HoA Management Act 2025 bill comes into effect today
The Speaker of the Fifth House of Assembly, Corine N. George-Massicote, endorsed the bill, stating, "This is a proud and defining moment in the parliamentary history of the Virgin Islands, as it represents a significant step forward in strengthening our democratic institutions."
Bill supported & championed by members
The Speaker emphasised that the bill was supported and championed by Members of the House of Assembly due to its importance in enhancing the Virgin Islands' democracy. It aims to make the Legislature more independent, modern, and accountable.
In a press statement, it was indicated that this legislation is historic in several respects since it is the first bill in the Virgin Islands to be introduced by a Member of the House and passed without proceeding through Cabinet, thereby affirming the constitutional role of the Legislature as a coequal branch of Government.
Aglins with modern parliamentary systems
This new bill also seeks to create a semi-autonomous management structure for the House of Assembly, providing the institutional support necessary for the Legislature to function with professionalism, efficiency, and independence, in line with parliamentary best practices throughout the Commonwealth.
According to the statement, “The passage of this legislation is especially significant as the House of Assembly marks and celebrates its 75th year.”
This legislation not only commemorates the past but also prepares the territory for the future by ensuring that the House of Assembly has the necessary tools to meet the demands of modern governance while safeguarding the integrity of parliamentary democracy.
The Speaker commended the members of this Fifth House, parliamentary staff, and all stakeholders who contributed to this important achievement.
"This moment stands as a testament to what is possible when we place the institution above politics and commit ourselves to the long-term strengthening of our democratic foundations," the speaker added.
