Hon Penn fears VI becoming 'Sodom & Gomorrah'
Speaking at the June 26, 2020, House of Assembly sitting, Hon Penn said, "I hear the good minister [Hon Vincent O. Wheatley (R9)] when he was speaking... he said what a June to remember, he say we pass the gambling, we regularising the rum and the marijuana coming next."
Opposition Concerned
"I thought he was joking, but the marijuana here... he was foreshadowing," Hon Penn told legislators during the debates of the bill known as the Cannabis Licensing Act, 2020, which is geared towards legalising cannabis for cultivation and medicinal use in the Territory.
Opposition Member, Hon Melvin M. Turnbull (R2), during the debates, had told the HoA that he too was afraid about what would come next to the House, “Last week was gambling, this week is weed... week before was something else, maybe the closet coming, I don’t know.”
According to Hon Penn, "I heard the member talked about the closet, I hope ain't the prostitution coming next either, cause June still here... I don't want us to become like the place that they talk about in the Bible."
Hon Penn continued, "I don't know about the Bible, something to do with some Sodom, I don't know, that's all I would say... let's be careful."
No rushing of Cannabis Bill - Hon Penn
Meanwhile, Premier Fahie in his justification for bringing forward several controversial pieces of legislation had told the House that illegal activities such as gambling were already happening in the Territory and the Government is only looking to making the illegal legal, to create new revenue streams
While the bill was scheduled to have its second and third readings on the same evening of June 26, Hon Penn implored the Fahie administration to not rush the legislation, rather, go through it clause by clause, to do the bill justice.
"We cannot rush through a piece of legislation this important... I hope we don't be irresponsible and rush through this piece of legislation without giving it the due care it deserves," he said.
The bill is in committee stage of the House.

Does the public have any say in legiskation that will affect peoples lives?
As bad as it is with lackadaisical law enforcement in the BVI, these things need to include the public's position and opinion. Seize the time.

Hon. Penn, you need to read your Bible, you probably heard that scripture but have not taken the time to open up the scriptures.

Legalization of any thing is not the issue. The real issue is getting more input from the public on these matters. It would them to make better decisions and judgments on how to word these laws. I guess it does not matter just put it in place we would have something to guide us. That's nothing and our people be put in jail for some long number of years. If found with a joint or less. You know what just free the people simple, and make sure they dont get drag before the court and sent to prison over a small amount. Looking carefully at the wordings is important. I'm not saying dont legalize I'm saying let's do it right.
