Gov't bent on operating without accountability – Hon Fahie

-said SSB loan demonstrates NDP Gov't does business in a non-transparent & unaccountable manner; comes at a time when civil servants cannot get increments

ROAD TOWN, Tortola, VI – Senior member of the Virgin Islands Party, Honourable Andrew A. Fahie (R1) has said the non-transparent manner in which the National Democratic Party (NDP) government intends to spend the $16 million loaned from the Social Security Board (SSB) on the eve of General Elections is of concern to everyone as it demonstrates that the government is bent on operating without accountability.

Honourable Fahie was responding to a statement by Dr The Honourable D. Orlando Smith, who had challenged what he had said during the Fourth Sitting of the Fourth Session of the Second House of Assembly regarding the SSB loan.

“The breakdown of the figures reflects the manner in which this government is operating- without accountability. The 5% answer is an answer of convenience. Simply put, it does not add up!” Hon Fahie told Virgin Islands News Online today April 7, 2015.

The former Minister for Education, who along with Virgin Islands Party Chairman Hon Julian Fraser RA (R1) has been resilient in trying to make the NDP government accountable to the people, said the "ill-advised road loan" is also at a time when civil servants cannot get their increments; government has over $19 million in unpaid invoices; government has to raise an additional $20 million to complete the cruise pier project and 20 million to complete the hospital. "Yes we are concerned, everyone should be concerned.”

He said that as for the hospital construction project, it is an NDP government that had left the former VIP government with over a $100 million hospital, signed a contract for $65 million and raised only $35 million upon signing of the contract. "These are the facts that are reflected in the records.”

Not enough information

Speaking on the VIP’s Let’s Talk radio show on ZBVI 780 AM broadcast live on April 1, 2015, Hon Fahie had said, “As one of the representatives in the territory it is difficult for me to go to the House of Assembly and agree with matters where you are not getting information.”

“And I am concerned that over and over projects continue to be [undertaken] and the funding for them is not there in the budget or are not there [period],” he said, noting that it is obvious the lessons have not been learnt based on the actions now being seen.

Premier Smith’s response

Premier Smith, in an emailed response on April 2, 2015 to media houses, said, “I have read with interest an article today in Platinum News that questions the breakdown of the $16 million loan being sought from the Social Security Board for the repair of our major roads infrastructure… a story which originated with members of the VIP on their last radio programme.”

He said, “It puzzles me that these gentlemen who have been involved with Government projects where costs have escalated way beyond what was estimated, would attempt to make the specific answer to a specific question “The budgeted value of the work” an issue when we all know that one must allow at least 10% contingencies for increase/ variation in costs of any project.”

Premier Smith said that in this instance the “Budgeted value of the work” was $15,278,587.29 and that the “contingency” allowed on this project of $721,412.71 is less than 5% which speaks to the Government’s intentions of containing costs and getting value for money.

    Fahie ain't tired beat a dead horse? He is in no position to talk about fiscal responsibility. SSB cannot just lend the Government monies and under the protocols there are certain requirements even if borrowing from SSB. Fahie is just blowing pure hot air as usual. NDP ALL THE WAY!

    While Mr. Fahie is right to call out the NDP for this game of using government money to try and influence the elections, he is also well aware that this is a game that he and the VIP have played in the past. Since both major parties are too complacent to achieve anything on behalf of the people, neither party are then able to raise money for their campaign committees and therefore they resort to well-timed government expenditures close to Election Day. It's time to end their games.

    Yes..!, good drivable roads are well deserved and even a bit overdue. However, this last minute borrowing is wrong; especially since no real spending has happened in the previous three (3) years. Mr. Frazer has been calling on the premier for the better part of 2012 - 14, for stimulus spending (not frivolous spending), but necessary spending on road projects, drainage, sidewalks wharfs etc.
    Had done, say so many miles in 2012, another ten miles in 2013, with the balance being done in 2014/13, the perceptions would have been much different. No, but instead they have been (until now), practicing Austerity;
    Mr. Mark even bragged about making drastic cuts to the petty contract system, only spending $5+-millions during 2013-14. However, suddenly finding that 31 miles of roads need to be fixed and fixed pronto?
    It would appear that the Doc, in this late stage of his administration has had a change of heart, conviction and philosophy. While the NDP has for the most part been practicing “Supply side economics, they are now appearing to have become “Demand side” policy administrators.
    In my mind, and in the minds of many of us, we read this as an election gimmick; a massive one at that, an overkill.

    Yes, the Vip's spent a few million just prior to the 2011 election; but nothing nowhere near what is being spent leading up to election. As a matter of fact, years from now, the records will show this year's eve-of-election spending will go down as a "Bonanza" year.

    Instead of using the people's money to bolster their campaign and getting re-elected, politicians (of whatever party) should run on their record; their record of "National Empowerment". I’m talking about substantive things: Crown lands made available to nationals, National Bank loans/grants to nationals, particularly in the areas of fishing, agriculture and tourism; affordable constructed homes for first-time home owners, licenses given/reserved for nationals, business types reserved for nationals and national in the diaspora incentivized and encouraged to return back home to participate in the economy.

    Ironically; in the good olde USA, the Republicans spent over $300,000,000 to dethrone President Obama in (2011; the same year as the Ndp was elected), and the Douglas labour party in St. Kitts/Nevis spent millions, chartering some 24 planes to transport supporters back home to vote. In both cases, we know the outcome of the elections.

    It is so disheartening to know that some of us are so blind to see what is going on in our little country and how some of us allow ourselves to be blindfolded by some of these politicians when we come on here and blogs fooliness when the truth is been told. I cannot help but agree with what fahie is saying because I an yet to see any real reconstruction to our road network. Don't get me wrong, I saw some road repairs but note I say real. Now look at it, they did some work in the chapel area of east end, the skip and went to longlook, then the came down to the dual carriage way, they did some work there and left parts of it undone, they did some patching in huntums ghut and some resurfacing in the second district, did some minor patching up belle vue and now can anyone tell me what they really doing on the Hope estate road. If this is what they called road rehabilitation, then it's certainly an election gimmick, if you are going to do something for example the dual carriage way, well finish the darm thing and then move somewhere else, don't be jumping here, there and everywhere. But that's nothing strange, I forgot the Minister is into the habit of jumping. All these things happening on the eve of elections without proper or no funding, speaks volumes as to the length our politicians will go while our people continues to suffer. Remember that after the elections, we will still have all these bills at our door steps. We as a people should stop condone these kinds of inactions in the name of party politics, not because we support NDP, we must feel that everything they do is right or not because we affiliate with any of the other parties we must feel that what ever they say is right. We must stand for what is right and stand against what is wrong. It is clear that something is morally wrong with this 16 million dollar loan, something is financially wrong with that cruise pier project and what we have happen of late is that the Minister trying his best to pull a wool over our eyes to blind us from the real issue when he continues to dwell on the BiWater issue, a total distraction to the real burning issues. The BiWater deal is already a done deal me minister, they are already supplying water, what we are interesting to hear now is accountability in relation to the 15 and 16 million dollars, the cruise pier and the Chinese equipmends and the paving of one mart parking lot, tell us about those

    These fellows do not know the word truth. What example are they setting for the young people.in other places politicians go to jail for wrong doing. After this crop a few people will have their pockets full and the rest of us will be left to beg. We the people would like to see details of the NDP spending. Wrong cannot be right.     ease it out,the financial protocol we signed has put our hand in the lions mouth.What has
    happened is it stops us from doing many things until we rebuild our reserves which is well
    on the way.that's why we can get money to borrow.please note we could not borrow if the
    u.k does'nt sign which was the case under the last administration,if a bank does not have
    any confidence in your ability to repay they will not give you any funds also if a cosigner
    have no confidence to repay they will not cosign. To all commenting plse get to know what
    the financial entails then you will not be fooled or comment stupidness.

    The BVI in so much money problem but yet still we want to lock up people for guns. Guns what ain't kill anyone, now if we look on the big picture we will charge them men's who want to have guns big fine and let them pay for having it and take that money and put it to use but now we the government want to lock them up and put them in the jail where we have to feed them everyday and the country here going broke come on people think b4 we act we need money to move forward not backward people. Soon a lot off we government workers going to b getting send home when we have people in the jail what we can charge fines and let go, then if them keep on being a problem to the country we lock them up and send them to the UK to a real jail so them could see what jail life is really about people, the government need to think b4 they just up and act because 15 year in jail for a gun is something we got to think about people we just going to cuz the country more money. Money what the country ain have because locking up people for guns what ain kill anyone then we got to feed them we will never go forward Charge them people money. now don't get me wrong we need to lock up the killer and the thief. Because you telling me 15 years for a gun so when the country go broke and i get fire from my job is best i go and get hold with a gun because that's 15 years off the government taking care of me. Wow is best the VIP was in power because they would let them people pay so that the country could have money to do business and to pay back the loans wow my country is really going down because of bad lender
