‘Is the UN really effective?’- Hon Ronnie W. Skelton asks

- says a new approach to self-determination is needed

ROAD TOWN, Tortola, VI- Opposition Member Hon Ronnie V. Skelton (AL) is advising Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7), to find a new approach to self-determination, as he questioned the effectiveness of the United Nations (UN).

“I know the Premier continue to [refer to] the UN Charter on self-determination. Madam Speaker, is the UN really effective?” Hon Skelton said during the Continuation of the Ninth Sitting of the Second Session of the Fifth House of Assembly, on Wednesday, September 25, 2025. 

Members of the House have been debating the 2022-2023 Constitution Review Commission’s (CRC) Report and Hon Skelton was the last member to speak. 

Self-determination discussions ongoing for a while 

The discussion surrounding self-determination for the Territory has been ongoing for years, from leaders of government, individuals in public life, to opinion pieces written in the media. 

In July 2025, a draft resolution calling for the full decolonisation of the Virgin Islands (VI) was adopted by the UN Special Committee on Decolonisation (C-24).

The VI is one of the 17 remaining Non-Self-Governing Territories falling under the remit of the UN Special Committee on Decolonisation. 

The UN’s C-24 visited the Territory in August 2024 and produced the document, ‘Report of the United Nations visiting mission to the British Virgin Islands, 26 to 27 August 2024’. 

Does anybody listen to the UN? 

The C-24 report revealed that since 2019, representatives of the VI “invited the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples to dispatch a visiting mission to the Territory”. 

Hon Skelton, during his contribution asked, “[Does] anybody listen to them anymore?… Because we continue to reference them, and I don’t think it has any effect on the British.”

He said the UN has existed for all these years, and the British are “still treating us like this”. 

The former Opposition Leader told the Premier, “I think you need a new approach, that’s my observation.”

    Hon Skelton's opinion is noted. However what other overall governing global alliance is there? The UN is part of the reason that the order was lifted. We attend the UN meetings and have a seat at the table. This seat is coveted by many so don't cut off our nose to spite our face. The UN was formed after the LON was abolished post WW2, for it's obvious ineffectiveness, after Ethiopia was invaded by fellow member Italy and no one objected. Leading to Haile Selassie confronting the world leaders for their hypocrisy and his prophecy that 'today it is us tomorrow it will be you.' Which happened. So yes the UN is effective for least giving us a platform for our position to be heard. Can they force countries to obey and follow what was agreed upon? Russia, China, USA, & Israel's actions would say no because they have nuclear weapons, and 1st world might equals right in their eyes. But it's better to have them acknowledge us and our rights than to not be acknowledged. Also there are other countries other than the UK that we can have association with. For example we could align with China/Russia and give them legitimate rights to their military being in our waters. So the UN is a tool. What sense does it make asking if a tool is effective? The answer is in how we use the tool.

    This is a very good, and necessary question, that you have asked, Hon. Ronnie Skelton. But a much better question you should have asked is when will we the local political leaders began to listen to the cry of the people of the British Virgin Islands needful concerns, and serve then honestly as were promised to them?

    Not to be forgotten, the $10, 000.00 you helped champion before tax collection was, and continuing being a needful help to all wage earners, especially minimum wage earners.
    The National Health Insurance, too, even though it is unjustly violate by many, if not most business, and persons that employed people, daily, in exchange for high, medium, and minimum ($7.25) wage salary.

    They are not treating you like anything.

    As soon as you take the results of the self determination referendum they can do what the people want.

    The only thing holding that up is the HOA because they know the choice or the people will not be the Independence = Corruption choice that you in the HOA want.

    That is why you keep trying to manipulate the people or manipulate things so they do not even get a vote because you decided they are too stupid.

    The UK are ready. You are not because you do not like what the people will choose.

    You are not ready because you cannot get your Independence = Corruption you all crave.

    The UN is not the people of the BVI. We the people should have the say, not you corrupt politicians and, UN, or other countries

    Virgin Islanders have an inherent right to pursue self-determination, as all people elsewhere. Consequently, Virgin Islanders/the people are the principal advocates for their own self-determination political status, not the UN or Administering Power. The UN supports and facilitates the self determination process, promoting the right to self-determination, creating a structure for pursuing it. . Further, the Administering Power is perhaps legally obligated to support, assist the people/territory, promote, facilitate,,exercise, etc., the right of self-determination, without imposing an outcome.


    Moreover, the people are the animating , driving force for self-determination. As such,,the people should ascertain the self-determination status through a referendum..At the polls,,the decision can be decided by either a simple or supermajority of votes cast. But prior to the referendum, voters should be briefed/educated on the pros and cons of the various self-determination options, eg, Integration, Independence, Free Association, Status Quo, etc.

    It is peculiar that Mr. Skelton would pose that question since we haven't truly tested the situation in the UK. We have not held a referendum, nor have we determined the option we wish to pursue. How can we assess whether the UK is effective or not? First, we need to take steps toward self-determination to gauge the UK's response—whether it is accommodating or one of interference.
