Hon. Walwyn hired $96,000 PR Consultant to write speeches

-Barnes PR Public Relations Agency inked 2-year contract 2 months after 2011 elections as Minister’s Communication Advisor
Founder and Executive Director of Barnes PR Public Relations Agency Ms Sachkia Barnes-Christopher has inked a $96K contract with the Minister for Education and Culture Hon. Myron V. Walwyn. Ms Barnes, through her firm, will write speeches for the Minister and help him with image creation, branding and marketing among others. Photo: Facebook

ROAD TOWN, Tortola, VI- While the National Democratic Party (NDP) Government of Premier Dr. the Honourable D. Orlando Smith continues to claim that the former Virgin Islands Party (VIP) Government left the country broke, it has been finding millions of dollars to pay consultants.

This time it is a consultant hired by the Minister for Education and Culture Honourable Myron V. Walwyn for two years which commenced January 1, 2012 to December 31, 2013 in the first instance.

The Firm, Barnes PR Public Relations Agency, belongs to former civil servant Sachkia Barnes- a Guyanese national married to a local.

Over a two year period, the firm will rake in some ninety six thousand dollars ($96,000) with $4,000 to be paid each month.

This fee, according to the contract obtained by this news site, does not include the cost to produce additional elements of communications plans or execution of work assigned such as advertising, photography, event planning and management, web design and or video, audio and print productions.

The firm, which is being paid from the government purse, reports directly to the Minister and some of the duties include writing speeches for Minister Walwyn, advising him on public relations strategies, effective communication and marketing, advising the Minister on social media strategies, and providing expertise on image creation, and branding to name a few.

The Public Relations Contract is also to assess and recommend improvements of the Ministry’s crisis communications plans.

In the proposal attached to the petty contract MEC/03P/2012 by the consultant, the firm is expected to “in addition, the position acts as a relationship manager with political, public, media, government and private stakeholders to formulate and implement strategic communications.”

A senior civil servant, who plans to retire next year after 31 years in the service, when advised about this contract told Virgin Islands News Online that “if Myron hired that young lady on tax payers money to do political work then that will be troubling…as according to what you read to me it sounds that way.”

There are also questions raised by some whether Ms Barnes, who is listed as the Executive Director of Barnes PR Agency, worked for Mr. Walwyn during the recent political campaign or was a volunteer. The senior civil servant who spoke on condition of anonymity claimed “it’s akin to when the NDP hired Glover Parks who worked for them in that campaign, then they continued after the elections.”

The role and relationship of Ms Barnes through her firm is unclear at this time as neither her nor the Minister for Education and Culture could be reached as of post time.

It is also unclear what is the relationship between the Communications Advisor Ms Barnes and the role of the Government Information Officer (GIS) at the Ministry of Education and Culture.

Each Ministry has a GIS Officer who sits within Ministries and acts as a media advisor to Ministers of Government and Permanent Secretaries.

Minister Walwyn was under fire just weeks ago for hosting a dinner for teachers that cost tax payers close to $100,000 dollars.

Myron doesn't have to make thousands of speeches all he has to do is tell small crowds of concerned citizens that he is trying to do whats he can,if he is to numb to explain him self in simple terms then he shouldn't be in office, these petty contracts are really making me sick to my stomach, what a disgrace.....

You people are ridiculous. $4,000 per month. If his IOs were any good at writing speeches he would have used them. The issue is not why Myron hired Saskia. Its why he had to hire her that is the issue. The Civil Services is full of paid people who are not competent and he does not wish to have to deal with that at his detriment. The Premier has the same problem in the Premier's office but he is not as bold as Myron so he will take the high road and allow them to give him all kind of crap to say instead of allowing who can write the speeches to write them. Typical us, always on the wrong side of the argument.

They have a team member there doing protocol and he is good at what he does, but he is better at crafting an image and selling a story. Nelson boy got talent and if the Premier wanted help, I am sure he would be able to assist. He is already in the darn office doing another function!!!!!!!!!!!

I will not have you say that about the Information Officers (IOs) - they are all hardworking, competent and good writers. I would point the finger at the Private Secretaries who are making twice as much as some of the IOs. Some of these private secretaries do plainly tell you they do not write speeches ad still making more than people with higher qualifications. The whole system corrupt!

I'm not with any party but I'm with who I feel can do the job and right now NDP is not doing so, their claim the Government is broke but yet they hiring outside persons that has no ties here at all so that mean all funds other than taxes and social security will be going back to where they are from and their bank accounts are. Now the Ministers are hiring PR Agency to do their speeches when the government has Public Relation post for the different ministers but didn't Hon. Walywn let go his PR recently I guess because if this and no all that money going to an agency while there are people who are qualify being send home and I bet the PR for the government salary isn’t even close to what the agency getting. All I can do is shake my head and say how much more we are going get and take with this new government, they really seem to not be thinking in us the people.

@How- The Minister had a total of five competent secretaries surrounding him who in my opinion could write any speech that he wanted them to. However, it would appear that that PR young woman has some sort of "magnet" which causes the Minister to see everyone else as incapable. Don't worry people "Tongue and teeth does fall out." The image that he and she wants for himself, his office and ministry has reached delusional proportions.

What is the purpose of a Permanent Secretary and Personal Secretary/Assistant? Aren't they qualified enough to write a speech? And what about the Minister themselves they all boast about their "education and qualifications" why can't they write their own speeches? We the people don't need fancy words that are meaningless.

That money could have gone into the schools (which are all falling apart), hospital services, the clinics, the home for the elderly, the roads and sooooooooo many other more important things than writing speeches. When are we going to stop wasting money senselessly??

This country falling and its falling fast. All who can run do so now and find housing in another country. If expats can come and live well we can go and do the same. This is not sounding good for what the NDP has been doing it scares me.

By the way, I thought Myron was so educated that he can handle his own speeches. Plus I heard she got Filipino employee so lord all hell break loose. No wonder the Hon. one always putting his foot in his mouth saying the wrong things and attacking the media. What next???

I thought that the senior admin staff and the DPS's/PS's wrote the speeches for Ministers!? This Gov. reeks of nepotism and are falling very fast imo. Between MCW and MEd. (dont forget NRL - Wilson fiasco) this set of ruling members have quickly "found" the money to hire a set of "consultants" for ridiculous sums without any advertisments or such! This is truly a Bananna Republic and the corruption continues....

With all that money she might as well right all the Governor and House of Assembly members speech. I really cant see how these money throwing away so easy... all that money spend on the teachers dinner could have well split it into bonus and let them go home happy. That lady who got all that money to write a book done well off, she could have atleast give back to her people writing a free book... give it away free for the first year of academic, and charge a fee there after. I never see this book up to this day and im sure i wouldnt read it either (i wont understand) lol.

    Dr. Minister who waste money,
I have an idea... put the money into a program such as creating a national youth guard. The youths can be trained to do search and rescue, environmental hazard clean up, emergency training skills and construction skills. This program you can keep the youths out of trouble, provide jobs and build country pride. The VISAR im sure are in need of help marine wise, the fire and rescue can dispatch some youths to go clean up oil spills instead of putting a whole appliance off the run to attend to a leak or spill. The cadet core program is a good place to start finding these youths or placing them there as a starter.

Now that is putting money into good use!!!

Your sense of humor amuses me. For the record, it is important to have a PR person capable of doing the job and I think that again Myron has demonstrated his leadership by hiring one of the best persons available on Island. It is important to present yourself, the country and the Ministry in a respectful and positive image to the people and the rest of the world.
This is now a common practice amound world leaders and the old saying is true "you get exactly what you pay for".
          • RedStorm (02/05/2013, 09:54) Like (0) Dislike (0) Reply
I agree with Island. One of the thing we must realise is that there are people are are watching this party performance. Little school children can blog all they want, there are going to be changes in life and we will have to deal with it, have you notice how the Ministers get together make decission and come to the house to pass it, how many of you can come to the house and say we don't want that or we don't want this.
Likewise they can hire who they want to write Book, speech, to show them how to dress, how to speak, there is funds in the budget for those things. It could be 50 dollars or 50thousand dollars they are going to pay,but noone is going to get 100K, it have to be below that figure, if not it have to be approved, whether by the house or the Finance Minister and have to be explain for auditing purpose, and have to be according to the policies of the Finance Department. I would like anybody reperesenting this country to be able to speak good sense to get the job done. I don't think the full contract should be given to her agency, but split it up. Get a college student to write you speech, thereby helping them to achieve something in life, maybe get their Bachelor or Master Degree. The youths need help and I am not seeing much been done for the youths. One big blah blah blah about some program and then back to square one. The youths are our future, when these old Ministers die out , who do we have to replace them, if we don't educate our youths and give them opportunities to shine?

Honourable Minister $96,000 for speech writer and $99,000 plus for a dinner to honour hand picked teachers who were assessed poorly. What tool was used to select and assess teachers, how many formal and informal assessment of their teaching capability and performance were conducted? Were the assessors non-partisan? Mr. Minister I applaud you for successfully hiding behind events such as these rather that face teachers and hear how we feel about you, your decisions, and your plans. Are you aware of the shortage of material needed in schools that inhibits teachers or forces them to dip into their meager salary in order to help our children? Are you truly aware of the poor job of your management team? It is obvious. According to you, CXC is one of your primary focus, yet Elmore Stoutt High School has lost almost three weeks of academic hours to non-academic activities. Who is responsible for such poor planning? Is it your CEO or your PS or you Honourable Minister? I grew up with my grandmother who often said to me "don't let anyone rub $h!t in your mouth and tell you its butter, you know the difference" It is plain as day reducing academic contact time for non-academic contact time and still pushing CXC is a true example of this proverb. Can you, do you have the capacity to do for education what is truly needed? Can you, or do you have the capacity to call failure, failure and change the captain of your ship? Can you or do you have the skills to truly address and fix the issues of education? Thus far with the choices you have made in selecting and approving staffing it is evident that you or your captain lacks the will, capacity, and skills to be a visionary for this portfolio, but its not too late to change your coast and captain and stop this ship from sinking.

I can't believe all the comments slamming this young professional's business-- and a young black woman too. Here in Washington D.C., the young professionals really run the city and a lot of them are damn good at it. They have a way with words, fresh ideas, and the antiquated way of doing things doesn't scare them.

I actually wish more of them would start their own businesses because they'd probably fix the economy. Well, actually, the young white boys and their businesses in Silicon Valley are shaping the ENTIRE WORLD. Please give this girl the props she deserves and let her work be the judge.

Speech writing doesn't come dime a dozen. It's a skill. It's a gift. You can be terrible at it if you're a jaded government employee with no passion. The government has every right and is often urged to work with small businesses. What, do you want them to keep feeding greedy corporations? $4K a month (MINUS TAXES and BUSINESS EXPENSES and CLIENT STABILITY in an AWFUL economy) is penance. Some of these comments here are shameful, ignorant, and completely lack empathy. Being a small business owner is brave.
