ROAD TOWN, Tortola, VI- Multiple sources who attended the general meeting of the People’s Leadership Movement (PLM) on October 29, 2026, said that ‘ALL 13’ candidate Dr Craig K. Stoutt, an Anesthesiologist, attended the meeting.

Dr Stoutt was reportedly introduced at the same meeting by the PLM Leader, former legislator, and businessman, Mr Mark H. Vanterpool. It is unclear if Dr Stoutt will join the new group. For over a year, Dr Stoutt has reportedly been a member of the ‘ALL 13 ’, and at one point it was alleged that he was the leader of the group until an internal election some months ago, when a female leader was voted leader.

ALL 13 Members allowed to attend any meeting?

It is believed that if Dr Stoutt joins the PLM, he will contest as an At Large candidate. Up to publication time, Mr Stoutt had not responded to our News Centre's request for his comment.

It is said that ‘ALL 13’ Members are allowed to go to any meeting they choose to. Persons who attended the meeting also told our news centre that there was another person in attendance who could be a potential candidate for District 8; however, no decision was made as the male in question is still employed with a local bank.

Mr Vanterpool and his PLM, like most political parties, are struggling to fill all thirteen slots, and there is a possibility that if the Virgin Islands' new constitution is agreed to by the colonial power, the United Kingdom, there could be a 15-seat House of Assembly, with two additional At Large members.

So far, the PLM has announced Clifton Forbes for District 3 and Juan Richard-Hatchett for At Large. Mr Kevon S. Lettsome is expected to run with the PLM in District 7, and Mrs Zoe J. Walcott-Maduro is expected to be on their At Large slate.

Hon Walwyn set to join PLM?

There continues to be strong speculation that Sixth District Representative Hon Myron V. Wawlyn may join the PLM, but no announcement has been made.

The party also said at the same meeting that as the 2027 General Election gets closer, it is not going to “wait forever on some candidates” it has been talking to. The PLM, also referred to on social media as NDP 4, is a breakaway group of the main opposition National Democratic Party (NDP).

PLM has also been accused by the NDP spokesperson, Bishop John I. Cline, of trying to buy the elections.
