Is Sherri L. Ortiz the next local to be forced out?

ROAD TOWN, Tortola, VI -Information reaching Virgin Islands News Online from its team of reporters around the Virgin Islands and its well-placed sources within the ruling National Democratic Party (NDP) is that the Executive Director of the VI International Finance Center Sherri L. Ortiz is on her way out.

Sources close to the situation told this news site that Ms. Ortiz, who had a two-year contract with the Government of the Virgin Islands as Executive Director of the organization, was told that her contract which expired last fall, but was extended until December 31, 2011, will not be renewed.

Allegedly, no reasons were given to the officer for that decision, however, the extension given on her contract up until the end of last year was “to see the outcome of the general elections”, according to Virgin Islands News Online sources.

Ms. Ortiz, a former Deputy Financial Secretary who took over as Executive Director of the International Finance Center (IFC) from Lorna Smith OBE, the wife of Premier Dr. D. Orlando Smith, was allegedly told that while her contract will not be renewed for the post, she can reapply once the post is advertised. It is unclear whether the post has indeed been advertised.

Virgin Islands News Online sources have also told this news site that there appears to allegedly be two possible front runners for the post. They are Elise Donovan, who is the Financial Services Literacy Coordinator at the Financial Services Commission and Julien N. Johnson, the Operations Manager of the Financial Investigative Agency.

According to a source close to the issue, no decision has been made as yet on a replacement or no recommendation has gone before the powerful Public Service Commission. Ms. Ortiz is said to be still on the job, however, without a contract extension.

As of press time, the Premier and Minister of Finance Dr. Smith and the Director of the IFC Sherri Ortiz could not be reached for comments. When contacted yesterday Sunday February 15, 2012, Financial Secretary Neil Smith said he had no comments.

Purpose of the IFC

The Virgin Islands IFC plays a pivotal role in the promotion and marketing of the Virgin Islands (VI) as a leading financial centre. Established in 2002 as part of the government's commitment to support the financial services industry, the aim of the IFC is to provide a voice to the VI's financial industry.

According to the IFC’s website, the launch of the Centre marked the final stage in the government’s commitment to international principles to separate the marketing/promotional functions from the regulatory/supervisory areas of the Territory’s financial services industry.

The International Finance Centre continues to enhance and promote the reputation of the VI as a premier offshore jurisdiction.

Big shake up in public service since 2011 General Elections

Following the 2011 general elections that saw the NDP winning with a 9 to 4 margin, there continues to be many transfers, terminations and extended leaves of public servants. Many in the community are now asking the question, if there is a witch hunt for public officers who were allegedly supporters of the now opposition Virgin Islands Party Government of former Premier Ralph T. O’Neal, OBE.

Some civil servants are also blasting the United Kingdom appointed Governor William Boyd McCleary, who is the head of the civil service, for allegedly “sitting by while there is a perception of victimisation of some public officers”.

Thus far, the Labour Commissioner Oleanvine Maynard has been removed from office, as was first and accurately reported by this news site. Her removal came days after the sacking of Ray George from the Ministry of Communications and Works, the extended leave of Kharid Fraser the Accountant General, and the denial of a contract renewal for Otto O’Neal the Cabinet Secretary. Mr. O’Neal’s last day on the job was December 15, 2011.

Also it was Virgin Islands News Online who firstly and accurately reported of the pending transfer of Dr. Drexel Glasgow from his post at the Public Works Department. The officer is expected to demit that office by the end of this month. Now, it is the pending departure of Ms. Ortiz.

Moves in the best interest of officers, media reports misleading-Dr. Smith

In a statement in the House of Assembly on Monday December 19, 2011, Premier Smith used the age old tactic of blaming the media for what he described as “deliberately misleading and malicious stories published about the reassignment or vacation leave taken by a few public servants”.

However, the Leader of Government business told the public that, “Every Government starting its term of office has the right – and indeed expects when necessary – to ask the Governor to reallocate its human and financial resources in order to meet its strategic objectives and to fulfill its campaign promises to the public”.

The Premier in the same statement went on to claim that, “In the very few instances where this Administration has found it necessary to ask that Public Officers be reassigned, it has been after discussion with the officer and I am pleased to say that in all instances the officer has stood to benefit from the change”.

The Executive Director of the VI International Finance Centre’s post is a government job that attracts a salary of $78,043-$107,071 in grade 19.

        So, if you are right and NDP is saving the job for a crony, if that crony is a BVIslander, what's the problem? How will we be killing our own by not renewing a contract for one BVIslander and offering a job to another BVIslander? You are the one that think people stupid with your silly word play, that only works when you deal with small minded idiots! All of the NDP hires since taking office are BVIslanders! When VIP won elections in 2007 we went through this same thing, reshuffling the service and appointing who they wanted in certain positions. Why are we acting as if this is something new? Tell me how Sherri got the job in the first place, when was she hired? I'm waiting for your answer!

          Because you don't have a clue how government works or what needs to be done to have a effective, efficient and productive government. Going out to work daily and not producing is not what work is all about. When changes are needed they must be undertaken whether it's VIP or NDP. Dressing up and looking pretty everyday is not work. You can dress up, look pretty and produce. Every employee must ask this question: how does my productivity contribute to the paying of my salary? Some of you think that government is a black hole so the money springs from nowhere. We have to grow up and give a good account of ourselves. Don't worry about Sheri she will be fine because she has skills and is very employable. Just think about the many do-littles running around in government receiving a paycheck merely for showing up.

          the funny thing about it is when the VIP got in 2007 with 11 to 2 they never change around civil servants like this...they even worked with the biggest NDP of them all Clyde and Inez..but look how the NDP has made the country partersin...that is what happen when you have about three island man in your government they want the place to be like Antigua and St. Vincent

            Stop telling lies! The VIP tried their utmost to get rid of Inez, Clyde and Neil! The only reason they couldn't do it is because it was up to the Governor, not them!! You think everybody stupid or what? NDP didn't get rid of anybody! Ray George was on a private contract and they didn't renew it. Who else have they gotten rid of? No politician can get rid of anybody. The service falls under the Governor and PSC etc. there's a process by which civil servants are dealt with. The NDP since taking office hasn't laid off one civil servant, yet you spewing venomous lies as it they're on sale! Mr. Fraser's wife is on leave, she wasn't dismissed. Others were either switched, or in the process of being switched to other departments or resigned themselves. I don't know how people can lie about simple things with a straight face around here. When VIP got into office they shift around people how they pleased. Of course you won't remember that, why would you?? Let's look at Tourist Board ALONE! Compare when NDP was there to when VIP took office. Schuups!!

            @Real Talk, I will agree that both parties move around people but this is over board. I was moved under the VIP administration. However, NDP is moving around Public Officers so bluntly than VIP did. The only Public move was with Mrs. Smith at IFC and Ms. Brathwaite at TB. Every week there is something new with some Public Officer moving here or there. Don't get me wrong though, move them if they are not producing, but please ensure that they are not victimizing because its seems quite obivious from your numerous posting that you are the BIGGEST NDP ever. And if they are not then why hasn't Carolyn back in her PS post.

    How is it a force out if her contract has expired? I don't think contracts should be renewed for more than three terms anyway. It makes no sense, only cost the Government lots of money in gratuity.

      "Doing a great job"? Have you ever attended an industry event hosted by the IFC to determine its success/failure? Do you work in the industry to have an idea of what people think about her? Do you work in her office to understand how her staff view her leadership? These would be the questions I would ask before openly stating that she is doing a "great job". Whether or not hers was a political appointment as people claim, if she was doing a "great job" there would be no reason not to renew. Just saying...

    agree with the posters and yea well it may be true that the government wants to choose the persons they want in certain positions in certain cases but couple are really media hyped up. For instance I heard some of what drexel said about his transfer and at least based on what he is saying it does not sound like victimisation

        Does this story about Jeffrey replacing Dr.Glasgow at PWD have any legs? It keeps popping up in cyberspace. And as the saying goes, where there is smoke there is probably fire. In the past, I have questioned Dr. Glasgow performance at PW and challenged him to up his game. But replacing him with a .non-engineer is a non starter. The Director of Public Works is a technical position and should be staffed with a trained, experienced engineer. The public health and safety demands it. Universally, directors of public work are staffed. By engineers. The Skeleton.that should be leading public works is Ronnie(electrical engineer); he should have been MCW.

      There is nothing unfortunate about the expiration date. What is unfortunate is the foolish chatter surrounding reorganization of the workforce. We here act as if we are entitled to everything, as if someone owes us something. When we are very familiar with or like the person or persons in question we cry foul but when we are not in favor of them we want to hasten their departure. We don't even seem to know when someone is or isn't doing a good job. Instead we base our judgment on whether we like the person or not. We have a very untrained workforce and we bury our heads in the sand and pretend it isn't so but when things don't get done we don't understand why. The new government is on the right path and is trying to get the country back on track. If we want prosperity we must make sacrifices in the short term in order to receive the long term benefits.

    It makes more sense and not to mention much cheaper to do it at this time now that her contract has expired. This is just business nobody has the right to a job, we BVIlanders needs to get away from this way of thinking that we are entitled to a certain position, being the owner for a company in governments case they want the best person for the job plus the other candidates who are short listed are BVIlanders so technically she is not being replace she has the right to re-apply for the job the rules apply to everybody so what is the argument? its just business as usual.

        BVIslaners (or Belongers) preferred, but you should earn the position, which includes your mentality and attitude. No need hiring a rude mouth BVIslander for a receptionist job, when there's a friendly non-belonger/non-BVislander who can help the company. Come on this is a tourist destination. The best. Look for our own and if they don't tow the line we'll look somewhere else.
