Gov't wants 'better collaboration' between City Manager's Office & DWM

ROAD TOWN, Tortola, VI – Junior Minister for Culture and Tourism Honourable Luce D. Hodge-Smith (R4) has announced that the government is working to establish a stronger partnership between the City Manager’s Office and the Department of Waste Management to tackle the waste management issues in Road Town.

Many Virgin Islanders have expressed concerns regarding this matter. However, during a town hall meeting for the 4th District at Elmore Stoutt High School on Wednesday, March 4, 2026, Honourable Hodge-Smith reaffirmed the government’s commitment to address the issue.

Two departments working together

"What we are trying to do is to have a collaboration between the City Manager's Office and the Department of Waste Management. Both departments or units have sanitation workers."

The City Manager’s office is primarily responsible for the administration of Road Town, while the Department of Waste Management oversees the overall management of solid waste, including collection, transportation, treatment, and disposal.

Honourable Hodge-Smith is optimistic that these two departments can work together effectively.

Extending working hours

She stated that she had previously written to the former director about extending the working hours for the sanitation workers or implementing shift options. However, this proposal did not materialise.

Hon Hodge-Smith indicated that she plans to pursue this matter again to explore how the two departments can collaborate. 

"Because they could use the resources, the human, and the tools to get some of this work done, because by the end of one o'clock, there's still garbage in the evenings, from one [PM] to closing times."

She added that there have been several meetings to discuss these issues, emphasising the need to finalise a workable solution.

    The City Manager Office is COMPLETELY USELESS! Look at the state of the entire Road Town? It is a complete and utter DISGRACE!!! One only need to look at the parking lot down at the waterfront, all the way down toward QE Park and the areas around the Government Complex. Trailers, old trucks, cars, food vans, tents, water tanks, make-shift shacks and Bettito Frett's Ghetto sky-rise to top it off. We have no &^%$#@ shame!

    Dont these two have the same ultimate boss. However, this proposal did not materialise." Why didnt it materialize? I bet your greedy bill materialized though? Where there is a will (and proper leadership), there is a way.

    Is the City Manager, a copy cat, make believe title,,etc, without a specific purp0se? What is the CM position description? Is the job a duplication? What power does have or have been delegated? Is the make work a duplication of others responsibilities? Typically, a City Manager runs the day to day activities of a city, a municipality, etc, including budget development, developing agenda items for the policy making body, eg, HoA, City Council,,etc. Policy makers make polices and CM executes policies. What is happened in Road Town administratively is as f’up as Hogan’s goat. Is something rotten in the state of Denmark?? Let’s take care of the routine today, the difficult and challenging tomorrow, the impossible a little while longer……
