HoA Speaker & Clerk attended 5th Commons & OTs Speakers’ Conference

GEORGE TOWN, Cayman Islands- The Speaker of the Virgin Islands House of Assembly, Honourable Corine N. George-Massicote, together with the Clerk of the House, Mrs Bethsaida Smith-Hanley, participated in the 5th Commons and Overseas Territories Speakers’ Conference (COTSC2026) hosted by the Parliament of the Cayman Islands from May 26–29.

The conference brought together speakers, clerks, and representatives from the British Overseas Territories and the United Kingdom to discuss the future of parliamentary democracy amid rapid technological and societal change. Delegates examined ways to keep legislatures transparent, resilient and citizen-focused while sharing best practices relevant to the unique constitutional arrangements across the Overseas Territories and the wider Commonwealth. 

Mrs Smith-Hanley, who oversees the daily operations of the Virgin Islands legislature and coordinates official functions and sittings, said the conference provided valuable insights for strengthening parliamentary procedures.

Discussions on digital governance & transparency

“The discussions on digital governance, transparency and citizen engagement will directly inform how we structure procedures, manage our sittings and communicate with the public,” she said. “By sharing our experiences and listening to others, we are better equipped to strengthen the institution of parliament, ensuring that it has the capacity, resources and systems in support of legislative work.”

The BVI London Office, led by its Director and U.K. Representative, supported Speaker George-Massicote’s participation and engaged with international peers on governance issues.

The Virgin Islands delegation expressed gratitude to the Parliament of the Cayman Islands and conference organisers for hosting what they described as a thoughtful and visionary gathering of parliamentary leaders.

The delegation said the engagement reinforces the Virgin Islands’ commitment to active diplomatic participation and continuous improvement of parliamentary processes in line with international standards.
