‘Iron Lady’ Sandy M. Harrigan-Underhill launches D4 campaign

ROAD TOWN, Tortola, VI- National Democratic Party (NDP) Fourth District Candidate Sandy M. Harrigan-Underhill believes her track record when it comes to leadership speaks for itself, as she was given the name ‘Iron Lady’ during her former years as Principal of the Elmore Stoutt High School (ESHS).

During her official campaign launch in Road Town on Saturday, April 8, 2023, Harrigan-Underhill urged voters in the upcoming election to refer to this track record, noting that she is an honest leader who can represent and fight for the people of the [British] Virgin Islands (VI) both locally and internationally.

She noted that she would have created her own footprints and legacy as an educator for over 27 years, most of which was spent in the district serving in various capacities.

‘Iron Lady’

Harrigan-Underhill said her challenging journey as Principal at the school would provide great insight into her aptitude for leadership and the reasons why she is the leadership the District deserves.

“While I was hired to be the Principal of the school I believed that I would emerge as more of a transformational leader…who was able to motivate, influence, inspire and lead our largest secondary school of over 1400 students and nearly 200 staff during a period of considerable challenges,” she said.

She added that the period between 2014 and 2018 was some of the most difficult years faced by the school, where a drastic change in its culture and ethos resulted in major disciplinary issues during her tenure.

Those issues ranged from gang-related activities, drugs, daily fights and cyberbullying, which demanded constant Police presence on the school’s campus.

“During this time, I would be called the ‘Iron Lady.’ I believe I was given this name for having the courage to dig deep and to understand that building strong relationships and partnerships with the community would be the key to turning the school around,” she noted.

Harrigan-Underhill told supporters that this demanded leadership that understood the complexities of the issues and what was required to address them.

“People of the Virgin Islands, I believe that we are at a crossroads and that this election will determine the course that we will take…I believe that our country is crying out for good leaders, compassionate leaders, leaders who understand that when they are elected, they are elected by the people to serve the people and as such they are accountable to the people…I am confident that I am one of those leaders, “ she reiterated, as she recalled more challenges she tackled at the school following the 2017 hurricanes.

“This is my legacy…It is on this record that I humbly seek your vote, people of District 4. Asking you for the opportunity to do even more…I believe that I am the leadership that you deserve,” Harrigan-Underhill reiterated.

Harrigan-Underhill resigned from her job as ESHS Principal in 2019 to contest for a Territorial At Large seat with the NDP but failed in her quest to get elected.

Her boss at the time, the controversial former Education Minister Myron V. Walwyn, also suffered a heavy defeat as an At Large candidate. 

Both Harrigan-Underhill and Walwyn are now seeking to get into the House of Assembly (HoA) via district seats.

    As a voting belonger I liked her. I think she is brave, courageous and warriorish and I like that, we need that , Not those yea, yea people to everything. I want to vote for her but I am told she doesn't like xpats..Thinking of it, I am not hearing any candidate reaching out to xpat voters, or, championing the issues affecting xpats, like the long delay in work permits approval, the long and bias delay in status approval.. most Voting belongers are not happy with the candidates, seems like they are wilfully ignored..

    This country needs competent, experienced person . My people do not be blinded by family ties , friendship
    but weighs who is best person to represent the district

      Don't even mention Mark!!! This fellow was very cunning throughout his elected years. Every contract/ job he has done was overpriced !!!COI was to take action a long time ago!!! The question is , "Is District 4 any different whilst he was serving? Mark just did the norm. There's nothing I'll put his name on in his years of service.

    I'm not a NDP supporter or a VIP for that matter but I think Sandy is the right person to represent us in district 4. She's an intelligent lady with lots of ideas who's willing to stand up for herself and for the country and if she gets in the government she will have probably have a ministerial post and with that comes a lot more power to exercise her plans for the district. I like Luce, she's a nice lady but if she's elected she's just going to be another seat filler another Alvara, a yes woman that just votes along with the powers that be in the VIP without a question or a second thought and from what I've seen in the last four years that's not what I want and that's not what this district deserves.

      The BVI people needs to pay a very keen attention to this election. Its important that persons needs to be placed in these position in Government , not only who is most educated or most poised, but who wants the best for our VIs. and persons who resides here. We are losing the authenticity of our country and needs ethnic persons put in place as well . We are a tourism product . We need someone who have live and is part of that product! Luce fits this role!
      Other smaller islands she will see that they will not get left behind. These other islands can be tourist attractions as well! Many persons are seeking jobs, in the tourism industry! BVI needs to go forward!! GO FORWARD WITH LUCE!

    Ms. Harrigan/Underhill self-promoted her success at ESHS, supposedly earning the title as Iron Lady. But what are the metrics of her tenure? What does the people of D-4 need and what are Ms Harrigan-Underhill’s plans, programmes, policies, processes, projects, etc. Ms Harrigan Underhill is following a trend on the campaign trail where candidates from both party and independents are talking, talking, talking, but are not offering any specific plans,programmes, processes, projects, policies, etc to address the needs of the territory and and an area. The people needs some of at least 95% lean beef to make decision on.

      I listened to this candidate's speech intently.  While she articulated the points she wanted to make well, I too agree that she skirted around some of the main issues impacting the district.  Interestingly she is also being heavily endorsed by a representative who mostly ignored District 4 for many years. 

      Arguably education is one of a country's developmental pillars (she spent about 80% of her speech talking about her record as the ESHS principal, while conveniently not mentioning her current tertiary level work at HLSCC as its first Director for the Institute of Education); but there are other pillars that need equal attention to ensure that the district thrives socially and economically. 

      For example what are her plans for creating safe communities in the district; tackling crime, unemployment and underemployment; job creation in the district, disaffected youth; after-school programnes etc.  Many of her ideas are big ticket plans that will require huge sources of capital funding.  While they are good, in my mind, district representation is also about building stronger, more cohesive communities from the grassroots up through targeted community organizing in critical areas.

      Former US President Barack Obama understood the concept of community organizing very well in his early years as a political aspirant).  It's about being a voice for the voiceless and empowering and inspiring hope along the way to achieving systemic changes.  It's also about being innovative and thinking outside the box for workable social and economic solutions instead of recycling the same ideas from one election season to the next.

      I wish all the candidates well in their bid to represent this district as it will not be a 'walk in the park' by any stretch of the imagination.

        Why call done the BVI whilst it's the Bread Basket for many Caribbean Islands and abroad? think about it.

    Since politicians don't have any real plans to lift the spirits of noy and fun while bringing the tourist...I want to suggest we have annually " A swimming and Music Festival at the same location, same weekend" . How nice that wl be.. it can be Brewers Bay, Beef Island..Cane Garden Bay, Trellis Bay...The College, they have a training Semi professional swimming pool and space enough for music fest.". Just throwing ideas out. Making this happen will be great..Swimming from around 2pm until 6pm, then music take over until. 1am no later..

        I approve this message about a swimming contest. Actually let me add a little extra. The contest could easily move it around let's say Long Bay, CGN and of course like Carvin does say; Don't forget about us on VG. Savannah Bay is the best beech for a swimming contest om BG.
        One more thing. Nevis has been putting on their contest every year for the last several years and I think it's in July

      As a parent of two children, one who graduated under Ms. Underhill and one who is currently in ESHS, all things considered I think Ms. Underhill did a pretty decent job given what she had to work with. Yes she could have done more but no one is perfect and she is easily better than the woman who has since replaced her and is probably the best principle the schoo hasl had since the man who it is now named after retired.

    Wait till election to come say what she going to do but before then you couldn’t find her in site.

    What has Mrs. Luce Hodge-Smith accomplished?

    The previous deputy director of culture accomplished more in one year than Luce accomplished in her tenure.

    She now holds a position in aviation, a field she knows nothing about, but because of her political affiliation she was given that post. Yet the aspiring politician currently contesting the ninth district is out of a job.

    I would like to hear her thoughts on that.

    NDP is a worry for the UK and Governor because after the COI their 6th District candidate was arrested and charged with corruption for the high school wall. What happens if Myron is elected and Marlon wants him to be a Minister? The UK will not tolerate a corrupt politician sitting in Cabinet. What instructions will the UK give the Governor to do about it? Why is Alan O'Neal not talking about this. By conveniently omitting Myron's situation it makes Alan and the NDP seem dishonest when they talk about integrity. The NDP has stained itself with corruption because Myron is on their ticket. Shame.
