'I felt hurt & ashamed over the way my colleagues behaved' in HoA- Hon Smith

ROAD TOWN, Tortola, VI- Deputy Speaker of the House of Assembly (HoA) and Virgin Islands Party (VIP) At Large Candidate Honourable Neville A. Smith has expressed feelings of hurt and shame over what he described as a ‘spectacle’ created by his HoA colleagues in the House on April 15, 2023, during the debate over the Residence and Belonger Status Certificates of some 688 persons from the 2019 Fast Track Programme.

Speaking on the VIP ‘Let’s Talk show’ live-streamed on Facebook on April 16, 2023, Hon Smith said this behaviour was completely uncalled for.

“I felt so hurt…of the way that my colleagues behaved in the House of Assembly…I felt ashamed because we went to the House to do one thing…but it became a spectacle, it became a stamping ground and it was done on the back of the people. It bothers me because when you sit down and you listen to some of the fabricated stuff that came out of their mouths is what hurt the most; because no one broke the law…and the name calling that was happening- who did this and who- it was wrong.

“All we had to do was go to the House, ‘cause we found out what the problem was, it was identified by the AG and nobody is trying to blame anybody for anything but we know that something did happen, what wasn’t supposed to happen in terms of where something was missed out in terms of legal entity…,” he said.

Hon Smith added that while it is not about casting blame, the actions of some appear to be hypocritical as it relates to the issue.

“And the thing about it, the same people who found it, is some of the same staff who was there when it was done before…the AG Chambers has some of the same staff who were there when it was done before. So they had to be a part of the same conversation when the former AG was there doing this document as well. So it was clear that something did happen, let’s stop playing games,” he added. 

Hon Smith stressed that the issue was neither about elections first nor garnering votes, since the Fast Track Programme had occurred months after the present Government took office in 2019.

VIP sought to address backlog of applications for Residency & Belongership- Premier

Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) had also lashed out the National Democratic Party (NDP) and Progressive Virgin Islands Movement (PVIM) legislators, noting that they used the issue as a political football in the HoA while vilifying the VIP to score political points.

He said the programme was done to address a backlog of applications previously caused by the NDP.

Legislators were summoned back to the HoA on April 17, 2023, to address implications related to the democratic process of the upcoming elections.

This came on the heels of an announcement by Governor John J. Rankin, CMG on April 14, 2023, who stated his intentions to re-convene the House after an audit found that some 688 persons who were approved for Residency and Belonger Status under the Fast- Track Program, according to the law, should have been free of Immigration controls 12 months prior to applying.

The Governor has since assented to the Immigration and Passport (Validation) Act, 2023, allowing residents whose Belonger Status are now valid, an opportunity to exercise their franchise on Advance Polling Day, today April 20, 2023, and Polling Day on April 24, 2023.

    Hmm, I sorry I voted for you last election. This time around I won’t regret it again. The only vote I did not waste last 4 years ago was the district vote. I voted for the 4 VIP at large team but not this time around. I am now wiser!

    Just for power the VIP haters who only want power for the wrong reasons are trying to get the people to forget it was just 3yrs ago the world was hit with the worse pandemic in the last 100yrs as stated by the World Health Organization. This caused ALL countries to shut down to try to save lives. The BVI Health officials called on the Government to act now or up to 5000 people in BVI would get covid and may die. The Government blazed the world trail by being one of the 1st countries to shut down cruise industry then the country in the midst of heavy criticism from most current candidates in other political parties. Right after their swift actions the entire world governments followed suite and shut down. The BVI Government saved many lives but we mourn the few we lost. The Government fed all during the lock down and did well to stop the economy from tanking out. All this without any loan, grants, or aid from the UK who said they cannot help the BVI in this area as they had to deal with their UK residents so they instructed the BVI government to help the BVI people on their own. Eventually the UK sent vaccines but the BVI VIP Government did well in the worse crisis in the last 100 years where all governments did not know what to do as there was no playbook for this pandemic. I commend the VIP Government for their swift actions. Certain things could have been done differently but this is my and all of our hindsight. Nonetheless they did well and deserves a second term of which my family and I have decided to give them. Most of us would not have been alive if it was not for their swift actions. I say thank you.

      Your guy Davies is in Jamaica working and if after 4 years he so desires to become a Jamaican, it is a simple streamline process. Fill out your application. Get you references, prove you were legally employed in Jamaica for four years and attend an interview. Within three months you will be notified if you are naturalized. Take your naturalization certificate and your birth certificate and apply for your Jamaican passport which is normally be ready in two weeks. Altogether, its a four months process.

    what you should be ashamed of is not doing anything for the 4 years you were elected, to the point where I forgot you were an elected member, persons came to you for help, you promised you would assist them, when then turned a blind eye, you ignored them whenever they tried to reach out to you, you should be ashamed of yourself as well.

    Negative campaigning whether on billboards or radio/TV/ social media campaign ads, town hall meetings, speeches, etc. is an integral part of politics in the VI and else. Voters have a visceral reaction to negative campaigning. It affects some voters warmly; others, repulse it. As another blogger, Political Analyst, noted negative campaigning persist because it persists, ie, many voters embrace the negative campaigning. Political Analyst outlined the vices of negative campaigning. Candidates negative campaign because it yields results. Most political ads are contrast add, ie, attacking opponents or promoting the candidate. Many ads are fear appealing, lies, distortion, etc. The bottomline is that negative campaigning will continue because many voters demand it and it will not diminish or stop until there is consequence for it. Politicians are opportunists who attack the weaknesses of opposing combatants. Elections are a popularity contest and negative campaigning in a twisted way may perhaps provide an edge, a competitive advantage.

    The whole fast-track issue was not done because someone decided to play it fair to ex-pats and love them so much to give them status. It was done for this same purpose. All these 688 persons are political pawns. There dozens of children who were born here but because their parents are ex-pats themselves they have no status, cannot hold a BVI passport and some are denied entry into the government school system. In fact as soon as the child is born he or she is placed on the mother's time which has to be renewed every year. Not one of these politicians dares touch that issue pointing out that it is because of the UK passport act. Why is there not a bill that would address the landlord and tenant relationship for lack of a better word. The high cost of rent for a two by-two-room. Then the tenant has to fix everything that happens in the building.on the other hand why should the landlord has so much problem in collecting rent from persons who refused to pay? So you see pawns that all it is.

      @Loosemouth, Since 2011 the VIP wasn't back on Government until 2019 . The fact is that the NDP was in government from 2011 until 2019, a whopping solid 8 years run. It seems quite Unfair for Vip to be acuieed of not doing anything in the short 2 years they were occupied in getting control of Covid-19 with the rest time slent Cleaning up and Repairing Bvi after hurricane Irma and Maria, the most catastrophic Hurricanes in recent times. Yet NDP who had a comfortable 8 years run from 2011 to 2019 isn't being questioned and put on trial for their "Missing In Action" status. Actually during that time the NDPs deputy premier was away .most of the time on senseless travel. Actually he is so well traveled at taxpayers expense je could easily win an entry into the "Guniess World Record" for the Most Absent government minister with Nothing to Show for 20 plus years in office.

    The only thing sheep need to be ashamed of is the party of which he is a part of that has this country in a crisis. The same way he is here bashing his colleagues for speaking up against wrong in the HOA, it’s the same voice he could have used to tell his leader and the other minions that they were doing wrong. But guess what? He is just like them and refuses to condemn what is wrong. Mr. Sheep you should have had the courage to not support what is wrong and unethical . In the sight of yourself and others nothing is wrong with what you all did but in the sight of God and others it is constitutionally WRONG. This time around I will vote for someone else.

    Hon Smith has always been looking for the better of Governance, and as a rookie ,my kudos go to him.
    Mr Smith has been somewhat , and in many ways performing beyond lots of others, when you take into consideration that he was also the Deputy Speaker and had to put great emphasis in learning the role. We must remember that the former Speaker used to be calling on him to perform duty unscheduled. He could not have been as free up as the other House Members.
    He performs well, is honest, listens to your complaints and assists as far as posible.
    He was not a Cabinet member but he served beyond his specific duties..
    I certainly would support him again.,,for he is one of the VI better prospects.........Smith,,,Hodge Smith,,,,and De Castro.
