Kelvin Thomas the 1st person charged in ESHS Wall Project probe
In 2021, a specialist investigative team was appointed to conduct a full review of the investigation conducted by the Police in 2020 into the project.
According to the RVIPF, this was to ensure that all instructions and further actions requested were complied with and that there was a thorough, and fair investigation.
Charges
It is confirmed that as a result of these investigations, Kelvin Thomas, 55, of Chalwell Estate, Tortola has been charged.
According to the RVIPF today, June 27, 2022, Mr Thomas is charged with Obtaining property by deception; Making a false statement to a public officer; and Possession of the proceeds of criminal conduct.
Police said Mr Thomas was granted Police Bail and is to appear at the Magistrates’ Court on a later date.
Other persons interviewed & released- Police
“Other persons were interviewed by Police and were released pending further investigation,” the press release stated.
The RVIPF said it believes that all suspects, accused, victims and witnesses have a right to due process and a right to a fair trial.
“Therefore, the Force will neither issue any further comments on this matter at this time nor entertain queries on this ongoing investigation.”
The ESHS wall project was commissioned during the tenure of former Minister for Education, Myron V. Walwyn.

From since 2019 we have been walking after this and nobody is help us after 13 years with a company and not a penny
was given to us. I remembered he stood there in the conference room and say he doesn't have a job for everyone since Moorings took over so he will give us our pay and up to this day not a penny ,we looking at walls what about us are we not important too.
