ROAD TOWN, Tortola, VI- They are not the two to always be in front of the camera but they continue to do a lot of good work behind the scenes.

It was last week that the two most senior politicians in the Virgin Islands, having first been elected in 1999, Deputy Premier and Minister for Natural Resources and Labour Dr The Honourable Kedrick D. Pickering (R7) and Leader of the Opposition and Chairman of the Virgin Islands Party Hon Julian Fraser RA (R3) attended the Assembly of the Organisation of Eastern Caribbean States (OECS) in St John’s, Antigua.

Who were there?

The one day meeting took place on July 21, 2016 at the national parliament of Antigua and Barbuda. The event, which commenced at 9:00 A.M., saw many other senior elected officials of the OECS attending, including the new Prime Minister of St Lucia Honourable Allen M. Chastanet and the new OECS Chairman Dr The Honourable Timothy S. Harris, Prime Minister of St Kitts and Nevis.

Many other Prime Ministers were also in attendance, including the host Prime Minister Gaston Brown, Grenadian Keith C. Mitchell, St Vincent and the Grenadines Ralph E. Gonsalves, and the Chief Minister of Anguilla Victor F. Banks.

Opening ceremony speakers also included the OECS Director General, Dr Didacus Jules, as it was the Assembly’s first meeting since 2012.

Agenda of meeting

The one day meeting’s agenda of items included the election of the Speaker of the OECS Assembly. Rene Baptiste of St Vincent and the Grenadines was re-elected as Speaker while Gail Christian of Antigua and Barbuda was elected Deputy Speaker.

In addition, the agenda included announcements by the Speaker, Delegation from Member States, adoption of the Order Paper and the last Assembly’s Hansard Reports.

There were also statements (Rule 37) a. Chairman of the Authority, b. Members and a Water Resource Management Bill.

The OECS Assembly comprises Members who are representatives of the members of the Parliament and of the members of the Legislatures of the Member States. The Assembly considers and reports to the OECS Authority on any proposal to enact an Act of the Organisation.

The Assembly also reports to the Council of Ministers in the case of any proposal to make regulations, which has been referred to the OECS Assembly.

The meeting also allowed both Hons Pickering and Fraser to catch up with many of the regional leaders and other Parliamentarians whom they have known for years.

While both Hons Fraser and Pickering are friends and from different political parties, there are debates going on as which of the two will be the next Premier of the Virgin Islands.
