HoA to increase to 15 elected members- Hon Julian Fraser

NANNY CAY, Tortola, VI- While speaking at the groundbreaking ceremony on Friday, October 31, 2025, for the 30 Million USD Nanny Cay Development Project, Deputy Premier and Minister for Environment, Natural Resources and Climate Change Hon Julian Fraser, RA (R3) made an announcement.

He said that the House of Assembly (HoA), while reviewing the Constitutional Report, decided to increase the HoA by two seats, bringing the total to 15 elected members.

Hon Fraser did not go into further details on this increase, as at the time he took a swipe at the UK-appointed Governor Daniel Pruce, who spoke at the event, asking if Mr Pruce was seeking one of the new two seas.

Anegada need it

However, it is our understanding that the sister island of Anegada is to get its own district, and the other seat will be At Large. This move will also allow for the appointment of a sixth minister of government after the 2027 general elections.

It is also our understanding that the Government is to set up a Boundaries Commission to give effect to these changes. It is unclear when the Dr Natalio D. Wheatley Administration will debate their own committee report on the Constitutional submission.

Anegada has long felt left behind, being the furthest away from the main Island of Tortola. The issue of  Anegada having its own district representative has long been advocated for by Anegadians. Critics claim that their population is small and hence they do not need it; however, international best practice in the Commonwealth parliaments is that the number of people living in a jurisdiction does not determine whether they should seek and receive their own political representation in democratic societies.

      Your representative will not stand for that because he need you all to win district 2, but many agree, if Anegada gets a rep for itself so does jost van dyke. this government making it sound like it i because those islands do not have separate representatives nothing is being done, which is hog wash. the fact is that they are weak in administrating the issues of this territory. those last-minute projects will not help them

    A district for 200 people? Seriously? I love my Anegadians but the answer is not another seat in HOA. How about giving one of the current Jr Ministers Anegada as a focus or better yet have the 9th District Rep actually do his job and spend at least 2 days a week on Anegada with office hours.


    I guess next JVD will get a rep too. And how could they arbitrarily decide what to implement from the Review? Wouldn’t it need UK ascension? No 5th At Large is needed unless only At Large gets Ministries.

      A HOA is needed on cockroach island. Our HOA13 would be perfect. Leave them there with all their cars and money and no ferry service.

      We could then get a cockroach free HOA here and we could live in Paradise again.

        Prove it! And don’t come with no diaspora Anegadians living all over the world that haven’t been home in 30 years! Maximum it has ever been is 300. And less than 200 active registered voters. Those are FACTS! On any given Sunday you can barely find 100 Anegadians on Anegada! So stop the Cap! Anegada does not need a district rep to increase the HOA and increase the tax payer burden by possibly $350,000 every year or more. It makes zero economic or socio-political sense. It only makes us feeeeel good.

          The diaspora is exactly what they are looking at. Many of the the VIP members cannot win without them. Look out for district 4 doing it too, because she always down st. thomas and i am sure more of them are doing the same thing. They realise that they have lost favour with the BVI population, BVIslanders and Belongers, so they will do what must be done to keep their party as the government. Diaspora please note that this party is messing up the BVI. Register, tek what they give you and vote them out.

I guess the next thing is to flood anegada with Wheatley virgin islanders to help VIP with another term. they have literally killed the virgin islands party, the majority who were not virgin island party supports.       What are the four atlarge for what's their purpose? Plus each one has a district Rep..Thats two reps each Island has. This is real dolly house... Jokes..Avoid the real Issue, the real problem...The Speaker who is elected and often bias, unfair and sided in favour of the team that selected them..The time has long past for the speaker to be an elected member, by the people for the people, representing the people, bring fairness and goodd high standard to the people's.     Each district has 5 reoresentstives. The district canidate snd 4 st large. Adding another 2 just increasss the Territory budjet and that money cqn be properly used elswhere. The next thing is the Anegada representative hotel will have to be paid by the Govrrnement during HOA Sittings? Smh.

    Imagine that a Man/Woman with 151 votes could well be Premier. No disrespect to Anegada but this move is downright ridiculous. Throwing more money at a problem won't solve it. If 5 reps won't do the job then 6 will? How about at-large and the current district rep doing their jobs?

    Now in this term , we have seen Government ministers get hefty increases of their salaries/allowances and we are about to add two more to the money train. How will they find money for health care, education, infrastructure, and the massive airport expansion? Oh yeah i forgot: raise taxes and fees!

    This is just a political ploy to increase their likelihood of re-election but we have to pay for it!

    How come the Dr. Hon Premier Natalio Wheatley, (R-7), MoF, leader of government business, didn’t communicate this communique to the people of the VI? What the VI needs is effective representation. Improved transportation, true communications, etc, has significantly affords and provides the opportunity for representing constituents. Let’s take a look at other regional locales, eg, Antigua and Barbuda, and Dominica. For example Antigua and Barbuda is approximately 3 times the size geographically with twice the population as the VI but only has 17 members of Parliament. Dominica is 5 times the size with twice population and has 21 members of parliamentary. Our elected members must demonstrate the ability lead men and women, and manage resources effectively. The electoral process is a popularity contesting which sometimes elect people who can only vote how the party wants. The territory needs elected officials who can analyze policies,, and make a reasoned, informed decision. Is this too much to ask?? It should not be. The VI needs people who are there to not only enjoy the status, influence, power, benefits, etc, but to represent the people’s interests. A representative of each electoral district should be intimately familiar with constituents in his/her district. Political representation is not for everyone. In addition to education, skill, experience, etc, a member must have personality, people’s skill. Currently, At Large members feels like a fifth wheel, so why would the VI add a fifth member? Really!! If you must, make the two additional members district representatives.
