Jillian M. Douglas-Phillip appointed Chief of Staff in Office of the Governor

ROAD TOWN, Tortola, VI- Former Acting Chief Education Officer Jillian M. Douglas-Phillip has been appointed Chief of Staff in the Office of the Governor, effective December 22, 2025.

According to a Government Information Service (GIS) press release, Mrs Douglas-Phillip brings extensive experience in the Public Service to this role, having most recently served as Director of Planning within the Ministry of Education, Youth Affairs and Sports since 2017.

Chief of Staff's responsibility

As Chief of Staff, Mrs Douglas-Phillip will lead the operations of the Office of the Governor, Government House and the Old Government House Museum while providing independent analysis and expert advise on legislative matters. In addition, she will coordinate the strategic planning for the office, oversee performance management and provide support to His Excellency the Governor in the execution of his constitutional responsibilities in accordance with section 60 of the Virgin Islands Constitution Order, 2007.

Mrs Douglas-Phillip has earned a Master of Public Administration from the University of Liverpool, a Master of Arts in Secondary Education from the University of Phoenix and a Bachelor of Arts in Mathematics from the University of the Virgin Islands. She also holds an Executive Diploma in Management (Level 7) from the Chartered Management Institute.

Prior to serving as Director of Planning, Mrs Douglas-Phillip held several key leadership roles within the Ministry of Education, Youth Affairs and Sports, including Deputy Chief Education Officer (Ag.) and Chief Education Officer (Ag.).

Collaborating with colleagues across Public Service

The new Chief of Staff expressed gratitude at the opportunity to continue her service in this capacity, and pledged her commitment to the continued advancement of the Virgin Islands.

    It seems like everyone with some sense and knows about the effective running of education is leaving. This education system is in serious trouble. Seems like all the good hardworking ones are either leaving or have left

    @ Educator. I couldn’t agree with you more but in their opinion they are moving full steam ahead. Some body apparently kicked the can down the road and education is on the decline.in these beautiful virgin islands. Boasting about the millions of dollars is not enough. We need for the children to be able to learn how to read, write, spell and do mental maths without having to rely on the computer. It’s time to fix the system.
