Immigration Department to end paper Conditional Permit applications Dec 15, 2025

ROAD TOWN, Tortola, VI- The Department of Immigration will transition to a digital application process for Conditional Permits, effective January 1, 2025.

According to a press release from the department on Monday, December 1, 2025, the submission of paper conditional permit applications will conclude on December 15 2025, following which paper application submissions will be placed on hold from December 16 to 31, 2025, as part of the transition. 

During this period, the Department will conclude the processing of current applications and finalise preparations for the launch of its enhanced online application.

Digital application to enhance the process

The new digital application will streamline the application process, improve efficiency, and enhance service delivery to the public. 

All conditional permit applications must be submitted online once the online application is launched. 

Acting Chief Immigration Officer, Mrs Nadia Demming-Hodge, said the transition to the online application is one step in ongoing efforts to modernise the Department of Immigration’s services. 

“Moving the conditional permit application process online is part of a broader, long-term commitment to digitising all of our services. By embracing technology, we aim to improve efficiency, strengthen transparency, and make our services more accessible to our clients.”

The department apologised for any inconvenience that may be caused by the temporary pause in service.

    That's a very short time to test a system. Hopefully, they have been quietly doing this for a while, and it doesn't all revert back before the new year. It would be a shame to repeat the beta-testing oversight that so many government departments have already committed.

    This is preposterous! They have been turning applicants away from early September, informing them that they need to submit applications online, giving them a bar-code to access the site. However, when one goes to the site, it says, "Service Unavailable - Maintenance in Progress".
    I think this is a deliberate ploy to frustrate persons who genuinely qualify for Residency status, not to mention the astronomical increase in the associated application fees, which already serve to marginalize a large number of qualifying applicants.
