Hypocritical Walwyn wants Governor to investigate Gov’t's $5M deposit in Bank of Asia




Hon Walwyn, in a June 10, 2025, statement on ZBVI 780 AM, called the bank’s closure and deposit of $5 million of public funds a “matter of serious concern” directly affecting the “trust and financial security” of the people of the Virgin Islands (VI).
Hon Walwyn, who many believe is desperate for the premiership of the Virgin Islands, and will stop at nothing to get it, had in the past slammed then Premier Andrew A. Fahie for calling on the governor to investigate, namely the BVI Airways Deal, the Pier Park project, the East End Sewerage Project, and the Elmore Stoutt High School Wall Project.
“When you go out speaking about corruption, you create over-regulation … There are a lot of smaller people here; smaller contractors at the bottom who need a little help to help their family. And if you continue to speak that foolishness, you’re going to regulate them out of business,” Walwyn said.
“I warned the persons speaking about corruption privately, I’ve warned them publicly to stop it. It hurts our country. At this time, when we are negotiating loans for our country’s recovery and development, you cannot be out there as a leader speaking about corruption. You hamper the progress of the same country you’re trying to run,” Hon Walwyn stated in January 2019.

Further, Hon Walwyn has in the past had strong words for VI governors and the United Kingdom in his narrative for self-determination, including in 2017, when then Governor John S. Duncan OBE ordered that over $1.88M of public monies be taken from the Consolidated Fund and given to the Police, Magistrate’s Court, Attorney General’s Chambers and the Office of the Director of Public Prosecutions.
Just recently, in a scathing takedown of the newly tabled Review of Law Enforcement and Criminal Justice Bodies in the British Virgin Islands Volume 2: A Roadmap for 2025 to 2035, done by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS), Hon Walwyn used the opportunity to point out that the United Kingdom (UK) does not truly care about the Virgin Islands and preserving its institutions under local government.
Speaking in the House of Assembly (HoA) on April 8, 2025, during the Continuation of the Third Sitting of the Second Session of the Fifth HoA, Hon Walwyn asked why there wasn’t a CoI on the agencies under the governor, including the Royal Virgin Islands Police Force?
“And clearly you see the biasness from the onset, because if you looking for corruption and you really want to help, if it’s corruption you look for, then you should look at corruption throughout the entire sphere of governance,” Hon Walwyn said.
But now, with blood in the water, Hon Walwyn has turned to the governor to help with his agenda.
Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) recently said All decisions related to the placement of public funds into banks are made within the framework of established financial practices and are executed by designated public officers under the Ministry of Finance. Government ministers play no part in these decisions.
“To reassure taxpayers and ensure full transparency, I am requesting an internal audit to review this specific transaction. I hope this will offer clear insight, foster confidence, and bring greater understanding to all,” Premier Wheatley stated on June 6, 2025.
Pot calling kettle black?
Hon Walwyn, however, said Premier Wheatley is aware that internal audits are not available for public scrutiny and opined that instead, the outcome of any audit should be fully available to the public for viewing
“This is yet another attempt to run from the consequences of his actions and hide from public scrutiny…This undermines the integrity of any investigation…Therefore, I am publicly calling on the Governor to have this matter investigated.”
Mr Walwyn was himself charged in November 2022 for Breach of Trust in relation to criminal investigations into the Elmore Stoutt High School Wall Project.
The case was, however, dismissed in the Magistrate’s Court in January 2025.
The Director of Public Prosecutions immediately appealed the case but has since withdrawn that appeal, citing that other avenues are being pursued.
