ROAD TOWN, Tortola, VI - The Government of the Virgin Islands has stated that the 2026 financial year will see a firm focus on delivery, including the Althea Scatliffe Primary School, which was demolished in April 2023 due to safety concerns.

“In education infrastructure, 2026 will mark the start of a new generation of school development. Government is preparing to break ground on the redevelopment of the Althea Scatliffe Primary School, a modern, purpose-built institution intended to serve as a new regional standard for primary education, building on the model established by the recently completed Eslyn Henley Richiez Learning Centre,” Governor Daniel Pruce stated in the Speech from the Throne at the First Sitting of the Third Session of the Fifth House of Assembly (HoA), on Tuesday, January 13, 2026.

‘Our students will not want to go home’- Hon de Castro

Speaking on the project, Minister for Education, Youth Affairs, and Sports, Hon Sharie B. de Castro (AL) said, “When we open that facility, I can guarantee our students will want to go to school. In fact, they will not want to go home.”

It was at Professional Day at Multi-Purpose Sports Complex on August 25, 2025, that Hon de Castro showed educators a 3D architectural design of the new Althea Scatliffe Primary School (ASPS).

The school is to be rebuilt by Unite BVI, in partnership with the Government of the Virgin Islands.

    I am hoping that this school will be rebuilt in short order; I will share some areas of consideration
    The school is in the Johns Hole GHUT- Please build the first floor 5 feet above the ground- so when rain falls & flooding occurs - school must not be disrupted. Ought to have ramps for wheelchair access and emergency exit stairs from all floors and possibly from the side of the building. Classrooms should be able to open into larger spaces if need and must have entrance and alternate exit.
    The area in front of the school has been reclaimed and filled in and now interferes with the drainage from the hill s above . FLOOD PRONE.
    The school needs a cafeteria to accommodate the students/ Faculty- we ought to be past students eating at their desk.
    Ought to have a safe area in or near to drop off and pick up children- persons accessing the facility. Not the cross walk.
    Dropping off and picking up persons should not interfere with the general flow of traffic. Need an auditorium/ space to hold meetings/ school functions with good ACOUSTICS- not in the middle of the building to interfere with other classes.
    Must be solar powered- Energy saving. Multi purpose building which can be used as an Emergency shelter.....
    Schools should be built with expansion in mind- the foundation- the roof design must allow for expansion. Just some suggestions for 2026 and beyond.
