Hon Penn calls for development of a local ‘innovation lab’ to cultivate ideas

-points to a need for greater innovation across VI’s business sphere

DUFFS BOTTOM, Tortola, VI – Opposition Leader in the Virgin Islands (VI) House of Assembly, Hon Marlon A. Penn (R8) has called for the development of a local innovation lab to incubate new ideas and bring new innovations to the territory’s business sector.

Hon Penn made the call at the Eleventh Sitting of the Third Session of the Fourth House of Assembly on August 19, 2021, when he said that innovation doesn’t necessarily mean technology, rather, bringing greater efficiency to the sector.

More innovation across VI sectors 

“One of the things that we've continued to see and realise, is that we need to for us and how can we be more innovative in the way that we operate as a territory in the business sector,” he said.

To illustrate innovation during the debates of the Virgin Islands Investment Act 2020, the Opposition Leader used the example of a modern pen with the ink integrated into the stylus, as compared to the feather pen used in the past.

“And innovation in itself doesn't necessarily mean technology, innovation means creating an easier, more efficient way of doing a particular act or particular process and I believe that the intent of this suite of legislation is to spark that whole innovative mindset within this territory,” he said.

“We have to start the look at different ways to… strengthen, create more efficiencies in our current economic systems and also create more economic opportunities within the things that are known to us, the areas that we do well, but we could do even better with some thought pattern into those things,” he said.

Creation of Innovation Lab 

Hon Penn called for the development of an innovation lab that can create an environment where persons who are naturally gifted can foster innovative thinking and ideas.

“Put those individuals in a room to be able to look at some of the complex problems that we face as a territory, find ways where there's certain things that we could use and deploy in the national interests,” he said.

Hon Penn called for innovation on a national level, that transcends political persuasion and what is perceived as good or not good and who should be doing it.  

Innovation beyond politics 

“There needs to be a series of things in this territory that is beyond the scope of politics, that is a focus for the improvement of the standard of living for people in our territory,” he said.

Hon Penn continued, “I believe that business development, instilling and continue to cultivate entrepreneurship and our culture of entrepreneurship that we have as a territory [and] as a people it is something that we need to continue to look at,” he said.

This he said will ensure that the fire for entrepreneurship does not burn out and the local legacy businesses continue to thrive with resources and support.

    Hey, Hon. Marlon Penn, (D8) Rep., have you being reading my thoughts, read my Advisory saying on the subject of economic diversity? It seems so. However, I am in agreement with you on this one. Only the blind, the haters, and selfishminded persons of eletist mindset would cast scorns at this positive approach of growing our cash-strapped economy, free of criminals input.

    Yes, you are very right. We do need some innovative ideas that are take advantage of the things that are unique to us -- our topographic, our people, our culture, our history. Give us a chance to embrace something homegrown.

    It is a definition of innovation Hon Penn was given or just an explanation? if it was a definition it needs to be an extended definition. I have lots of ideas to do things differently + extended the ones which are already there. But would there be payment for the ideas? protection and no copy right infringements. One of the things I would love to see, for all government department to start accepting online payments, for work permit, immigration time , Visas and taxes. This might usher in a cashless department for some .However , it will eliminates all the long line, and the fussing and cussing of people. Lets Start there, am with you on this. It should have been in the bag 20 years ago.

    Reducing VI government bureaucracy, red tape, delays, needless certificates, long lines, inoperative online programs and other government nonsense could keep the 'innovative lab' busy forever!

    Lift Every Voice and Sing. Penn, if you are talking about a paid think tank for friends of whichever government is in at the time then No. What you said there is the role of every citizen already. What needs to happen is everyone's voice respected and heard, then the good ideas acknowledged and vetted. But, we have heard & seen great business ideas proposed only to be stolen by others with the access to government allies taking said ideas for themselves. Listen to the people you work for, we are full of theoretical ideas and you all have to balance them with the details and limitations of practicality.

    A cashless society could be very dangerous in terms of having your account frozen for reasons that could include anything that the government feel like imposing on the populace. The present atmosphere where social freedom is under attack is quite unsettling and as such I would not encourage it. We need to be careful what we wish for as some things could turn out to be our worst nightmare.
