PARAQUITA BAY, Tortola, VI- The Government has signalled that doctors, nurses and other medical personnel in the Virgin Islands will see their pay adjusted in stages during 2027, in a bid to attract new staff and keep experienced professionals in the public health system.

Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) made the announcement while presenting the 2027 Budget in the House of Assembly on Tuesday, October 27, 2026.

He recognised that health-sector employees have waited a long time for improved remuneration.

“In 2027 we will correct that with a phased, financially sustainable salary adjustment that will support the recruitment and retention of doctors, nurses, and other healthcare professionals,” he said.

The Premier did not disclose how large the increases will be, how many instalments will be made, or the exact date the first payment will take effect. It also remains unclear which categories of health workers will qualify.

More money allocated to health

The pledge forms part of a proposed $87.1 million allocation for the Ministry of Health and Social Development in next year’s budget.

Premier Wheatley also proposed a shift in how the BVI Health Services Authority is funded. Rather than receiving a lump-sum global budget, the Authority would be reimbursed for individual services delivered, with those services billed directly to the National Health Insurance scheme.

According to the Premier, this fee-for-service approach is expected to place the Authority’s finances on firmer ground.

Longer-term reform agenda

A new National Health Strategic Plan, covering 2027 through 2036, is also planned. Its purpose is to better align the work of the Health Ministry, BVIHSA and National Health Insurance and to set clear annual delivery goals.

Infrastructure work is included in the proposals, with upgrades planned for the Dr D. Orlando Smith Hospital and Road Town Clinic. The remaining repairs at the Nurse Iris O’Neal Clinic are also expected to be completed.

Healthcare employees are likely to await further clarification on the pay plan, especially given ongoing concerns about staffing and retention.

Previous reporting had linked wage improvements for BVIHSA staff to broader reforms needed to make health financing more sustainable.
