DUFF’S BOTTOM, Tortola, VI– Senior legislator in the Virgin Islands House of Assembly, Hon Julian Fraser RA (R3) has argued that going independent does not mean the Virgin Islands will outright ‘dump’ the UK regarding the partnership shared by the two.

While the relationship is still rooted in colonialism, Hon Fraser used Barbados as an example, having had its independence on November 30, 1966, but only recently ‘dumping’ the UK on November 30, 2021, when it officially became a republic.

“And that’s only severing the ties with the crown,” he said during the Fourth Session of the Fourth House of Assembly of the Virgin Islands on January 18, 2022.

“But they going to have a healthy relationship with the United Kingdom. The United Kingdom is still going to have their embassy in Barbados, they still going to give them financial aid whether they ask for it or not,” he said.

He said in the case of the VI, the quest is for the people to call themselves ‘truly free’.

“Truly in the sense that you are not beholding to another man,” he added.

“And it’s the job of the Government to promote this, if they so believe in this, if they so desire… it’s their job,” he added

He said legislators and the Government have a huge responsibility to play in the process.

VI in need of change - Hon Fraser 

Hon Fraser added that in the 22 years as a Legislator, nothing has changed in the House, “Nothing, even the furniture is the same, they didn’t even find it in their selves to give us some good chair, the same old chairs, Mr Speaker.”

He called for action towards change, ‘change is challenge and if you are afraid to meet a challenge it's only because you are afraid to meet a challenge.”

Hon Fraser said the VI opposition is prepared to work with the Andrew A. Fahie (R1) administration to achieve change in the VI, as he called for more education of the people to make them allies of the cause.

Hon Fraser added that the Speech from the Throne had to be delivered by someone who has nothing in common with the members and staff of the HoA and who was not elected.

“This is probably the last best opportunity that you will have to make this push,” Hon Fraser said.

      look around and you will see people comes to the territory and became very productive

      as a people we can not get along (listen to house of assembly conventions...

      the commissioner of inquiry we as a people(local) are very very instrumental in it being here

      stop blaming others for our short comings our forefathers survive slavery and went on to build a prosperous BVI

      Because the BVI is a British “owned” territory that “you” are allowed to live in at her Majesty’s pleasure.
      You may have been born here, but, you do not own the territory, so, if you want independence perhaps you should find somewhere else to live and bang that drum.

        And for your information, the UK does not own the Virgin Islands. Under the UN Charter Agreements, the UK is the Trustee of the VI. It's task is to look out for our best interest until we are ready to go on our own. So once the UK joined the United Nations, its ownership role ceased. We are growing up and we want our own freedom. We shall take it regardless of who like or doesn't like it. We must once and for all rid ourselves of these Colonial Masters. They still have no good intention for us. If they could rape our young girls, they will still do so and whip us. You people need a lesson in history, man. Down with the racist British.

    I could not agree with you more. However real change can only come on an individual basis when enough of us wake up to the truth. The local government must focus on promoting the teaching of the knowledge that has been hidden from our people. The minister for education knows what time it is but he has to stop going along to get along and take a stand. The Awakening is speeding up and it would be wise to harness the positive energy of those who are being enlightened. It is not a process where you look into educational institutions. It is a spiritual process guided by the spirits of our ancestors. That has always been the way of the African. Those who cannot come to terms with the rising of Africa will be left behind. It may not be evident to the sleepers but the world as you know it is over. Marcus Garvey's famous words "Look to Africa" are now alive. Africa holds everything that is necessary for our redemption. Once we as a people are able to get beyond the great deception we will awaken to the reality of the promises of the scriptures. Our redemption lies in our spiritual awakening where we can move in our natural powers. Right knowledge of Africa and our history is the key to our survival. The oppressor knows this and makes every effort to keep us distracted and blinded. The shameful part is that many of our people assist with the dumbing down process. Our religious leaders are guilty of this by shrinking from the call to teach and preach liberation theology. Instead they continue to preach the enslavement and still want to champion the cause for liberation. If we continue to ignore and take advantage of those who have been truly anointed for a time like this we are failing our ancestors ourselves and our children. Political representatives should not wait for or expect the government to do everything. You are a part of the process as well and should not be afraid to engage with the people to fight for their rights and break the bonds of oppression.

      What are you talking about? The man gave no reason or outline any benefits for staying with the UK. If we stay with them we might as well integrate. If we associate with them what incentive do they have to give us more than they are presently giving us?

    Concur with Hon J. Fraser (D-3) that the VI (British) going independence does not mean a severed relationship/partnership with the UK. Guyana, Trinidad and Tobago, Dominica and Barbados are former British colonies, which have attained independence but don’t currently have the Queen as head of state yet maintained a close working relationship/partnership with the UK. They are members of the Commonwealth of Nations, which is headed by Her Majesty QEII. Moreover, the US is a former British colony that broke away from the UK and became independent much to the chagrin of the UK, yet the US is one of the UK’s closet allies. The VI if it were to become independent, could still maintain a close relationship with the UK.

    The VI, one the 17 remaining non-self-governing territories, under the UN charter can pursue self-determination, including independence. With independence, it can choose to go it alone or it can voluntarily free associate with another country. For example, the Federated State of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands have a Free Association agreement with the US. Further, the Cook Islands has a Free Association agreement with New Zealand. Moreover, the Crown Dependencies, ie, Guernsey, Isle of Man and Jersey, are self-governing, although the UK maintain a possession of them. On the other hand, Overseas Territories are British colonies with a constitutional link with the UK with limited self-governance.

    Moreover, the Throne speech is a colonial relic; it is time to ditch it. Of what value having the Governor read/deliver a speech that he/she (someday soon perhaps the VI will a woman governor or a person of color as governor) may have only a remote connection to. The Premier should be given a state of the territory speech. And Governor should, if desired, deliver a Throne speech indicating the UK plan of action and milestone support for the territory in the current year and beyond. In the up coming constitutional review, this should be an item of interest.

      As far I’m aware, the UN General Assembly Resolution 1514 (XV) of 14 December 1960 states that non-self-governing territories are entitled to self-determination and independence. The VI people can pursue independence if they want it; the UK cannot stop them. Independence is a giant leap that requires much debate and discussion before acting. The people must be permitted to vote on a referendum For or Against. Bermuda had an independence referendum on 16 August 199; 58.8% of eligible voters turnout and 73.6% voted against independence. The BIG ? Is the VI prepared and ready to launch into independence?

    Y’all need to listen to Fraser seize the opportunity.
    Look at how late we are because of being afraid to stand forward or take off the suits. Our successful financial services industry was a result of leading the way.

    Fresh politician gets in thinking they will make change, 22 years later there is no change. I think he is & seriously frustrated. The old furniture is the same... what a dead world.

    We need a spiritual liberation from this mess because as a self sustaining society having chased a paper dollar into a realm of unsustainability the very definition of success becomes corrupt and hallow. Financially enslaved every artistic actualization is capitalized and subject to inflation.

    We need a change of aspiration. Paradise.

    It can’t come from dollars we’ve had many of them pass through and owe many of them. Eventually there will be a life tax to ‘improve standards of living’.

    How about achieving a balance between assured sustainable living in the village, to which there was no choice in the past including for the arrawaks and homeless in the city of entertainment which everyone eventually will be by playing a rigged game.

    Questions: Can someone sketch an outline of how the BVI would operate as an independent nation? How would it increase the welfare of us BVIslanders? What would our economy look like? What currency would we use? Would US still allow us to use USD? What electoral system would we use? How would we secure loans and financing? How would we stop it becoming more corrupt than it is now? How would we stop the drug cartels, that have more money than our whole nation could ever dream of having, from owning our whole economy and society? How would we avoid having to do the bidding of China or other expanding countries that will offer us shiny beads like a new airport, in return for our eternal debt to them?
    We can talk big based on our ego and the timeless principles of self governance, but can anyone actually explain how we 16,000 BVI people would benefit from becoming the smallest fry in the international ocean? Maybe the smartest independent mind would see this colonial hangover we have as our best opportunity in the face of terrible options.

      What is behind all this independence talk is our ancestors came here as unwilling slaves to enrich European nations and it’s time to cast off those chains. We can’t even determine for ourselves in 2022 to allow legalization of cannabis. It’s a fact our politicians are still treated as less than equal and the crown still holds an unapologetic view of its historical atrocities.

      Those ancestors sacrificed so much physically mentally and endured. Now in 2022 all we have to do in the fight for freedom is call for greater autonomy but some persons gasslight it to be an evil act to call for.
