HoA's deliberations on CRC Report ‘represents the collective position’- Premier Wheatley

ROAD TOWN, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has described the deliberations report of the Constitutional Review Commission (2022 to 2023) Report as the collective position of all members of the House of Assembly (HoA).

On Thursday, April 9, 2026, Premier Wheatley laid in the HoA the deliberations of the report titled ‘A Report of the Committee of the Whole House’. 

The proceedings, held during the Continuation of the Second Sitting of the Third Session of the Fifth HoA, marked a significant step in the ongoing constitutional review process.

Forward-looking & transformative negotiation position

"This report represents the collective position of the democratically elected members of the House of Assembly, after having in-depth deliberations on the Constitutional Review Commission’s Report. Our careful consideration of each of the Commission's recommendations has resulted in a negotiation position that is progressive, forward-looking, and transformative,” Premier Wheatley said. 

He added that by tabling the report, the members of the HoA commit to transparent dialogue and meaningful reforms that uphold their shared values and aspirations as a people.

The report provides a comprehensive summary of the Commission's findings and recommendations from its 2022-2023 report. 

It also reflects extensive consultations and discussions aimed at strengthening the Virgin Islands’ governance framework, enhancing democratic processes, and addressing key priorities for the people. 

Members of the HoA and the public are invited to engage with the report as it advances through legislative proceedings.
