Hon Flax-Charles slams Deputy Gov's Office for 'last-minute' bills to HoA

- said the Register of Interests Act was also a last minute bill that came to HoA & legislators were not able to properly review

DUFF'S BOTTOM, Tortola, VI– Junior Minister for Trade and Economic Development Hon Shereen D. Flax-Charles (AL) has warned against last-minute emergency bills coming to the House of Assembly (HoA), an issue she promises to be vocal about.

Hon Flax-Charles was speaking during the Continuation of the 7th Sitting of the Fourth Session of the Fourth House of Assembly on October 18, 2022, during debates on the Jury Act 2022, when she raised the issues of lack of consultation for the bill.

She said while more persons might have recommendations for the bill, those recommendations cannot be taken if the bill is rushed.

The bill emanated from the Deputy Governor's Office.

“I would implore every ministry, the Deputy Governor's office, whoever is bringing these bills to the House, do not come with any last-minute things at all that doesn't constitute an emergency because I will be getting up again.”

The Minister also revealed that a single zoom meeting was held for consultations which would not have been sufficient. She said the meeting was only announced hours before its scheduled time, which in itself was unacceptable.

“So I am putting y’all on guard. It needs to stop, because we the members of the House of Assembly, we get the blame…. Because the people don't have anybody else to turn to.”

Hon Flax-Charles continued, “So don't make something that you didn't do any emergency and come to this house and tell us you need to pass this because we miss our deadline. It is wrong.”

She added that the public must be able to voice their opinion on important matters like the Jury Act.

The public has since been given an online platform to give feedback on the bill.

Deputy Governor's Office chided

Hon Flax-Charles chided the Deputy Governor's Office for rushing bills to the HoA without proper consultation and also without allowing legislators ample time to review them.

“[There was] no adequate notice and I am very disturbed by that. How many times are we going to do this? It happened with the Registrar of Interest Act, where we got it the very morning we were coming in here. Where did that bill come from? Who wrote it? Why didn’t we see it before?” Flax-Charles questioned.

The bill was also taken back to the public for consultations, following pressure from legislators and public servants alike.

Hon Flax-Charles added, “It is wrong. I've seen it happen too many times, Madam Speaker. And it needs to be rectified and the blame needs to be put with it needs to go to, and there's no excuse."

    You all want to have all the control and all the say. Do you all consult us when you all making decisions.? How about that greedy bill you all rush through for you all own benefit under the darkness of night. Stop complain and start doing the right thing...U al are the vehicle of wrong doings. . Start doing right, then you have the rights to talk. For now you are not the example. .

      No one is shooting her down. People is just expressing how they feel and they have a right to do so. If my husband make a deal behind my back without my input or say so I would be in a rage as well. Just saying, suppose the deal was every person in the territory have to give up a finger or limb I am apt to believe you guys would have gone along and sign off on the deal to save your own skins and jobs. Unless everyone that sat around the round table and agree to the deal admit their part publicly, I don’t want anything to do with anyone of you. Once trust is gone it is very hard to gain the trust back. All of you that sat around the round table and made a deal with out the public input betrayed the people of the territory that put you where you are. The same way you betrayed the people, the people will betray all of you come election time. The people have the power to remove all of you from Political office with a simple X.

    And I will continue to say it, it is going to take a very long time for the people to forget the betrayal that was dropped on them. Just think for a moment how we the people felt when all of you went behind our backs and made a deal on behalf of the people without the peoples input. You guys may not be bad people but I can’t trust any of you.

    When you guys inked the deal without the publics input, that was the straw that broke the camel’s back. One of you could have stood up and said hey, we have to take this to the people first and get their input before a deal is inked. As far as I am concerned, you guys sold us out to save your own skins.

    Every day little by little, everyday something is being exposed how the local Government has failed us. Now they are at the mercy of the people they have failed to stand up for them. NO CAN DO ON THAT. EVERY LAST ONE OF THEM SAT IN AGREEMENT AND MADE A DEAL FOR THE PEOPLE WITHOUT THE PEOPLES INPUT. THAT WILL FOREVER STICK IN PEOPLES MIND.

    Every last one that sat in the room and agreed to the deal, owns the people of the Territory an explanation as to why. Looks to me like you guys were only looking out for your own best interest only and not a care about the people that give you your job. When the ship is going down, a true ship captain will not abandon ship and leave his passengers behind to perish in the sinking ship. JUST SOME FOOD FOR THOUGHT.

    People you better start understanding how this system of government works. If you ain't in Cabinet you make NO decisions. 3 alone have to say yes regardless of what the other two think. The other 10 DONT sit in cabinet
