ROAD TOWN, Tortola, VI- Honourable Kye M. Rymer (R5), the Minister for Communications and Works, has stated: “I will not offer excuses. The state of some roads is unacceptable, and I apologise for the disruption this has caused residents and businesses.”

The Minister made this statement of accountability during a press conference on Friday, December 12, 2025, while addressing the poor condition of roads across the Virgin Islands (VI).

Several road projects underway

The government has initiated several major road infrastructure projects aimed at improving road conditions across the territory.

These projects focus on the rehabilitation and resiliency of the road network, including significant works in Sea Cows Bay, Greenland, Shepherd Hill, Fort Hill, Ridge Road, Virgin Gorda, Jost van Dyke, and Anegada.

Key projects on Upper Johnson Ghut/Long Trench, Fort Hill, and Windy Hill are currently in the design or development phase by the Virgin Islands Recovery and Development Agency (RDA).

Meanwhile, recent completions include the Paraquita Bay Road.

Delays

It was previously reported by Dean H. Greenaway, Communication Specialist in the Ministry of Communications and Works, that the delay in the overlay of several roads was due to technical issues.

The Minister acknowledged that this concern was valid, noting that some delays were caused by challenges at the asphalt plant.

“These issues were not the result of negligence or any desire to leave people uncomfortable,” he stated.

He further mentioned that targeted road patching projects would commence this weekend.

'Better is coming'

Hon Rymer also highlighted that the government has signed several major infrastructure contracts, including one for a road in Sabbath Hill, to address these issues.

“I assure you that better is coming,” he stated.

Additionally, the Minister for Communications and Works announced that the Cabinet approved the overlay of the road from the Western Ferry Terminal to the Road Town Ferry Terminal.

“We hope to start these works soon, which will include overlaying and adding road markings, as well as cat eyes and reflectors for the centerline,” Hon Rymer explained.

One of the worst roads is the one in his district going to the jehovah witness church, who had the bright idea to cut big squares out of it to fix pipes then don't pave it back, its been months now, its a disgrace, residents suffering an tourists have to see that when them taxi drivers take them up the hill, we can't even do simple jobs like that on time, we suck as a nation.

Water & Sewerage (also under the Hon. Mr. Rymer), or the Electric Co. come along and dig things up and walk away. They need to shoulder some responsibility for their own damage.

The article says road works in Sea Cows Bay, are they blind, they ripped up the roads months ago and left them ripped up. A 10 year could do a better job.

Can the Government/Public Works Department fix the wide crater located in the middle of the road at the Port Purcell roundabout? It is becoming a real challenge living in the BVI. EVERYTHING is an absolute mess. Where is the money we pay in taxes going? What is this Government REALLY doing? Jesus Christ!

Lets maintain the street lights too. These drivers are out of control with the high beams-- resulting in night accidents/near misses.

They dig up the road to fix a pipe fat hogs bay in front of Frozen Imports. Everytime it rains the hole gets bigger. You would of thought the area where the premier resides would get preferred treatment. Then I forgot he always flying someplace or at a party. The struggle is real.

@ He has sent us knowledge, Words of wisdom, His Son and His Spirit to guide in His way of life. We don't need ten thousand angels. All that God required of us are to practice love for His, and for our neighbors. By so doing the law of liberty (God's commitments) will be fulfilled. Practical love, alone, free people from all bondage of self inflicted burden of demonic depression. Human intelligence is limited at best.

And these folks just got a.signoficant pay raise for producing nothing. The roads are destroying our cars. The least they could do is drop the duties on front end parts till they fix the roads instead of making excuses.

Hon. Minister, Kye Rhymer, your opology is insufficient. Fix there roads quickly and addiquately. And while you are so doing tell our Premier to stop wasting money on useless partying activities, and unnecessary Overseas travel that's needed for infrastructural restoration and others more important urgent necessary needed like upgrading the filty looking 7th district, and other districts, Road town being the B.V.I Capital.

Ouu, ouu, why is there still in the Main Street some old, rundown gabbagy structures close to where the deceased, Clarence Christian hardware was located still being an eye-soaring view to the public? Is this a part of the sustainable environmental stewardship development plan or did I dreamt that I passed that way yesterday, but saw no change?
While we are overly concerned about climate change, enriching the rich further, why do we not clean up our own house country first rather than exposing to the world our inability to cleanup our own mess, and fix our badly kept traffic roads, Ouu. Why not?

Some wise sage notes that Prior Poor Planning Piss Poor Performance ( PPPPPP). No excuses. What is needed is proactive action. The are in a deteriorated because of poor design, construction, inspection, operations, repair, maintenance, etc. Additionally, poor, improper, absent drainage, etc result in premature road failure. The elevation of roads need to be raised with adequate crown, proper slope, etc to quickly move water quickly off the road to prevent dangerous hydroplaning, to facilitate smooth traffic flow, etc. Further, putting a smooth surface on a failed road is only a temporary action, and not an efficient and effective use of limited resources. Poor roads increase replacement cost, can contribute to accidents, increase motorists operating cost, etc.

@Road Warrior, save for design, you have laid out a reasonable plan for improving, perhaps , the quality of the roads, longer lifecycle, etc. Are BVI motorists going to enjoy better roads? Our roads need to last longer than the first or second heavy rain. Put some proper drains in road projects.

The way they have handled the pipe laying from Sky World to Chalwell Estate has been a disgrace. I saw a vehicle slide sideways in the pure mud after that heavy rain last week, and then having several near head-on collisions with other cars in the opposite direction trying to avoid the craters on their side of the road. It's dam right dangerous! So many people must have complained because they have decided to smooth out the dirt instead of just repaving. Just wait until we have a next heavy rain and they will be back to square one.

I understand that development is needed, and providing water is needed, but it shouldn't be at the cost of drivers' safety. Why wasn't there a plan in place to start repairing the road immediately after laying the pipes or at least wait until such plan could be implemented. Just the typical poor planning as usual!

If we saw the government as us and not just the 13 people we would not be here, and they would have to check with us before buying rubber bands! We the residents also cause damage to the roads and dont look back. But we quick to scream at the government. Freshly cemented portions of the road get messed up because we drive through the wet concrete, we open car washes that produces hundreds of gallons of water that settles on the road and undermines it, we move heavy machinery without flat bed trucks cracking and chipping the road, etc. And then, there is always natural disasters. Some of the roads require way too much work and monies because of how we have treated them. I do think the government should focus on one or two roads and finish them to completion instead of digging up all over the place and having us all miserable because materials are delayed in shipping, or funds are not yet approved for the next stage of the project, problems with the contractor, etc.
