'Great discontent' in RVIPF over CoP on job while under 'review'– Premier

ROAD TOWN, Tortola, VI – Virgin Islands Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7), while disclosing that he was kept in the dark on the investigations against Commissioner of Police (CoP) Mark Collins over a petition signed against him, said some officers in the force are now discontented that Mr Collins is still on the job while these investigations are ongoing.

The Premier was at the time speaking during a January 8, 2024 press conference on the full update on the implementation of the Commission of Inquiry (CO) Recommendations and more matters in the Virgin Islands.

On January 5, 2024, during his interaction with members of the media after presenting his Fifth Quarterly Report on the Implementation of the Commission of Inquiry, the governor after being asked why no investigation was launched into some allegations against Mr Collins, revealed he had ordered a "review".

The Premier said he was not aware of the "review" and learned about it on the same day as the VI public. “I was not aware of that until earlier in the day before the press conference with the Governor. We had a conversation on the phone and he told me that,” Dr Wheatley said.

The Premier added; however, he is still not pleased with the state of crime in the VI as robberies and more continue. He said the Governor should focus on bringing down the level of crime in the territory as this falls under his ambit, rather than seeking more powers to implement CoI recommendations.

Governor John J. Rankin, CMG has indicated that he asked a senior police officer from another Overseas Territory in the Region to carry out an independent review of the complaints that have been made.

“And once that review is completed and the findings and recommendations have been made, then I will make the information available to the public, but I need to wait for the outcome of that but of course, I take all complaints seriously and so I have taken action in that matter as I have with other matters,” the governor said.

To date, no details as to which Overseas Territory the investigating officer hails from or their qualifications were given; however, Mr Rankin insisted that he has no bias.

The Premier said he will be taking complaints of some members of the police force to the National Security Council where the Governor also sits, “including, I was told that there is a great discontent that this investigation is taking place but yet the Police Commissioner is on the job. So that is something I would put directly to the Governor as to what the justification is for this,” he said.

    It's only fear that he should be placed on leave like in all other situation when a person is been investegated. He is not above the law.
    If anyone supports him remaining on the job during this process, well my God, they are just as him.
    That means they are strangers to the truth and ignorant to the law as he is.

      Both government and opposition elected Members must understand in a case like this is action speaks louder than words. This matter does not require talk alone. It also requires action on the ground. The COP needs to be put off the job forthwith until a transparent investigation is done and completed.

Look what the governor had done to Wade Smith commission of customs put because this is an English man how dare anyone question his job ethics.     Mr Premier there is great content among the population and yet you are on the job. If 200 officers are discontent can you compare that to 35,000. Should we take you to UK pm. Why don't you contend with the many issues facing the territory. It is times like these that I wish we had our allegedly corrupt premier. We would have been so much better off. Your intent it would appear is to sink the bvi in your attempt to remain premier. How selfish and for love of country.

    What is worst is that not one member of your team has the maturity to say enough is enough. Time to consider country above self. If the electorate had given you an overwhelming mandate then we will understand. But you became an accidental premier twice. And you barking like you got power. The majority of the population not on your side and you know it. For the sake and good of country do the honorable thing Hon slow man and step them. PLEASE.       Your post makes no sense because the Governor is appointed without going through the democratic process in the VI and also given certain powers without any accountability attached. This is much worse than what you are opinining. Just call a spade a spade and admitt wrong by the Governor. The COP MUST GO ON LEAVE RIGHT AWAY until the matter is investigated and not just a mere review.

      My Virgin Islands people have become too comfortable with their way of life and have loss their desire to stand up in numbers and fight for what is right and just. It seems like the only time that desire is great is when it is to go after one of our own. If we cannot come together on this matter and others such as where the non elected Governors seeking more powers with no accountability to the people through the democratic process then we would have loss our identity as a Virgin Island people and we would be letting our foreparents down.

        Your post is so powerful and true. The COP has 55 allegations of wrong doing. The COP tried to destabilize the country with a video geared at hurting the BVI Tourism product and the revenue of the country. The COP is accused of allegedly destroying evidence and emails. He is allowed to stay on the job while a review and not an investigation is done. Meanwhile for far less than what he is alleged to do Wade, Najan, Carolyn and others have been put off the job and some arrested and have to prove their innocence in court. How could this be good governance? If the people do not stand up now against these injustices then what will they stand up against. Our BVI community must get involved now. We cannot allow things like these to happen without consequences.

    If a PS or Minister did this unethical action the Governor did in a matter like this then the UK lovers would have been out in force posting against it.       To only solution, for a March/Protest to be effective, it must be objective and goal-drive, purposeful, well-organized and planned and must persistent and consistent. A handful of people cannot reluctantly show up and go home thinking that the job is done. No, people must committed and dedicated to showing up until action is, ie, there is a positive reaction to their objective. Positive Action Movement was persistent, persistent, until success was attained. They stayed engaged like a rattler when engaged. For example, Prime Minister Benjamin Netanyahu of Israel was attempting to weaken the Israeli Supreme Court and the Israeli people by thousands consistently took to streets weekly. They keep protesting week after week until Netanyahu got the message and paused his autocratic, egregious action of being above the law. Virgin Islanders must demonstrate that same persistence in fighting for democracy, liberty, freedom, etc, fighting back against being recolonized. The rattler must strike, strike and strike again and again.

    A Permanent Secretary is accused of obstructing the auditors. She is sidelined while her conduct is being investigated. A Commissioner of Police is accused of perverting or attempting to pervert the course of justice. He remains in office while his conduct is being reviewed.

      You are missing the point. No one is concerned at this time where the COP is from. The issue at hand is ensuring fairness, balance, and equality of the administration of justice across the board no matter who is involved. This is not the case in this matter. The Governor must be called out.

    CoP Mark Collins should be on administrative leave, pending completion of the review. Is Comish still on the job , for he is white, a pal of Governor John Rankin, who don’t give a rat’s @$$ about what the public, the majority of whom are Black, thinks or wants or desires, for he has the power to do as he damn well please when he wants, how he wants, where he wants, why he wants, etc and is part of the good ole boy UK posse and cabal? If Mark Collins were a local black commish or black from an outside jurisdiction, would he have been putted on administrative leave? Is it the Governor’s view that the complaint against is pal Mark Collins frivolous and is not his worth expending any capital to even pretend that he gives a s…t.? Is he giving the RVIPF officers and the public who he is supposed to serve and protect the middle finger? Are certain people in the VI, especially if you are white and pals of the Guv above the law? Is the rule of law still valid in the VI and only applies to some people?

    Further, Dr. Hon Premier Natalio Wheatley., R/7, and MoF, must resist the tantalizing urge of commenting on cases while they are under investigation to avoid the impression a case(s) is being influence by command pressure.

      To Condor, note that the USVI is a territory of the US, so teaming up with the USVI may not be a viable option. The US would need some advantage to take on its primary ally territory. IMO the US will not shed any tears if most of its territories vanish. An option is a free association with a larger country as the Cook Island has with New Zealand or the US has with the Republic of Marshall Islands, Federated States of MIcronesia, and Republic of Palau.

For the betterment of the public, it is the other Caribbean countries (that is independent) making the noise and causing confusion within the force mainly that man who is a member of the Police welfare body he needs to go back St Kitts where he from. Them down Island officers come here looking a job they got one and the things they are doing here they can't do it back in their country. People remember we are the UK child.
