‘I’m not in favour of long acting!’ – Governor John S. Duncan

- said long acting appointments are unfair to civil servants and create expectations that might go unfulfilled

ROAD TOWN, Tortola, VI – Governor of the Virgin Islands His Excellency John S. Duncan OBE said that he is uneasy about the ongoing trend in the Territory of acting appointments in Government departments that span an inordinately long time.

He was speaking last evening November 5, 2014 on the radio show ‘Straight Talk’ hosted by Donald E. De Castro on ZBVI 780 AM.

“I am uneasy about the situation where we have so many acting appointments. Obviously I am not able to do anything about the previous acting appointments but I think as a general rule we should not encourage people to be acting for a period of more than three months,” he said.

“I did agree to this particular one (Ian B. Penn as acting Chief Immigration Officer) but am uneasy about a general rule where we have a lot of people in acting appointments. It is uncertainty for them. It creates expectations which may not materialize,” said Governor Duncan.

“I think it is fairer to civil servants, to any employee to say ‘this is your job; you are appointed for a fixed term’ but to say ‘this is just an acting appointment; we may or may not give it to you’ is perhaps not the best way to handle the civil service or any employee,” he said.

“So during my tenure here I will not be in favour of many long term acting appointments. Sometimes they are unavoidable and you have to live with it. But as a general rule I think it should be avoided. We should be more decisive…if we think they are the best person for the job we should appoint them. We shouldn’t just give them a year’s trial,” he said.

He said that while the general rule should be three months, it could be up to six months. But he said a year is definitely too long.

    He is a hypocrite because the Human Resources Dept which is under you governor has Ms. Stevens acting for some four years plus. If he wants credibility he should start with that!!! Then next the police force another dept under him

      Exactly my question as well. He's only been here three months and already starting to p..s me off as well as most the general public. You needed to be on a three to six month trial.

      you just cant please these ppl at all...isn't this the same thing ppl been complaining about for so long...about ppl in acting positions and then it being taken away from them....omg...they need to just leave this island let it sink below the seas for cleaning and come back up cause these ppl that live here have a sickness...I convinced

    When the Governor reach, everybody was rubbing their hands like a dengue mosquito about to pounce. When he talked about inquiry, they rubbed even harder. Now he has endorsed this Government they gone crazy lmaoooooooooooooooooooooooooooooooooooooo. This fun to watch.

    we need a stronger director of Conservation and fisheries. While I like Mr Penn, I want to see someone more visible and willing to fight for the environment more and challenge town and country for that matter. The longer people "act" the more the government can get away with because they may have "yes" men and women in place. I also agree and am surprised that the governor is weighing in on several issues including making the declaration that the airport is going to happen. Many of us are waiting to see if he is going to investigate the Cruise Ship Park inconsistencies and possible unlawful behavior. But I don't see that happening any time soon. He is already in NDP pocket. Is he running the place now? If he can fight corruption and hold officials accountable then he is worth it.

    Newsflash - The Governor will never win with some of you people.

    If he has an opinion, it is wrong and he should be seen and not heard and keep out of decisions.
    If he says nothing, it is wrong and he has been bought by the party in power.
    If he's white, he's a racist.
    If he's black, he's a downislander.

    Good luck with yourselves. Obvious who the real problem is here.
