DUFFS BOTTOM, Tortola, VI- Today, Thursday, March 10, 2022, the House of Assembly (HoA) will convene its Second Sitting of the Fourth Session of the Fourth House of Assembly of the Virgin Islands.

The Order of the Day includes the Member for the Third District Honourable Julian Fraser RA, a senior member of the HoA, asking a number of questions to front bench Ministers.

The veteran legislator wants to know from Premier and Minister of Finance Hon Andrew A. Fahie (R1) an accurate count of all Bills passed by the Legislature and not assented to by Governors over the years. According to the question, Honourable Fraser has no interest in just the bills passed by the Fourth House, he wants all Bills over the years passed, but not assented to.

More water questions

In addition, the Third District Representative is again asking about the long outstanding water issues and about funding from the Minister of Finance made available to address the water issues, including exactly which sub-head, where the money has been placed and how much was spent to date and where?

Opposition Member Fraser is asking for forgiveness for borrowers to bring relief for members of the Public who had interest accrued in loans at the National Bank of the Virgin Islands during the crucial months of the Covid-19 period. The Minister of Finance is to make public if this loan forgiveness request is being considered.

Cost of the CoI?  Who pays the Bills?

Fraser is seeking answers on the Commissioner of Inquiry (CoI) in terms of 'BVI Tax Payers expenditures' and UK taxpayers expenditures. He further wants to know what is the broken down amount of the VI's cost for the additional six months’ extension.

Hon Fraser wants to know when two Governors were called before the CoI whose interest they were serving and who paid for the current Governor John J. Rankin’s legal fees and how they were paid?

Transportation and Works Minister Hon Kye M. Rymer (R5) will be made to answer more water and Biwater questions, from the Sewerage Treatment Plant at Burt Point to water production on Tortola.

Is the incinerator working?

Minister for Health and Social Development Hon Carvin Malone, an At-Large Representative, will have to answer about the difficulties being experienced in Pockwood Pond with the incinerator.

The Opposition Member wants to know whether the incinerator is currently being used to dispose of garbage and what are the long-term plans for the garbage disposal at Pockwood Pond, which is in the Member’s district.

The House of Assembly is expected to start at 10:00 AM at the Save the Seed Centre and will be carried live on ZBVI 780 AM, CBN Radio 90.9 FM, CBN-Television Channel 101 on Flow TV and can also be followed on the HoA YoutTube channel and online at www.cbnvirginislands.com.

    Virgin Islanders have no say in who is appointed, not elected, Governor of the BVI. A Governor is appointed to represent a country but the people have no say in who will be representing them. Pure hog wash and bull sh**. This seems like something out of Animal Farm or from Ripley’s Believe It or Not. Nonetheless, let’s be real people. It is a mirage, an optical illusion, for the Governor is APPOINTED to represent the Crown/UK, not the interest of the BVI people. The Governor must either be fish or fowl; he cannot be both.

    The controversial, r….t, former UK appointed Governor AJU Jaspert as he was going out the door commissioned a commission of inquiry (COI) as parting gift. The UK commissioned the COI so it should bore the cost. How can you investigate me and then expect me to bear the cost. That is akin to a country invading another country and then expect/force the taxpayers of the invaded country to foot the bill. That is crusading. The UK should be footing any legal fees for Governor Rankin. Why does Governor Rankin need legal representation any way? All he has to do is tell the truth about what little he knows. Is he afraid that he may be tripped up protecting and shading information and may incriminate himself?

    In any event, the UK should be footing the bill for the Commissioner and support staff, and Governor Rankin. In regards to not assenting to bills, it is a fraud. It is a case of do as I told you to not do as I do. When was the last time the crown not assent to a bill in the UK? Drum roll……18th Century. By the way, why do questions have to be submitted before hand? Why don’t the HOA ask the executive branch to conduct public presentations of selected topics ? Snap! Both HOA and Government are one and the same.

    It appears the politicians in the dying HOA are now making up topics to while away their time in their respective elected seats. Normal mature adults would be out looking for future employment instead of wasting time and BVI money in these artificial meetings.

      @JO, as Undercover Observer rightly noted, the BVI Governor is appointed to represented the UK, not the interest of the BVI people. The people of BVI have no say in who punch their ticket or enjoy a vacation as Governor of the BVI. The UK has been sending representatives since 1741 starting with John Pickering and currently John Rankin but even the law of average has resulted in their being someone of African descent sent to represent the UK. Some may say that the current Governor of Bermuda is of African descent. True. And I leave it at that.

      White person here: completely agree with you (not your choice of word, but your message), but also what about the appointment of a woman too? At least when Mr Rankin left Bermuda as Governor the UK did appoint a woman of colour as Governor, Rena Lalgie, so there is some progress but it needs to come more quickly.

    How could John Pickering have been sent when he was the owner of seven plantations and his father having moved from Anguilla to Virgin Gorda in 1709. Y'all know nothing about the Pickerings. We certainly would not have been in this disasrer under their leadership.
