school or even a church all while unaware of who the "predators may or may not be, at any place surrounding your child."

Sex Offender Registry needed - Hon Mather 

“I think we're big enough of a society to have something documented, whether or not it's public or not, that is something that would need to be debated. But when you look at Anguilla, Anguilla has one, a sex offenders registry. It's not public and some members of that society have been screaming and saying it needs to be public,” he said. 

Hon Mather added that if someone is repatriated into the territory and they have a record, persons should know as there are members of the community who were repatriated for sex offences and that record should be available even if they leave the country.

“So where the sex offenders registry is concerned, I think it's something that has to happen in the Virgin Islands. It may make a lot of people uncomfortable, their family members in our society or citizens and all society that have family members who are sex offenders, and they may not want this to be done or that to be done.

“But as a youth worker, when I started to realise that I didn't have a ground to stand on by telling a sex offender that you know you shouldn't be by YEP or you shouldn't be by a school after school doing this or doing that… I'm passing that trust that a child has developed in me to someone whom I may not be aware, who may be a predator, and I think it's time in the Virgin Islands that we start to take that very seriously for our young people,” he added.

    I strongly agree with Mather.
    The British Virgin Island population is increasing rapidly so a register is needed, because i too have heard about some hush hush cases of predators here in the BVI.

      I also strongly agree with him - but hush hush cases are unlikely to be included - you'd have to be convicted of something (I assume) to get on the registry.

    Tell us the number of programs that are out there for the you to be rightfully engage with to help reduce some of the lost time. Give us the ones that are funded by Government and when last was there any contributions given have you ever visited the Cadets to see what Government is doing to help this School program ????. Sex offenders yes stop hiding them behind the papers but put the faces out on all media for the whole world to see clap down on the ones that are impregnating the school girls and let them face the courts publish them and we see the fenders reduce even the parents who hush hush the situation punish them to don't let hush money get them away so get the ball working Mr At large

    This place called the British Virgin Islands is only for the ones who are privileged they were always the ones who could have done wrong and gotten away with it I remembered when I was in high school I had a friend who I use to go to school with and we had English classes with and our English teacher got his girlfriend pregnant and our friend had to live with facing him every day and that kid use to try his. Eat to face that guy everyday in class and that teacher will put him out of class and there were also two female teachers who we knew were having affairs with male students that we all knew about it and I can hear the haters trying to make me look like I was jealous about the relationships but I was one of the male students

    I wonder why your colleagues on the OPPOSITION are not supporting you on this, Mather!! At least you should have garnered some support on that end. This is the only way any initiative you take on will see the light of day. Sit with them and talk about their hesitation to support and advocate something that protects our children and make it public!! It is call lobbying. I don't expect to hear you again on this matter until that's done. If not, I will simply conclude that you are full of hot air as everyone else in that HOA.

      Mather being young will be met with LOTS of opposition— until he starts to push his weight around like the Cuban and brag about ( his friends) he will have his hands fulll with OPPOSITION/LACK of SUPPORT
      I see him as a STRONG person with Life’s’ goals that he will accomplish as a politician—MORE POWER TO. BUDDAH

    I swear I heard the Minister of Health saying that they're working on the legislation for the sex offender registry, so why is this all Mather is talking about? I guess when its complete he will act like his touting is what got it through the AG's chambers??? Hmm politics....

    I totally agree with the registry as when a person is convicted for committing such a heinous crime, got several years in prison and can walk out of prison after serving few months cause his sister is an attorney (and friend of the political party) doesn't make it right. Persons need to be on blast for this type of crime such that young and old can see who they are and stay clear of them. The act is totally unacceptable Period!

    Part of the problem is that here to be accused equals being guilty. Just look at prior comments for proof of that. Another part is if it's not available to the public how helpful will it really be? Also once someone has paid their debt to society where is their 2nd chance at life, if everyone will forever label them a criminal. There are debates to be had about this even though on surface it sounds like a good idea. Keep pushing for things though Mather, this is why you were elected.

    Why have a list if it is to remain private? Makes no sense. How will an unpublished list of offenders help a child avoid contact? How will guardians know to protect their charges from a sex offender if the list is private? How will a man or woman know to avoid a relationship with an offender if the list is private?
