The SCB Harbour Development Project is currently underway with a total of seven contracts for fabrication of bulkheads panels and piles handed out and work being carried out on the site presently.

ROAD TOWN, Tortola, VI – In yet another strong statement by 3rd District Representative Hon. Julian Fraser RA told voters of the 3rd district that if they do not want the Sea Cows Bay Harbour Development Project they should not vote him into office, as he will complete the project if elected.

“We got people who are talking about the Sea Cows Bay Harbour Development Project who don’t want it, well on November 7, vote them in, if you don’t want it, vote them in. Don’t vote me in, I am going to do it,” he firmly stated at a rally in Sage Mountain last evening October 31, 2011.

The district representative said there are people who do not want to see the 3rd district develop and this was the time for them to do so.

“If you want to oppose any development in the 3rd district, come now and do it. You got November 4th and you got November 7th,” he said.

He urged voters to “send a clear message to your representative” stating that the plans for the project has never changed and should not expect for anyone to change after they are put in office.

“If my people take me out of office, hey I wasn’t born in office, I go home,” he said.

Fraser, who is also the Minister for Communications and Works has come in for strong criticism by the opposition which they claimed was a private development that will benefit mainly one land owner.

However, at a meeting on October 21, 2011, he refuted those claims stating that the project, a government initiative, is for the entire harbour and not for one landowner.

“…Further all the work being carried on site is a government initiative for the entire harbour, from Simmonds Marina to the water plant.”

Ho. Fraser explained that the development would take place from Simmonds Marina leads pass the Forbes’, pass the Tobins, over to the mangroves, then it moves on towards Smith’s Reclamation, moves west pass the Smiths’, pass Mactavious, pass Springette, pass Forbes, pass the community centre and down to the water plant.

“Tell me if one family could possibly own all of that,” Hon. Fraser had said.

Meanwhile, NDP candidate Kevin Smith, speaking at his rally in Palestina Estate on October 20, 2011, had claimed that all of the proposed development in the district “is occurring on the Frasers’ property. I am dealing with the facts because right over my shoulder down there we have torn down the mangroves and the young people are asking me what about environmental protection? They are throwing dirt at the root of the mangroves where our marine lives are supposed to produce their hatcheries. So tell me where is the development in that? It proves as if there is one set of rules for one person and another set of rules for everybody else.”

The project is expected to be a transformation in the Sea Cows Bay area as it would have nine two-storey buildings for commercial investments;169,000sq ft of commercial space available; 2800 square feet of space designated to make available for a restaurant and a pub, which is to include varying levels of food service from fast food to formal dining; nine 200ft long jetties for approximately 125 yachts including provisions for mega yachts, water beds to accommodate yachts with drafts up to 15 feet and 79,000sq ft of office space will be available, secondary road or bypass will be placed parallel to Drake’s Highway.

    You see, this is the level of ignorance that pisses me off about this man! Nobody ever said they don't want a marina! The problem people have is waking up one morning and seeing new land and then a fence, and then concrete slabs AND THEN TO FIND OUT ITS TAX PAYERS MONEY PAYING FOR IT!!! NDP lost last elections because they went full speed ahead without consulting and listening to people! What makes him and VIP think they are any different? I live in the 3rd and I have no clue what's going on at that place. I'm a voter! I love my district! Nothing is too good for Sea Cows Bay as the idiots love to say! And by the way, the 3rd District runs from Prospect to Cox Heath so get your shit straight! Fraser hasn't had a public meeting on that thing as yet. He fenced up and start work on his land first. He hasn't received permission to use the other families' land but I guess he's hoping to get back in and use the Government compulsory acquisition to get it! Sea Cows Bay needs a good development yes, but it needs to be done properly. Why not dredge the bay and have it cleaned and then get everybody on board with this. WIth Fraser its his way or the highway. Kevin grew up in the 3rd so you think he will sit back and let anybody destroy it? Schuups!!!! With that, Fraser YOU WILL NOT GET MY VOTE!!!!! Since we not good enough for you to have a communication campaign so we can understand whats happening, you with your cocky self feel you know everythnig and whatever you say goes. Anybody that doesn't agree with you it's the highway for them, just like crazy Edmund on his show! You have a few days left, start packing up that office and get that jeep detailed! WE COMING FOR IT!

    This is the greatest miscarriage of governance in the history of the BVI. The Minister is so ignorant/arrogant that he cannot see that what he is proposing is completely outside of prudent governace and perhaps borders on illegal. You cannot use scrace governmnet resources to build docks and buildings. I for sure will be protesting against this project. This is not about Sea Cows Bay, its about allocating Governmnet resopurces to their best uses and in a mannerthat is consistent with Governing and not commercialism.

      YES, it's about time!! You all nearly kill poor Doc Smith for Hans Creek/Beef Island, Scrub and Smugglers but not a word about the destruction going on in Sea Cows Bay! This is a matter for the entire populace, not just 3rd district residents and voters! This man has gone stark nuts, crazy as a bat in recent times! Imagine he is boasting about his plan but haven't even received permission to use the people's lands! Most of the land he plans to use is what we call 'family' land, meaning no one individual can make a decision on it, many of the people who have a say don't live here etc. So what he might be planning is to get in office and acquire the land using Government, by way of the compulsory acquisition protocol! Look how many things needed to be done across the territory. There's a family who's reteaining wall fell and the house is severely undermined, I don't support Government building walls but this is an exception as it may save lives! He couldn't help them but spent how many thousands building concrete slabs for a development that hardly anybody has a clue about and which Government itself issued a stop order. Word is, his partner in crime Omar, override what the department said and give him the go ahead. He did an alright job as district rep but was a TERRIBLE FAILURE as a Minister of Communications and Works! NOT THIS TIME!!!! Let me hear VIEC and the other groups talking about this one and putting their money behind it! For 4yrs VIP could fill in where they want and do what the hell they want. Look at Carrot Bay, Sea Cows Bay, East End, not a word, but kill NDP everytime a himac reach on site!! NONSENSE!!

      these people don;t see that this man is out of control. for him to come on tv and tell the people that, he will NOT sit by and watch anybody else get credit for his hard work. that is a dictatorwho cares more for self than country. Jus like the lopsided one for the sixth, who have the nerve to tell the public that he training folks to take over from where he left off. I thought the voting process included the wants and desires of the people, not a man telling us, who his successor will be. as far as i am concerned, district 3 and 6 representative taking lessons from Fedel Castro. I hope the successor he has for us aint from Santo Domingo
