DUFF’S BOTTOM, Tortola, VI – Fourth District Representative in the Virgin Islands House of Assembly, Hon Mark H. Vanterpool (R4) has referred to the United Kingdom as the Pharaoh of the British OTs with the current Virgin Islands (VI) Governor, H.E. John J. Rankin CMG, as the Pharaoh of the Virgin Islands (VI).

Hon Vanterpool made the statements during the continuation of the Ninth Sitting of the Fourth Session of the Fourth House of Assembly, on December 20, 2022.

Freeing VI from colonialism - Hon Vanterpool  

During the debates, he added, “This year, when I was Speaking of the Sunday Morning Well, I woke up in the morning, and a lot of inspiration came to me in my shower.” 

Hon Vanterpool said he was thinking of ways how the Virgin Islands could be free from colonialism and out of the cusp of UK rule, "And I went to the same Sunday Morning well and there was the governor looking at me… because he's doing what he's trying to do. He is representing the pharaoh; He is a pharaoh in the Virgin Islands,” he added. 

Hon Vanterpool detailed, however, that by referring to the governor as the pharaoh of the VI, he does not mean anything bad about Mr Rankin, as he is still doing his work.

“But I woke up the morning, I said how can I inspire my people to understand that there needs to be let go from colonialism and slavery and the mentality of it and the psychology that we are under a rule of people and we can't make our own decisions,” he said. 

VI must be brave enough - Hon Vanterpool 

Hon Vanterpool called on the people of the VI to don’t be afraid and be brave, rather than look at the issues they think will come if the British Government no longer has oversight of the VI. 

“We must look out for ourselves, and let us believe in ourselves. We have done well so far, we have a $376M budget,” he said while adding that Vladamir Putin’s attack on the people of Ukraine is because he believes he knows what is best for them, just as in the case with the UK and the VI.

    It really is time for this stupidity to stop, the UK should hold a BVI referendum on independence and get it over with. If the people living here vote for independence, then the UK should give everyone 6 months to make arrangements, and, then cut the territory free. If, however, the people vote against independence, then, this sort of garbage from politicians should cease, it not being the will of the people.

    This Governor as was the last one are two deceivers. They come across as nice caring grandfathers but war is in their hearts. They can never work in our best interest because we are not their bosses and we need to understand this fact. This Governor kept saying do not run to any conclusions before the COI report came out and that it is only recommendations in the report. He said we would sit and go through the "pre-authoured report" together. However when it came out he rushed to the UK to get an Order in Council to suspend our Constitution if all the recommendations are not implemented in what can only be concluded as in an unreasonable and impossible time frame. What a deceiver.

    In the days of slavery the slaves were led to believe that they cannot survive if they run away from under the leadership of the slave masters. Does this sound familiar? Well it should because the same slave masters have people in the BVI and other overseas territories some 400 years later saying that if they are not ruling us then then we will be domed and our security and economy will not be secure and we will fail. People stop buying their brain washing philosophy. It is the same strategy as 400 years ago but in a modern form where they are selling it in a way that is getting some of our support but this is a mistake.

    There is no way the people of the BVI can hold the Governor accountable but he has all the powers to hold all of us accountable. This is not democracy. The Governor needs to be elected by the people. The days of this monarchy rule needs to be brought to an abrupt end. If elected officials can be held accountable by the people with repercussions for misbehavior then the same must be put in place for the Governors.

    Don't be fooled, racism is real. There is a growing concern by the UK people about the racist and colonialistic type rule where the majority of UK people are suffering but are being kept quiet out of fear. Do not take my word for it but research this and you will see. Their type of rule is suppressive however they control the media and are masters at the public relations games to make us think opposite to how bad we are feeling and to always blame others for our struggles except them. The people have to decide if this is the style of governance they want for the rest of their lives.

    We are always quick to pull down each other and look into each other. However we are always unwilling to challenge the Governor and the UK and their missteps and conduct. The former Speaker of the House challenged in court if the lawyers used by the COI violated the Legal Act by not registering in the BVI to practice law. If so that would have been a criminal offense. Most of us ridiculed him out of hatred of him rather than sticking to the issue of if their actions were right or wrong. Up to this day we do not know if they were right or wrong as the court never got to rule on the matter. If this was a local or Caribbean lawyer or person that came into the same question then I am sure we would have mailed them to the cross with help from the same UK. We are fighting the wrong fight all the time and allowing these people to divide us so we do not have time to see who really is doing wrong.

    Let's review this COI and please feel free to examine each point stated. The last Governor who was deemed to be a racist by some called a COI on his own and also determined the terms of reference on his own(of course his UK bosses would have agreed). This was done while the BVI and the world was dealing with COVID where there was no play book for this epidemic pandemic. As a matter of fact it was the worse pandemic in the last one hundred years. Just like the rest of the world our government had their hands full. The Governor was angry that he was not in control of the country at that time and he and this Governor never saw anything done at that time as good except for when the UK finally gave us the vaccine which was good somewhat but it only complemented the country's effort but they never acknowledge this fact. Any way the Governor hand picks the type of Commissioner for the COI to achieve the intended goals. Then surround him with staff from the same UK office where the Governor is employed. All this was done in a manner that was not transparent but to this day they are calling it transparent. This one man Commissioner took a few months to review 40 years of governance and came up with a report that needs to be challenged in the courts. Please note that I agree there is need for improvements in many areas but how could he free the commissioner of Police, the Governor, and others under the authority of the Governor but crucify in his report elected officials, all our systems under local authority, public officers, and so on. This report only did what we all know they wanted to do for years but needed a "so called" transparent way to do it so they can try to fool us that their hands are clean. Now they took the recommendations from this "one man" report and hold the modern day slavery whip of suspension of our Constitution over our heads if we do not implement all the recommendations in a totally impossible time frame. What is amazing is the Commissioner of the COI had more power than the courts and this is a violation of our Constitutional rights. These actions needs to be reviewed. I am not a political party person but I ask our leaders to protect our future generations from this ongoing plot. Challenge this report.

    Hon. Mark Vanterpool, in my honest opinion, what you have said about our Governor is very dishonorable. You have reacted out of anger. It is not good to speak many words, especially when experiecing anger. We ought to give respect to whom respect is due.
    If Gorvernor John J. Rankin was as you said, a VI pharoah, where would you be now after you jave falsely labled him? Can I tell you? I will. Beatened and after that imprisoned by him.
    You and many done realised that the more you badmouth the UK's appointed Officials is the more that the UK will disapproved our requests.

      The UK will never honor any request for our freedom no matter if we speak nice or not about them and their governor & their questionable actions. Their philosophy of leadership is the issue and their own UK people are saying the same. Also most of them over us in the UK government are racists and will never see that any of us in the OTs can govern themselves. Look at the UK in the 21st century named the first black Governor in 2021 in Bermuda. Look at all the employees in the UK office over the Caribbean OTs and you will see that all are white and Europeans for the majority of workers. You have to look hard to find a black person or other person's of other ethnic back ground other than whites. This among other reasons are the crux of the problem and this is why they will never acknowledge that we have grown and matured enough to grow ourselves because they still see themselves as our only hope for prosperity.

    When last did the people of the BVI see an audit report done on the Governor and his office and his progress? The answer is NEVER! Why? The answer is the BVI has no legal authority to look into or audit or investigate governors. However the Governor can audit and investigate elected officials, public officers and anything or anyone they choose especially seeing that the Commissioner of Police is from the UK and under their command. This is a recipe for abuse of power and that is what we are seeing now.

Anyone who says that the COI didn’t find any corruption is just as corrupt as the government and has to blame everything on racism. All the people you see in the government from the UK our own people cause that. A big part of that $400 million budget comes from trust companies; the Andrew Fahie Government messed up the tourist industry, if the BVI were to ever go independent the trust companies will be gone and that’s a big part of the $400 million budget. The government will tax us out of most of our money they will have to because they will have to get money to run the country from somewhere. Just look at how many people we have in the BVI from different Caribbean Islands working for a minimum wage of $6.00 per hour. When it’s all said and done China will be there to the rescue.

Blame our former Premier, and the corrupt civil servants(especially those at the top) for the way they rob from their own government coffers, bully staff that they are supposed to be supervising, and the like. This is the issue. The systems of accountability MUST be clear on all fronts for both parties and for everyone. Right now it isn't.

    The BVI needs more Uncle Toms(Isiah Henson) and ask the Sambos to fallback. An Uncle Tom does not self-hate, not self discriminating and refuses to do things that would hurt Blacks and would rather die than do so. A Sambo is just the opposite, ie, willing to sell out Black in a New York second.     A. Only in Tortola and had to shut the boarders during the pandemic due to lack of medical options

    Q. Status of most government works projects?
    A. Unfinished and over budget (indictments waiting)

    Q. What country has proposed suspending constitution?

    Yes this is racism. Ask the UK or this Governor a few questions and see if you can get a clear answer. Ask their views on OTs becoming independent and the process to be used to do so and the time frame. Ask them why there is only one black Governor and this was only done in 2021 when the black lives matter started to emerge. Ask them why the governors in OTs that were found to have done wrong were removed from the islands and sent back to the Uk but never charged or arrested. Ask them why the UK did not do a COI in the UK on the handling of covid (during the heat of covid) by the Uk government but did so in the Caribbean? Ask them why the register of interest laws locally does not include governors and their UK staff. Ask them why governors and their staff and family accounts are not checked during and after they serve in the OTs. Ask them these questions and more and then evaluate their answers. We have to continue to put systems in place to ensure the highest levels of accountability and move forward towards independence and stop letting the governors and Uk make us feel that we are worse than any other country. Stop letting them play with our minds so they can try to continue to control us with mental chains.
