‘I respect Governor’s decision!’ – Hon Andrew A. Fahie
Hons Fahie (R1) and Fraser (R3) were the only Virgin Islands Party members to win seats at the last general election of June 8, 2015.
However, shortly following the declaration of the polls, there arose controversy with regard to which one of the two would be the Leader of the Opposition.
Honourable Fahie had written Governor Duncan outlining his reasons for wanting the position over Honourable Julian Fraser RA. According to information obtained from the Governor's Office, Hon Fahie had refused to go along with the VIP Chairman Hon Fraser as the Opposition Leader as he believed Hon Fraser had caused the VIP to lose at the June 8, 2015 polls.
It is this news site’s understanding that this concern was one of the main reasons behind the signing of a letter by a number of members, which included former At-Large candidates Irene F. Penn-O’Neal and Sharie B. de Castro, and former District candidates Elton L. Sprauve, Oleanvine Pickering-Maynard, Elvis J. Harrigan (Mervin ‘Lucky’ Charles signed for and on behalf of Harrigan), Andrew A. Fahie, and Zoe J. Walcott-McMillan, in which they endorsed Hon Fahie for the post of Opposition Leader. This letter was sent to Governor Duncan.
The Governor had given a month and a day commencing June 18, 2015 for the two members to reach an agreement, however, this expired without an agreement being met.
“In reaching my decision I have taken expert advice, considered carefully the representations made to me by the Members of the Opposition as well as a number of other criteria; in particular, past practice in the Territory and other jurisdictions; the current and past positions held by the two candidates; their seniority in terms of dates of appointment to ministerial positions and length of term served in those posts and the advice of the United Kingdom Privy Council in a matter similar to the matter under consideration,” Governor Duncan said.
“Taking all these factors into account, it is my decision that the Honourable Julian Fraser be appointed to the post of Leader of the Opposition and carry out the functions and duties of that post. A letter and instrument of appointment to give this effect has been issued today,” the Governor said in his statement.

In a brief statement in response to this news site’s queries, Honourable Fahie said that he respects the Governor’s decision and looks to move forward.
“The process as outlined by the Virgin Islands Constitution Order 2007 was followed by the Governor,” said Honourable Fahie. In that regard I respect his actions. I have congratulated Honourable Julian Fraser RA on being appointed Leader of the Opposition.”
“This chapter is now closed. We can now more than ever move forward together in being steadfast in purpose and diligent in actions in the carrying out of our duties,” said Honourable Fahie.
Efforts to reach Honourable Fraser since his appointment by the Governor as Leader of the Opposition proved futile.
